The Report has not been received in the Ministry of Home Affairs. However, police and
public order are state subjects under the 7th Schedule of the Constitution of India and it is primarily the responsibility of the State Government /State police and jail authorities to appropriately prevent and ensure non-occurrence of custodial deaths, police atrocities/violation and protect the human rights of the citizens.
