DEFENCE

Launch of two indigenous frontline warships.

Raksha Mantri(RM) launched two frontline warships of the Indian Navy – ‘Surat’ and ‘Udaygiri’ – at Mazagon Docks Limited (MDL), Mumbai on May 17, 2022. ‘Surat’ is the fourth Guided Missile Destroyer of P15B class, while ‘Udaygiri’ is the second Stealth Frigate of P17A class. Both warships have been designed in-house by the Directorate of Naval Design (DND) and built at MDL, Mumbai.

11th edition of India – Italy Military Cooperation Group (MCG)

11th edition of India – Italy Military Cooperation Group (MCG) meeting was held from 31 May 2022 to 01 June 22 at Rome, Italy. The MCG is a forum established to boost defence cooperation between the both countries through regular talks at the strategic and operational levels between Headquarters, Integrated Defence Staff and the Joint Staff HQ of Italian Armed Forces.

Raksha Mantri (RM) held a bilateral meeting with Defence Minister of Israel in New Delhi.

Raksha Mantri Shri Rajnath Singh held a bilateral meeting with Defence Minister of Israel Mr Benjamin Gantz in New Delhi on June 02, 2022. They discussed ways to increase cooperation in all domains with a focus on Research & Development in future technologies and defence co-production. With the intention to further strengthen the existing framework of the Indo-Israeli defence cooperation architecture, both sides adopted the India-Israel Vision on Defence Cooperation. A Letter of Intent on enhancing cooperation in the field of Futuristic Defence Technologies was also exchanged between the two Ministers. This year marks the 30th anniversary of the formation of the official diplomatic ties between India and Israel.

Transfer of IAF land to AAI to Facilitate Civil Aircraft Operations from IAF Bases

In line with the vision of the Prime Minister of “Ude Deshka Aam Nagarik” (UDAN) and to facilitate Regional Connectivity Scheme (RCS), Indian Air Force has facilitated Working Permission and handing over of Defence Land by Ministry of Defence to Airport Authority of India (AAI) at seven locations, viz, Bagdogra, Darbhanga, Adampur, Utarlai, Sarsawa, Kanpur and Gorakhpur. AAI would now be utilising the existing IAF airfields to operate civil flights under the RCS UDAN scheme. Approximately 40 acres of land is being handed over for development of civil terminals and necessary airfield infrastructure for commencing RCS flights.

Providing air connectivity at these locations will boost the economy and develop the areas. Moreover, IAF is also in the process of handing over Defence land for expansion of civil airports at six locations, over and above those covered under RCS, viz., Srinagar, Thanjavur, Chandigarh, Leh, Pune and Agra. This will facilitate expansion of the existing terminals and facilities to accommodate enhanced number of passengers and cargo infrastructure.

Raksha Mantri to be on a three-day visit to Vietnam from 8th June

The RM will pay an official visit to Vietnam from June 08-10, 2022, at the invitation of Vietnam’s Minister of National Defence. He will hold bilateral talks with General Phan Van Giangand is also scheduled to call on the President of Vietnam Mr Nguyen Xuan Phuc and Prime Minister Mr Pham Minh Chinh.

At the Hong Ha Shipyard in Hai Phong, the RM will preside over the handing over ceremony of 12 High Speed Guard Boats constructed under the Government of India’s $US 100 million Defence Line of Credit to Vietnam. This project is significant in the context of the growing defence industry cooperation with Vietnam and exemplifies India’s vision of ‘Aatmanirbhar Bharat’ and ‘Make in India, ‘Make for the World’.

During the visit, the RM will also visit the training institutions of Vietnam at Nha Trang, including the Telecommunication University where an Army Software Park is being established with the $US 5 million grant from Government of India.

The Raksha Mantri’s visit on the historic occasion of 50 years of establishment of India-Vietnam Diplomatic relations and 75 years of India’s Independence will further consolidate the bilateral defence cooperation and the Comprehensive Strategic Partnership.

Joint military training exercise Ex SAMPRITI-X between India and Bangladesh

As part of the ongoing India Bangladesh bilateral defence cooperation, a joint military training exercise Ex SAMPRITI-X is being conducted at Jashore Military Station in Bangladesh from 05 June to 16 June 2022. Exercise SAMPRITI is an important bilateral defence cooperation endeavour conducted alternately by both countries which aims to strengthen and widen the aspects of interoperability and cooperation between both the armies. During the joint military exercise, armies of both the Nations will share expertise in multiple simulated scenarios of Counter Terrorism, Humanitarian Assistance & Disaster Relief and UN Peacekeeping Force under UN mandate.

Defence Acquisition Council (DAC) accorded Acceptance of Necessity (AoN) for Capital Acquisition Proposals of the Armed Forces amounting to Rs 76,390 crore

DAC in a meeting chaired by Raksha Mantri on June 06, 2022, accorded Acceptance of Necessity (AoN) for Capital Acquisition Proposals of the Armed Forces amounting to Rs 76,390 crore under ‘Buy (Indian)’, ‘Buy & Make (Indian)’ and ‘Buy (Indian-IDDM)’ categories.

For the Indian Army, the DAC accorded fresh AoNs for procurement of Rough Terrain Fork Lift Trucks (RTFLTs), Bridge Laying Tanks (BLTs), Wheeled Armoured Fighting Vehicles (Wh AFVs) with Anti-Tank Guided Missiles (ATGMs) and Weapon Locating Radars (WLRs) through domestic sources with emphasis on indigenous design and development.

For the Indian Navy, the DAC accorded AoN for procurement of Next Generation Corvettes (NGC) at an estimated cost of approx. Rs 36,000 crore. The DAC accorded AoNs for manufacture of Dornier Aircrafts and Su-30 MKI aero-engines by the Navratna CPSE M/s Hindustan Aeronautics Limited with focus on enhancing indigenisation particularly in indigenising aero-engine material.

Indian Army Contingent in multinational joint exercise “Ex Khaan Quest 2022” hosted by Mongolia.

A Multinational Peacekeeping exercise “Ex Khaan Quest 2022” featuring participation from military contingents from 16 countries has commenced in Mongolia on 06th June 2022. Mr Ukhnaagiin Khurelsukh, the President of Mongolia inaugurated the Exercise at a location in Mongolia.

Indian Army is represented by a contingent from the LADAKH SCOUTS. The 14 day exercise is aimed at enhancing interoperability, building military to military relationships, developing peace support operations and military readiness among participating nations. The exercise will also enable sharing of best practices between the Armed Forces of participating nations and will include field training exercises, combat discussions, lectures and demonstration.

The military exercise will enhance the level of defence co-operation between Indian Army and participating countries especially with the Mongolian Armed Forces which will enhance bilateral relations between the two countries.

Intermediate Range Ballistic Missile, Agni-4, successfully tested

A successful training launch of an Intermediate Range Ballistic Missile, Agni-4, was carried out at approximately on June 06, 2022 from APJ Abdul Kalam Island, Odisha. The successful test was part of routine user training launches carried out under the aegis of the Strategic Forces Command. The launch validated all operational parameters as also the reliability of the system. The successful test reaffirms India’s policy of having a ‘Credible Minimum Deterrence’ Capability.

P8A aircraft of Royal Australian Air Force for coordinated operations with Indian Navy (IN)

P8A aircraft of Royal Australian Air Force (RAAF) arrived at Goa on 06 Jun 22 to undertake coordinated operations with the P8I of Indian Navy (IN) from 07 – 09 Jun 22. The RAAF P8A and IN P8I aircraft will undertake coordinated operations involving Anti-Submarine Warfare and Surface surveillance from 07 to 09 June 2022.

Previously, IN P8I aircraft had operated from Darwin, Australia in April 2022 and undertaken coordinated operations with RAAF P8A in Northern Australian waters.

INS Satpura visits Manila.
Towards enhancing military cooperation with the navies of friendly foreign countries, Indian Naval Ship Satpura on a deployment to the South China Sea (SCS) and West Pacific, visited Manila from 03 to 06 June 2022. The visit was aimed at strengthening mutual working relationships and interoperability between the Indian Navy and the Philippines Navy.

Enhancement of funding under Technology Development Fund (TDF)

Raksha Mantri has approved enhancement of funding under Technology Development Fund (TDF) scheme of Ministry of Defence to Rs 50 crore per project from Rs 10 crore. The TDF scheme, executed by Defence Research and Development Organisation (DRDO), supports indigenous development of components, products, systems and technologies by MSMEs and start-ups.

It may be recalled that 25 per cent of defence R&D budget was earmarked for private industry, start-ups and academia in Union Budget 2022-23. The scheme facilitates up to 90 per cent of the total project cost and allows industry to work in consortium with another industry/academia. With the enhanced funding, the industry and startups will be able to develop more complex technologies for existing and future weapon systems and platforms. Till date, 56 projects have been sanctioned under TDF scheme.

Cabinet clears ‘AGNIPATH’ scheme for recruitment of youth in the Armed Forces

The Union Cabinet today approved the recruitment scheme for Indian youth to serve in the Armed Forces. The scheme is called AGNIPATH and the youth selected under this scheme will be known as Agniveers.

The AGNIPATH scheme has been designed to enable a youthful profile of the Armed Forces. It is envisaged that average age profile of Indian Armed forces would come down by about 4-5 years by implementation of this scheme. The policy, which comes into immediate effect, will hereafter govern the enrolment for the three services.

Somali Army killed 12 al-Shabaab terrorists in the Central region

On 13 June 2022, Somali National Army (SNA) killed 12 al-Shabaab terrorists in different counter-terrorism (CT) operations in 24 hours in the Hiraan region, Central Somalia. The CT operations were carried out near Qabdho village under the Mataban district of the Hiraan region. “During the operations, the SNA destroyed al-Shabaab bases where they used to extort money from the local people,” read the report issued by State-owned Radio Mogadishu.

Taliban claimed to eliminate eight IS-KP terrorists in Takhar province

On 11 June 2022, Taliban carried out raid on Islamic State-Khurasan Province (IS-KP) base in Taloqan in Takhar province and killed eight IS-KP terrorists and captured three others. According to the Taliban spokesman— ZabihullahMujahid, special forces of the General Directorate of Intelligence (GDI)— renamed Afghan spy agency, carried out the operation. “Ensuing heavy clashes killed eight [IS-KP terrorists] men, including an important commander of the group— identified as Younis Uzbekistani,” said Mujahid.

NIA officials searched multiple locations in UT of J&K in ‘JeI Terror Funding’ case

On 16 June 2022, the National Investigation Agency (NIA) officials searched six locations in Baramulla, Budgam, and Srinagar districts of the Union Territory (UT) of Jammu and Kashmir (J&K) in connection with the ‘Jamaat-e-Islami (JeI)’ terror funding case.

The case— RC-03/2021/NIA/DLI pertains to the illegal activities of JeI who have been gathering funds in the form of Zakat, Mowda, and Bait-ul-Mal for violent and secessionist activities. The funds raised by JeI are also channelise other terror group such as Lashkar-e-Taiba (LeT), Hizbul-Mujahideen (HM), and other groups through well organised network of JeI. The NIA officials seized various incriminating material and electronic devices during the search operation.

NIA officials searched multiple locations in UT of J&K in ‘Cross LoC Trade & Terror Financing’ case

On 15 June 2022, the National Investigation Agency (NIA) officials carried out searches at 03 locations in Baramulla and one location in Police District Handwara in connection with the ‘Cross LoC Trade & Terror Financing’ case.

The case— RC-17/2016/NIA/DLI pertains to the generation of additional profits through cross Line of Control (LoC) trade mechanism between the Union Territory (UT) of Jammu and Kashmir (J&K) and Pakistan-occupied Kashmir (PoK) and using these funds for fomenting terrorist activities in the UT of J&K. The trade was started in 2008 via two Trade Facilitation Centres (TFCs) located at Salamabad, Uri in Baramulla District and Chakan-da-Bagh in Poonch District. The trade has been suspended since the month of April 2019. During the search operations, the NIA officials seized digital devices along with incriminating documents.

Security forces killed three LeT terrorists in Pulwama

On 12 June 2022, security forces killed three Lashkar-e-Taiba (LeT) terrorists, including Junaid Sheergojri, at Drabgam area in Pulwama district of the Union Territory (UT) of Jammu and Kashmir (J&K). Incriminating materials, including arms and ammunition were recovered from operation site. One of the slain terrorists— Junaid was involved in the assassination of Police Constable Reyaz Ahmad Thoker on 13 May 2022 in Pulwama.

Security forces arrested two LeT terrorists from Baramulla

In a joint operation with Indian Army, the Jammu & Kashmir (J&K) police, on 10 June 2022, arrested two Lashkar-e-Taiba (LeT) terrorists— i) Irshad Ahmad Mir, and ii) Zahid Bashir, from Baramulla in the Union Territory (UT) of Jammu and Kashmir (J&K). Incriminating materials, arms and ammunition, including two Chinese pistols, 18 live rounds of cartridges and two magazines were recovered upon their arrest.

On 14 June 2022, Jammu and Kashmir (J&K) police eliminated two Lashkar-e-Taiba (LeT) terrorists— i) Tufail Ganai, and ii) Jan Mohammad Lone, in a gun-battle in Kanjiular area of Shopian district of the Union Territory (UT) of Jammu and Kashmir (J&K). Police recovered incriminating materials, including arms and ammunition, one AK-47, and a pistol. According to news report, Jan Mohammad Lone was involved in assassination of Bank Manager at Ellaqui Dehati Bank— Vijay Kumar in Kulgam district on 02 June 2022.

Terrorists killed a Bank Manager in Kulgam

On 02 June 2022, unidentified terrorists fired upon and killed a bank employee— Vijay Kumar, at Areh Mohanpora in Kulgam district. Vijay Kumar was resident of Hanumangarh, Rajasthan, and had been employed as a Bank Manager at the Ellaqui Dehati Bank in Areh Mohanpora area of Kulgam district. “Now terrorists targeting public servants too. High time for security agencies to work out a strategy to stop this vicious cycle of violence,” said Bhartiya Janta Party (BJP)’s J&K spokesperson— Altaf Thakur.

Security forces killed a HM terrorist in Anantnag

On 03 June 2022, security forces eliminated a self-styled leader of Hizbul-Mujahideen (HM)—Nisar Khanday, while three soldiers and a civilian got injured in a gun-battle in Rishipora area of Anantnag district of the Union Territory (UT) of Jammu and Kashmir (J&K). Post-operation, security forces recovered incriminating materials, arms and ammunition, including one AK-47 rifle, from the site. The injured soldiers and a civilian were immediately airlifted to 92 base hospital in Srinagar for treatment, and are reported to be stable.

In a joint operation with Bengaluru police, J&K police arrested key HM commander from Karnataka

In a joint operation on 05 June 2022, the Jammu and Kashmir (J&K) police with logistic support of Bengaluru City police, arrested key Hizbul-Mujahideen (HM) commander— Tariq aka Talib Hussain Gujjar, from premises of a mosque in Okalipuram in Srirampura in North Bengaluru, Karnataka. Reportedly, Talib was working for a courier company as a cargo loader and maintained a low profile in Bengaluru city. “J&K police had approached the Bengaluru city police for locating a terror suspect named Tariq. He was located and detained for questioning. Later, Tariq was identified as Talib Hussain – a ‘Hizbul-A’ category terrorist,” said sources on the basis of anonymity.

Around 295 Maoist OG supporters surrendered before Odisha police

On 11 June 2022, around 295 Maoist Over-Ground (OG) supporters, who act as sympathisers, informers, and aid to Maoists, surrendered before Odisha police in Swabhiman Anchal of Malkangiri district in Odisha. “They voluntarily came to a BSF camp in Jantri and surrendered before Odisha police in the presence of Malkangiri district administration. The surrendered OG supporters were involved in arson incidents, hoisting of black flags, burning of vehicles, enforcing boycott of elections, passing information about movement of security forces, and arranging food and logistics for Maoists,” said Director-General of Police (DGP) S K Bansal.

The surrendered OG supporters claimed that they were misled by Maoists. Seeing the government’s development efforts in the region, they decided to join the mainstream and lead a peaceful life. Also, they burnt Maoist uniforms and raised slogans against them. They performed Dhemsa (local folk dance) at the camp and took part in a feast organised by the police and the administration on the occasion. The administration distributed MGNREGA job cards and pension cards, and police gave out sports equipment to surrendered OG supporters.

NIA officials searched multiple locations in Madhya Pradesh, Bihar, and Uttar Pradesh in JMB case of Bhopal

On 15 June 2022, the National Investigation Agency (NIA) carried out searches at six locations— four locations at Bhopal (Madhya Pradesh), one location at Katihar (Bihar), and one location at Saharanpur (Uttar Pradesh) in connection with the Jamaatul-Mujahideen Bangladesh (JMB) case of Bhopal.

The case— RC-11/2022/NIA/DLI relates to arrest of six JMB terrorists, including three illegal immigrants (later turn-out to be) of Bangladesh from a house in Bhopal, Madhya Pradesh. The arrested terrorists were involved in propagating the ideology of JMB and motivating youths to perform jihad against India. During the searches, the NIA officials seized digital devices including mobile phones, SIM Cards, and memory cards, and bank account details, incriminating documents and jihadi literature.

AQIS issued warning of ‘suicide attacks’ in India over Prophet remark row

In the midst of remarks over Prophet, al-Qa’ida in Indian Subcontinent (AQIS) issued a warning of suicide bombings in Indian cities to avenge the insult. On 06 June 2022, AQIS released a letter stating that it will coordinate suicide attacks in Delhi, Mumbai, Uttar Pradesh (UP) and Gujarat to “fight for the honour of the Prophet”.

“Saffron terrorists should now await their end in Delhi, Bombay, UP and Gujarat. They should find refuge neither in their homes nor in their fortified army cantonments,” read the letter released by AQIS.

NIA Special Court (Kolkata) pronounced sentence in ‘IS GRP Howrah’ case

On 03 June 2022, the National Investigation Agency (NIA) Special Court, Kolkata, convicted and pronounced sentence against Mohammad Mosiuddin aka Abu Musa aka Moshi, rewarding Rigorous Imprisonment (RI) for life under Sections 120B, 121A, 122 of the Indian Penal Code (IPC) and Sections 18, 20 of the Unlawful Activities (Prevention) Act [UA(P)A], for 10 years RI under Section 123 of the IPC and Section 38 of UA(P)A, and 03 years RI under Section 25(1)(B)(a) of Arms Act with a fine of ₹75,000.
The case— RC-10/2016/NIA/DLI is related to the arrest of Mosiuddin for furthering the illegal activities of the network of Islamic State (IS) operatives in India and Bangladesh.

On Prophet controversy, IS-KP released bulletin with a warning of attacks

Amid Prophet controversy, the Islamic State-Khurasan Province (IS-KP) released a bulletin service through its media-wing— al-Azaim Foundation. The bulletin featured Nupur Sharma and houses of Muslims bulldozed, followed by the previous statements of IS-KP suicide bombers who were Indian. The bulletin threatened to carry-out terrorist attacks in India, whenever possible.

NIA officials raided multiple locations in Tamil Nadu and Puducherry in ‘Mayiladuthurai ICAMA Sadik’ case

On 09 June 2022, the National Investigation Agency (NIA) officials carried out searches at 09 locations in Chennai and Mayiladuthurai districts of Tamil Nadu and in Karaikal district of Puducherry in connection with the ‘Mayiladuthurai ICAMA Sadik’ case.

The case— RC-20/2022/NIA/DLI relates to Mohammad Sathik Bacha aka ICAMA Sadik who along with four other accused conspired for threatening the general public and police officials and had also attempted to murder the police personnel during vehicle checking on 21 February 2022. The accused were also involved in conspiracy to form outfits such as ‘Khilafah Party of India (KPI)’, ‘Khilafah Front of India (KFI)’, ‘Intellectual Students of India (ISI)’, and further associating these outfits with the transnational terrorist organisations such as Islamic State (IS) and al-Qa’ida. During the search operation, 16 digital devices, 06 blunt weapons, and metal rods, 02 nunchakus, and several incriminating materials were seized.

On 02 June 2022, the National Investigation Agency (NIA) Special Court, Patiala House, New Delhi, convicted and sentenced five Islamic State (IS) operatives under various Sections of the Indian Penal Code (IPC), the Unlawful Activities (Prevention) Act [UA(P)A] and Explosive Substances Act (ESA), in connection with ‘IS Roorkee Module’ case. The IS terrorists are identified as— i) Akhlakur Rehman aka Akhlaq, ii) Mohammad Azeemushan, iii) Mohammad Meraj, iv) Mohammad Osama, and v) Mohsin Ibrahim Sayyed.

The case— RC-09/2016/NIA/DLIpertains to the conspiracy hatched by IS handler Yousuf al-Hindi (since dead) in connivance with the sentenced IS operatives to carry out terrorist acts in Delhi/NCR, and planting an IED (Improvised Explosive Device) during the Ardh Kumbh festival in Haridwar, Uttarakhand.

Khalistan-inspired Extremism
Pro-Khalistan graffiti was painted on a wall of the Session Judge’s house in Faridkot

On 11 June 2022, a pro-Khalistan graffiti was painted on the wall of the official residence of District and Session Judge in Faridkot, Punjab. Police registered the case under Section 3 of the Prevention of Defacement of Property Act (PDPA) at Faridkot.
‘Khalistan Zindabad’ slogan was painted as a graffiti just meters away from the front gate of the residence. Earlier, on 13 May 2022, similar slogan was found written on a wall at a park in Faridkot.

Human-Trafficking
NIA filed chargesheet in ‘Human-Trafficking of Rohingyas and Bangladeshi Muslims into India’ case

On 04 June 2022, the National Investigation Agency (NIA) filed chargesheet before NIA Special Court, Assam, against six accused persons— i) Kumkum Ahmed Choudhury, ii) Ahiya Ahmed Choudhury, iii) Bapan Ahmed Choudhury, iv) Sahalam Laskar, v) Jamaluddin Choudhury, and vi) Wanbiang Suting, under Sections 120-B, 370 (3), and 370 (5) of the Indian Penal Code (IPC).

The case— RC-05/2021/NIA/GUW pertains to trafficking of Rohingyas and Bangladeshi Muslims into India with intentions of exploitation and in order to settle them in India (permanently) on the basis of forged Indian documents. The accused were involved in trafficking of minor girls, women in association with other conspirators based in various parts of India and Bangladesh.
