Pakistan announces new restrictions on transit of Afghan commodities – Devdiscourse

Pakistan has imposed new restrictions on the transit of Afghan commodities, the Joint Chamber of Afghanistan-Pakistan Commerce on Monday said, Tolo News reported. The new restrictions announced by Islamabad will create hurdles for traders to transfer their products through Karachi port. Najibullah Safi, head of the Joint Chamber, said that the Pakistan government has increased the invoice of commodities, including tyres, electric devices, medicines and oil and sugar. Bangladesh will start getting electricity from India’s Adani Godda Power Plant in March, said Nasrul Hamid, the state minister for power, energy and mineral resources. According to the Power Purchase Agreement (PPA) signed between Bangladesh Power Development Board and Adani Power (Jharkhand) Ltd on the import of 1,600MW electricity, the first unit of the power plant (750MW) was supposed to be in operation on January 5 last year. Bangladesh to import 1 lakh tonnes of rice from India, Singapore –New Age

The government is going to procure 1 lakh tonnes of non-basmati rice to bolster the supply chain of the country’s main staple food against the backdrop of high inflation. Two suppliers — one each from India and Singapore —have been selected by the food ministry through international tenders for supplying the amount of rice equally – 50,000 tonnes from per supplier – at a total estimated cost of Tk 423 crore, said the food ministry officials. Three airlines from China have announced their plans to resume flight routes to the Maldives. Maldives Airports Company Limited (MACL) revealed that Hong Kong Airlines, China Eastern Airlines, and Beijing Capital have announced their plans to resume flights once more. Maldives Ports Limited (MPL) has decreased fees taken from containers that are being exported from Maldives. MPL started implementing the change from 01 January, 2023 onwards. The company highlights that the change was brought to help Maldivian businesses who export their goods. MPL notes that with the changes, the fees have been decreased by nearly 75 percent. As such, the fee of MVR 4,419.03 taken from 20 feet containers has been decreased to MVR 1,132.08 and fee of MVR 8,767.51 taken from 40 feet containers has been decreased to MVR 2,264.14. The value of indigenous defence production for Financial Year 2021-2022 reached to Rs 94,846 crore. To achieve ‘Aatmanirbharta’ and realise the goal of ‘Make in India’, the Government has established two Defence Industrial Corridors (DICs) in the country, one in Uttar Pradesh and other in Tamil Nadu. Value of Defence Exports Increased to Rs 12,815 crores in FY 2021-22

Based on the value of Export Authorization issued by Department of Defence Production (DDP) to Private companies and actual export/contract done by DPSUs/OFB, the export value during the last three years are: Rs 9,116 crores (2019-20); Rs 8,435 crores (2020-21) and Rs 12,815 crores (2021-22) respectively. To foster defence manufacturing ecosystem in the country, the Government has taken several policy initiatives in the past few years and brought in reforms to encourage indigenous design, development and manufacture of defence equipment, thereby promoting self-reliance in defence manufacturing & technology in the country. It has brought in various reforms including ease of doing business to achieve the target of US $5 billion for defence exports by 2024-25 and to boost Defence exports. iDEX-DIO Sign 150th Contract for Defence Innovation

Innovations for Defence Excellence (iDEX), the flagship initiative of DDP, has reached a milestone with the signing of its 150th contract with the Defence Innovation Organisation (DIO). The contract relates to an Indian Navy project of the Defence India Start-up Challenge (DISC 7) SPRINT edition. The challenge was titled ‘Expendable Mobile Anti-Submarine Warfare (ASW) Training Target (EMATT) capable of simulating the sound and movement of a submarine’ and the winner was Altair Infrasec Pvt Ltd, Pune. Successful Firing of Extended Range Version of Brahmos Air Launched Missile

On 29 December 2022, Indian Air Force successfully fired the Extended Range Version of Brahmos Air Launched missile against a Ship Target from a SU-30MKI aircraft. The missile achieved the desired mission objectives in the Bay of Bengal region. With this, IAF has achieved a significant capability boost to carry out precision strikes from SU-30MKI aircraft against land/ sea targets over very long ranges. Mormugao is Being Commissioned into the Indian Navy

The Indian Naval Ship (INS) Mormugao (D67), second warship of the P15B class of stealth guided-missile destroyers, was commissioned in the presence of Defence Minister Rajnath Singh at Naval Dockyard, Mumbai on 18 December 2022. The event marked the formal induction of the second of the four ‘Visakhapatnam’ class destroyers, indigenously designed by the Indian Navy’s in-house organisation Warship Design Bureau and constructed by Mazagon Dock Shipbuilders Limited (MDL), Mumbai. The majestic ship measures 163m in length, 17 m in breadth with a displacement of 7400 tonnes and can rightfully be regarded as one of the most potent warships to have been constructed in India. Space Sector Emerging as a Major Foreign Exchange Earner

The Minister of Science & Technology, Dr Jitendra Singh said that under Prime Minister Narendra Modi, Space Sector in India is emerging as a major foreign exchange earner through the launch of a large number of foreign satellites. In an exclusive interview with SANSAD TV, Dr Singh informed that India has launched 385 foreign satellites so far, out of which 353 were launched in the last 8 years under this government, which is around 90 percent of all launches. The Minister also informed that out of total 220 million Euros earned by launch of foreign satellites, 187 million Euros generated in the last 8 years, which is around 85 percent of forex earned by launch of European Satellites. India’s Maiden Human Space Flight “Gaganyaan” to be Launched in 2024

India’s maiden human space flight ‘H1’ mission is targeted to be launched in the fourth quarter of 2024, Dr Jitendra Singh said in a written reply to a question in the Lok Sabha on 21 December. In view of the paramount importance of crew safety, two Test Vehicle missions are planned before the ‘G1’ mission to demonstrate the performance of crew escape system and parachute-based deceleration system for different flight conditions. The uncrewed ‘G1’ mission is targeted to be launched in the last quarter of 2023 followed by the second uncrewed ‘G2’ mission in the second quarter of 2024, before the final human space flight ‘H1’ mission in the fourth quarter of 2024. ISRO Signs Four Cooperative Documents to Collaborate in Space Exploration

The Indian Space Research Organisation (ISRO) has signed four cooperative documents specifically to collaborate in space exploration in the last five years, Dr Jitendra Singh said in a written reply to a question in the Rajya Sabha on 22 December. The agreement with the USA is for accommodating USA instruments in India’s Chandrayaan-2 and Chandrayaan-3. The Start-up India Seed Fund Scheme (SISFS) has been approved for the period of four years starting from 2021-22. It is implemented with effect from 1st April 2021 with a corpus of Rs. 945 crores. Russian State-owned nuclear energy corporation, Rosatom has offered a more advanced fuel option to Kudankulam Nuclear power plant, Dr Jitendra Singh said in a written reply to a question in the Lok Sabha on 21 December. The first lot of TVS-2M fuel assemblies has been received in May-June 2022 from Russian Federation and loaded in Unit-1 and they are performing satisfactorily. The Government of India is very focused on its important objective of building the overall semiconductor ecosystem and ensure that, it in-turn catalyses India’s rapidly expanding electronics manufacturing and innovation ecosystem. It has approved the Semicon India programme with a total outlay of INR 76,000 crore for the development of semiconductor and display manufacturing ecosystem in the country. Improved, Heavy Rare Earth-Free, Low-Cost Magnets for EVs Fabricated

Scientists have fabricated improved low cost heavy rare earth-free high Nd-Fe-B magnets, which are in high demand for Electric Vehicles and can make them more affordable. More than 90 percent of EVs use brushless DC (BLDC) motors made up of rare earth Neodymium Iron Boron (Nd-Fe-B) magnets. The International Advanced Research Centre for Powder Metallurgy & New Materials (ARCI) has ventured into setting up of pilot plant for manufacturing of near net shaped Nd-Fe-B magnets through a major project funded by the Science and Engineering Research Board (SERB) in line with the Atmanirbhar Bharat mission. The new strategy could also be used for commercial production of Nd-Fe-B magnets in India, reducing imports that meet the major requirements of the automotive sector. On 23 December, the Minister of State for E&IT, Rajeev Chandrasekhar met over 200 stakeholders from various walks of life to discuss and deliberate on the Digital Personal Data Protection (DPDP) Bill 2022, public consultations for which are open till 2 January 2023. The attendees included representatives from industry, think-tanks, law firms, consumer and citizen rights group & discussed the crucial role that the provisions of the Bill are going to play for data protection. The stakeholders came up with various suggestions related to different clauses of the Bill including the penalty regime for data fiduciaries, regarding obtaining parental consent for children, cross border data flows and about consent managers and how the government intends on regulating them and many others. Total IT/BPM Exports Increased to over $ 178 billion in FY 2021-22

As per National Association of Software & Services Companies (NASSCOM), total exports from Indian Information Technology/ Business Process Management (IT/ BPM) sector in the FY 2019-20 and FY 2020-21 stood at US $ 149 and US $ 152 respectively. It is estimated that total IT/BPM exports already reached at US $ 178 billion for FY 2021-2022. The Government has been undertaking steps to promote broad based growth across a wide range of high potential services sectors including Information Technology/Information Technology Enabled Services (IT/ITES). India Ranks 3rd in Global Scientific Publications

India has jumped from 7th to 3rd global ranking in scientific publications. Dr Jitendra Singh informed that as per the National Science Foundation (NSF)’s Science & Engineering Indicators 2022 report of the United States, India’s position globally in scientific publications, has improved from 7th position in 2010 to 3rd position in 2020. The popular Chinese video app TikTok has been banned from all U.S. House of Representatives-managed devices, according to the House’s administration arm, mimicking a law soon to go into effect banning the app from all U.S. government devices. Taiwan’s Government to Fine Foxconn for Unauthorized China Investment

Taiwan’s Government has said that it would fine Foxconn, the world’s largest contract electronics maker, for an unauthorized investment in a Chinese chip maker even after the Taiwanese firm said it would be selling the stake. Taiwan has turned a wary eye on China’s ambition to boost its semiconductor industry and is tightening legislation to prevent what it says is China stealing its chip technology. Foxconn, a major Apple Inc. supplier and iPhone maker, disclosed in July it was a shareholder of embattled Chinese chip conglomerate Tsinghua Unigroup. The company has been seeking to acquire chip plants globally as a worldwide chip shortage rattles producers of goods from cars to electronics. China Seeks Self-Reliance in Agricultural Technology

President Xi Jinping wants China to accelerate efforts to achieve self-reliance in agricultural technology, identifying seed development and core equipment among areas to focus on. The central leadership had said in 2020 that the country’s seed industry was a weak link in the food chain and needed to make better use of science and technology to achieve a turnaround. “It is necessary to keep an eye on the frontiers of the world’s agricultural science and technology,” the official Xinhua news agency quoted Xi as saying at the central rural work conference held in Beijing. Indian Navy and Coast Guard Being Equipped with Advanced Equipment

Indian Navy (IN) and Indian Coast Guard (ICG) are being equipped with indigenous state-of-the-art ships and weapons to protect the maritime borders of the country, Defence Minister Rajnath Singh said in a statement on 2 December 2022. The Minister highlighted a number of initiatives taken by the Government to encourage indigenous manufacturing of weapons/ products and minimise imports by DPSUs. DRDO Hands Over AHSP of Akash Weapon System

Defence Research and Development Organisation (DRDO) handed over Authority Holding Sealed Particulars (AHSP) of Akash Weapon System (Indian Army Version) to Missile Systems Quality Assurance Agency (MSQAA) in Hyderabad on 3 December 2022. The handing over was held at Defence Research and Development Laboratory (DRDL) which, as a nodal agency, has designed and developed the Akash weapon system. Akash is the first state-of-the-art indigenous surface-to-air missile system which has been with Armed Forces for nearly a decade defending the Indian skies and providing national security. Space Defence Mission

Mission DefSpace was launched by Prime Minister Narendra Modi during DefExpo in October 2022 with 75 Defence Space Challenges relevant to the end users. These challenges have been categorised into existing DDP initiatives of iDEX, Make-I and Make-2. Private Industries, including Start-ups, MSMEs and Individual Innovators, are eligible to apply. The challenges, classified into five buckets viz. Launch System, Satellite System, Communication & Payload System, Ground System and Software System, provide a holistic 3600 overview of space. ‘Dare to Dream’ Scheme for Promoting Start-Ups

A total of 52 individuals and 34 start-ups have been awarded under three ‘Dare to Dream’ contests out of 5,637 applications received in last three years. A total of 07 projects have been sanctioned and awarded to start-ups of Dare to Dream contest winners so far. DRDO has been launching Dare to Dream Contest every year since 2019 to bring together innovators, entrepreneurs, individuals above 18 years and start-ups, recognised by the Department for Promotion of Industry and Internal Trade (DPIIT) and with Indian founders, for innovative ideas in the field of Defence and Aerospace. ISRO to Develop “Spatial Data Infrastructure geoportal ‘Geo-Ladakh’

In a written reply to a question in the Lok Sabha on 7 December 2022, Minister of State (Independent Charge) Science & Technology, Dr Jitendra Singh said that Government of UT – Ladakh has approached the Indian Institute of Remote Sensing (IIRS), a unit of Indian Space Research Organisation (ISRO) for developing “Spatial Data Infrastructure geoportal ‘Geo-Ladakh’ for UT-Ladakh”. Usage of NaviC System Increased in India

Dr Jitendra Singh, in a written reply to a question in the Lok Sabha on 7 December 2022, said that the usage of Indian Regional Navigation Satellite System (NaviC system) has increased in India. The NaviC system finds utilisation in national projects like public vehicle safety, power grid synchronisation, real-time train information system, fishermen safety, etc. Other upcoming initiatives viz. common alert protocol-based emergency warning, time dissemination, geodetic network, unmanned aerial vehicles, etc. are in the process of adopting NavIC system. Developing Technologies for Autonomous Precision Landing of Space Rockets

The Department of Space (DoS) has initiated studies towards undertaking the development of critical technologies required to achieve Autonomous Precision Landing of Space Rockets and their demonstration through Vertical Take-off & Vertical Landing (VTVL) of Test Vehicles. A Total of 84,102 Entities Recognised as Start-ups by the DPIIT

Under Start-up India Initiative, a total of 59,787 entities were recognised as start-ups in the last five years (years 2017-2021) by the DPIIT. As on 30th November 2022, 84,102 entities have been recognised as start-ups by the DPIIT. Recognized startups are spread across 56 sectors. Biotech Start-ups Significantly Increased in Last 8 Years

Addressing an “International Conference on Emerging Trends in Biosciences and Chemical Technology- 2022”, Dr Jitendra Singh said that India’s bio-economy has grown 8 times in the last 8 years under Prime Minister Modi from $10 billion in 2014 to over $80 billion in 2022. Biotech Start-ups have grown 100 times in the last 8 years from 52 odd startups in 2014 to 5300 plus in 2022. Guidelines for PLI Incentive Scheme to Support Indigenous Drone Industry Issued

For the effective operation and smooth implementation of the PLI scheme, the Ministry of Civil Aviation has formulated and notified the operational guidelines. The guidelines have been notified on 29th November 2022 for the information of all the stakeholders and the public. To make India a global hub for the research and development, testing, manufacturing, and operation of drones under the Atmanirbhar Bharat Abhiyan, the liberalised Drone Rules, 2021 were released to create a growth-oriented regulatory framework for drones. To facilitate further growth, the Government has approved Production Linked Incentive (PLI) Scheme for Drones and Drone Components in India. Reform Measures to Promote Drone Industry

The Government of India has undertaken a series of reform measures to promote India’s upcoming drone industry which include: Drones Rules, 2021 notified on 25 August 2021 provide the necessary regulatory framework for commercial use of drones; Drone Airspace Map published on 24th September 2021; PLI scheme to promote the growth of drone manufacturing by private companies launched in 30 September 2021; and, UAS Traffic Management (UTM) Policy Framework was published on 24th October 2021. FAME and PLI Schemes Launched for Promoting Use of EVs

For promoting the use of electric vehicles in the country and to make their manufacturing cost effective, following three schemes have been formulated by the Ministry of Heavy Industries: Phase II of Faster Adoption and Manufacturing of Hybrid and Electric Vehicles in India (FAME India) Scheme initially for a period of three years commencing from April 2019 with a total budgetary support of Rs. 10,000 crore; the PLI Scheme for Automotive Sector with a budgetary outlay of Rs. 25,938 crores approved in September 2021; and, PLI Scheme for manufacturing of Advanced Chemistry Cell (ACC) in the country with a budgetary outlay of Rs. 18,100 crore approved in May 2021. Steps Taken to Promote Charging Infrastructure for EVs

Under phase-II of FAME-India Scheme, Rs. 1000 Cr. is allocated for the development of charging infrastructure. The Ministry of Heavy Industries has sanctioned 2,877 electric vehicle charging stations in 68 cities across 25 states/UTs. Rolling out of 5G Network Services

The Minister of State for Communications, Devusinh Chauhan in a written reply to a question in Lok Sabha on 14 December said that Telecom Service Providers (TSPs) have started providing 5G services in the country from 1st October 2022 onwards and as of 26 November 2022, 5G services have started in 50 towns distributed over 14 States/UTs. Government Proposes to Set up More Nuclear Power Plants for Clean Energy

The Government of India has proposed to set up more nuclear power plants for augmenting production of clean energy. In addition to the eleven (11) reactors (8700 MW) under construction, the Government of India has accorded administrative approval and financial sanction for construction of ten (10) indigenous 700 MW Pressurized Heavy Water Reactors (PHWRs) to be set up in fleet mode. The Government has also accorded in principle approval for five new sites for setting up nuclear power plants in the future. The present installed nuclear power capacity comprises of 22 reactors with a total capacity of 6780 MW. In addition, one reactor, KAPP-3 (700 MW) has also been connected to the grid. Remaining Four units of Kudankulam Nuclear Power Plants to be completed by 2027

At present, Kudankulam Nuclear Power Plant Units 1&2 of 1000 MW capacity each are already in operation and the remaining four units of 1000 MW each are under construction. Scope for New and Renewable Energy

In line with the Prime Minister’s announcement at COP26, Ministry of New and Renewable Energy is working towards achieving 500 GW of installed electricity capacity from non-fossil sources by 2030, and achieving Net Zero by 2070. A total of 172.72 GW capacity from non-fossil fuel based energy resources has been installed in the country as on 31 October 2022. This includes 119.09 GW Renewable Energy, 46.85 GW Large Hydro and 6.78 GW Nuclear Power capacity. Vedanta Semiconductors Ltd., a Joint Venture between Vedanta and Foxconn is an applicant under the Scheme for setting up of semiconductor Fabs in India. As per their application, Telangana, Gujarat and Maharashtra, were proposed as possible locations. However, the applicants in their final submissions have informed that they had decided Dholera Industrial City, Gujarat as final location for their proposal, and have submitted definitive agreement and Government orders from the Government of Gujarat stating the details of support from the State. To propel economic growth by empowering the youth with the right skills and providing them the access to right opportunities, 12th meeting of the Indo-German joint working group was held in New Delhi on 7 December to encourage Vocational Education and Training (VET). The deliberations at the meeting were aimed at institutionalizing a standard mechanism for VET to meet the skill requirements in priority sectors as per the German standards. Biden Administration Adds 36 More Chinese firms to its Export List

On 15 December 2022, the Biden administration added 36 Chinese firms to its export blacklist on efforts to block Beijing’s access to advanced military and surveillance technology from the U.S. Yangtze Memory Technologies, one of China’s largest chip makers, was added to the U.S.’s “Entity List” alongside 34 other Chinese companies and one Chinese subsidiary located in Japan, essentially blocking the firms from receiving U.S. technology. On 6 December 2022, US President Joe Biden’s visit to a massive construction project in north Phoenix highlighted Arizona’s role in a major U.S. policy shift on semiconductor manufacturing.

Apple Plans to Move Production Outside of China to other Countries

The Wall Street Journal reported that U.S. smartphone giant Apple Inc. is accelerating plans to move some China-based production lines to other southeastern Asian countries such as India and Vietnam. That would represent a significant shift in the so-called de-Sinification of global supply chains after manufacturers become aware of risks of concentrating production in China. China is spending $143 billion to combat U.S. moves to cut off its supply of semiconductor technology. The funds will be used to provide financial subsidies and incentives to help China’s chipmakers develop and acquire semiconductor technology to withstand the U.S. move. Meanwhile, China has initiated the process of challenging the U.S. order at the World Trade Organization. All-India Institute of Medical Science (Delhi) witnessed cyber incident.

The All-India Institute of Medical Sciences (AIIMS), Bharat’s premier medical institution and hospital, experienced a cyber-attack on November 23, 2022. Reportedly, a ransomware targeted hospital systems for both inpatients and outpatients, including the smart lab, billing, report creation, and appointment portal. “Today (23 November) the National Informatics Centre’s (NIC) ‘e-Hospital’ server used at the AIIMS (Delhi) was down. Due to this outpatient and inpatient digital hospital services, including smart lab, billing, report generation, appointment scheduling, etc., have been affected. All these services are running in a manual mode currently,” read the statement issued by the AIIMS administration on the same evening.

According to a cyber security intelligence firm— CloudSEK, “after the United States, Bharat recorded the second highest number of cyber-attacks on the healthcare industry with a total of 7.7 per cent of the attacks in 2021. The cyber incidents targeting Bharat’s healthcare sector compromised over 71 lakh data records.”[1] During first week of December, the data was fully restored, and all affected services started working efficiently, according to an official requesting an anonymity.

MeitY invited feedback on the draft ‘Digital Personal Data Protection Bill 2022’.

The Ministry of Electronics and Information Technology (MeitY) has formulated a draft bill— ‘Digital Personal Data Protection Bill 2022’. The draft bill’s purpose is to provide for the processing of digital personal data in a way that recognises both the right of individuals to protect their personal data and the need to process personal data for lawful purposes, as well as matters related to or incidental to those purposes. The bill defines netizens’ (Digital Nagriks’) rights and duties, as well as the Data Fiduciary’s obligation to use collected data lawfully.

The Bill will lay the groundwork for Bharat’s comprehensive legal framework governing digital personal data protection. The Bill addresses the processing of digital personal data in a way that recognises individuals’ right to personal data protection, societal rights, and the need to process personal data for lawful purposes.

The MeitY requested public suggestions and feedback on the draft bill. The feedback on the draft bill in a chapter wise manner may be submitted on https://innovateindia.mygov.in/digital-data-protection/ by December 17, 2022.[2]

Bharat to Chair the Global Partnership on Artificial Intelligence for 2023.

On 21 November 2022, Bharat presided as the Chair of the Global Partnership on Artificial Intelligence (GPAI), an international initiative to support responsible and human-centric development and use of AI. Rajeev Chandrasekhar, the Minister of State (MoS) for Electronics & Information Technology and Skill Development & Entrepreneurship, virtually represented Bharat at the GPAI meeting in Tokyo, Japan, for the symbolic takeover from France, which is the outgoing Council Chair.

“We will work in close cooperation with member states to put in place a framework around which the power of Artificial Intelligence can be exploited for the good of the citizens and consumers across the globe- and ensure that there are adequate guardrails to prevent misuse and user harm,” said MoS Chandrasekhar. In order to promote the creation of a trusted ecosystem of applications for citizens and the wider public, Bharat is committed to using AI effectively. AI is anticipated to contribute USD 967 billion to the Bharat’s economy by 2035 and USD 450–500 billion to the country’s GDP by 2025, or 10 per cent of the USD 05 trillion GDP objective.

The United States, the United Kingdom, the European Union, Australia, Canada, France, Germany, Italy, Japan, Mexico, New Zealand, the Republic of Korea, and Singapore are among the 25 nations that make up the GPAI. Bharat became a founder member of the organisation in the year 2020. The GPAI is an innovative effort to develop a deeper grasp of the difficulties and potential associated with AI. To guide the responsible development and use of AI that is based on human rights, inclusiveness, diversity, creativity, and economic growth, it collaborates with partners and international organisations as well as experts from business, civil society, governments, and academia.[3]

Tata Communications extended its partnership with UAE’s Intertec Systems to offer ‘managed security services’ in the region.

On 28 November 2022, Bharat’s Tata Communications International Pte Ltd and System Integrator (SI) Intertec Systems, based in the United Arab Emirates (UAE), extended their partnership where Tata Communications provides managed services in the region. As per the extended agreement, Tata Communications has established a Cyber Security Operations Centre (CSOC) and managed security services to strengthen the cyber defence of several enterprises in the region.

“The CSOC provides managed security services bundled with cyber-threat intelligence to secure the enterprises’ mission-critical information, offering world-class insights to help safeguard and protect their business,” read the joint statement released by both companies. The CSOC will enhance security incident detection and lessen the serious effects of cyber-attacks, including monetary losses and reputational harm. Tata Communications will offer real-time analytics with cutting-edge intelligence as part of the managed SOC services; these analytics will make use of automation and information enrichment and be continuously monitored.[4]

INTERNATIONAL

US hosted the ‘2nd International Counter Ransomware Initiative Summit

From 31 October to 01 November 2022, the United States brought together 36 nations, and the European Union (EU), for the second International Counter Ransomware Initiative (CRI) Summit. The summit’s objective was to discuss, develop concrete and cooperative actions to counter the spread and adverse impact of Ransomware worldwide. Over the recent years, the CRI placed efforts to increase the resilience of all CRI partners, disrupt cyber criminals, counter illegal finance, build private sector relationships, and cooperate globally to address the challenge of Ransomware. The CRI comprises of five Working Groups (WGs)— i) Resilience (co-led by Bharat and Lithuania), ii) Disruption (led by Australia), iii) Counter-Illicit Finance (led by the United Kingdom and Singapore), iv) Public-Private Partnership (led by Spain), and v) Diplomacy (led by Germany).[5]

Interpol recovered USD 130 million from cyber criminals in Global “HAECHI-III” crackdown ops.

Interpol, dubbed HAECHI-III, occurred between 28 June and 23 November 2022, resulting in the arrest of 975 people and the closure of over 1600 cases. Another case involved a call centre scam based in Bharat, in which a group of criminals impersonated Interpol and Europol officers in order to dupe victims in Austria into transferring funds. The call centres were located in New Delhi and Noida.

The fraudsters informed the victims that their “identities were stolen and crime pertaining to narcotics drugs were committed in their names. To clear their names, the victims were forced to transfer their assets/money to a trust account via bank transfers, crypto wallets, gift card codes, or voucher codes,” read the statement released by the Interpol.[6]

US Senate tightened restrictions on Chinese semiconductors.

The Democratic leader in the US Senate submitted a request to members on 28 November 2022, asking them to support his proposal to forbid the US government from doing business with firms that use semiconductors supplied by companies the Pentagon views as Chinese military contractors. “If American business wants the federal government to buy their products or services, they shouldn’t be using the kind of Chinese-made chips that, because of Chinese government involvement, put our national security at risk. We need our government and our economy to rely on chips made right here in America,” told US Senator Chuck Schumer in his remarks opening the Senate after its Thanksgiving holiday recess.

The proposal was presented by Senator Schumer and Senator (Republican) John Cornyn as an amendment to the National Defense Authorization Act (NDAA), a yearly law that establishes policies for the Department of Defense (DoD). Because it decides everything from the purchases of ships and planes to pay increases for the troops and how to manage geopolitical challenges, the NDAA is widely watched by a wide range of industry and other interests.[7]

Irish regulators fined Facebook’s Meta with €265 million in privacy case.

On 28 November 2022, the Irish regulators fined Meta with € 265 million (approximately USD 277 million) for breaching the European Union data privacy rules. According to the Data Protection Commission, Meta breached the General Data Protection Regulation (GDPR) which require technical and organisational measures aimed at protecting users’ data.

In 2021, the Irish regulators opened an investigation regarding a development in which data of more than 533 million users was found ‘dumped’ online. The personal data included, names, Facebook IDs, phone numbers, locations, birth dates and e-mail addresses of people from more than 100 nations. According to Meta, the data was scrapped from Facebook using tools designed to help people find their friends through phone numbers using ‘search’ and ‘import contacts’ feature. The investigation was performed on scrapping carried out between May 2018 to September 2019. In September, the Irish regulators fined Instagram (another Meta-owned social networking platform) of € 405 million. [8]

Medibank-incident hackers leaked health data on dark web.

In mid-October 2022, Medibank announced it had experienced a cyber-incident. On October 12, 2022, the private health insurer informed its stakeholders that Medibank had been the victim of a cyber-incident. On 19 October, Medibank released a statement stating that it has received a message from cyber attackers that “wishes to negotiate with the company regarding their alleged removal of customer data”. The hackers threatened to release private medical information of high-profile Australians if a ransom was not paid. On 07 November 2022, a statement from Medibank informed that criminal have access the personal data information of around 9.7 million people.[9] The data included details on chronic conditions such as heart disease, as well as the patient details of people with cancer, dementia, mental health conditions and infections.[10]

A Crisis Is Looming For the U.S. Energy Grid

As U.S. energy infrastructure continues to go largely neglected and city populations keep rising, certain regions of America are under threat of electricity shortages for several years to come. In addition to inadequate energy infrastructure, the rise of renewable power sources and the growing countrywide energy demand are putting pressure on the grid like never before. The Midwest and South-Central U.S. appear to be most at risk of electricity shortages according to a recent analysis. These regions fall into the “high risk” and “elevated risk” categories. The shortages are most likely to be seen during peak energy usage times, according to the North American Electric Reliability Corporation (NERC). There is a multitude of reasons for the shortages, largely centered around America’s aging energy infrastructure. At present, across the Midwest, a larger quantity of power generation is going offline than new electricity being brought online. This has meant shortages in the region since 2018. In contrast, California uses a wide mix of electricity sources, including renewable energy options such as solar power, which is not consistent. In addition, the demand varies throughout the day, with peak times failing to coincide with high-solar power output times. The energy issues have also been spurred by a general global shortage of LNG following the Russian invasion of Ukraine and subsequent sanctions on Russian energy. Click here to read…

Russia Didn’t Consult With OPEC+ Over Price Cap Retaliation

Russia has the sovereign right to respond to the G7 oil price cap, and it hasn’t consulted with OPEC+ over the response, Kremlin spokesman Dmitry Peskov said on Dec 28. On Dec 27, Russian President Vladimir Putin banned the sale of Russian oil to countries that have joined the so-called Price Cap Coalition and comply with the cap imposed by the Western countries. The Russian move was weeks in the making and follows the start of the price cap mechanism that the G7, the EU, and Australia implemented on December 5. The EU and G7 banned maritime transportation services from shipping Russia’s crude oil to third countries if the oil is bought above the price cap of $60 per barrel, and the EU imposed an embargo on seaborne imports of Russian oil into the bloc. A decree signed by Putin on Dec 27 bans the sale of Russian oil to countries that comply with the price cap and will be in effect from February 1 to July 1, 2023. Russia has the right to respond to “illegal measures” as it sees fit, Putin’s spokesman Peskov said today. While Russia hasn’t consulted fellow OPEC+ producers over its response to the price cap, Moscow and the other members of the group are in contact on other issues, Peskov added. Click here to read…

Russia top destination for Ukrainian refugees – report

Ukrainian refugees fleeing their homeland in 2022 have resettled in Russia more than any other country, according to a report by Statista published last week. It revealed some 2,852,395 people had left their conflict-stricken homeland for the neighbouring country as of October. Trailing Russia in a distant second is Poland, which hosted 1,529,355 Ukrainian refugees as of December. Another 1,021,667 have fled to Germany as of November, while Czechia is home to 467,862, according to numbers from earlier this month. While Russia and Poland border Ukraine and thus present closer destinations for its inhabitants, Germany has attracted an outsized number of displaced people with its large financial support payments, which amounted to €449 ($475) per month as of June. Poland, by comparison, offered just over €15 ($16). Since the start of Russia’s military operation in Ukraine in February, 4.8 million Ukrainians have registered for the EU’s Temporary Protection Directive, which assures refugees access to living quarters, healthcare, welfare and other benefits, or other European refugee schemes. Companies from Europe make up 44 of top 100 overseas investors in China: Hurun report

Companies from Europe account for nearly half of the top 100 overseas investors in China, according to a report released by the Hurun Research Institute on Dec 21, which highlights the close bilateral relationship between China and Europe. The report, called the Hurun Largest Foreign & HK/Macao/Taiwan Companies in China 2022, includes a list of the top 100 firms from these areas that made the greatest contribution to the economy, based on their sales and number of employees in the Chinese mainland. This is the second year the list has been produced. Companies on the list recorded combined sales of $1 trillion in the Chinese mainland last year, equivalent to 7 percent of the country’s GDP. The companies employed just under 3 million people in China, at an average of 30,000 employees per company. In terms of business model, 59 percent are direct-to-consumer, while 41percent are business-to-business firms. Overall, 81percent sold physical products and 19 percent sold software or services. The top 10 on the list are Hon Hai Precision Industry Co, Volkswagen, Apple, General Motors, Charoen Pokphand, HSBC, Robert Bosch, Toyota Motor, Samsung Electronics and BMW. By country, the largest number of companies is from the US, followed by Japan, the UK, Germany and France, with the top five countries accounting for more than 80 percent of the Top 100. With questions mounting as to whether China’s policymakers will be able to continue supporting economic growth by spending more, some analysts say financial distress could rise next year even in the nation’s affluent eastern region that includes Shanghai. That powerhouse region, which has been a driving force behind China’s economic growth over the past few decades, was hit hard by months-long lockdowns earlier this year. And while analysts note that Beijing’s recent U-turn in zero-Covid policy will support economic growth, they also warn that local governments may not see a quick uptick in income from taxes or land sales. Meanwhile, their debt is rising. “The overall tax revenue in the eastern region is in a sluggish trend. ‘China has turned the corner’: foreign business groups welcome post-Covid reopening plan

China’s latest reopening plan will help to rebuild foreign investors’ confidence in the Chinese market and go some way to repairing external relations, according to foreign business groups in the country. Beijing announced on Dec 26 that it was dropping centralised quarantine and most Covid-19 testing for inbound travellers from January 8, making its biggest move yet to reopening its borders. It also said it would gradually resume international flights and smooth visa applications for businesspeople, students and family reunions. Foreign business groups welcomed the decision, given quarantine and travel restrictions had been their major concern over the past three years of the pandemic. Colm Rafferty, chairman of the American Chamber of Commerce (AmCham) in China, said the end to quarantine “clears the way for resumption of normal business travel”. “It finally feels as if China has turned the corner,” Rafferty said. Jens Hildebrandt, executive director of the German Chamber of Commerce in China, said the announcement was welcome because the situation was “crushing business confidence” among German companies this year. “Trust in doing business in China will return if the Chinese government takes decisive action to revitalise the economy and further facilitates business travel,” he said. Kishida Cabinet set to drastically alter post-2011 nuclear policy

Prime Minister Fumio Kishida’s Cabinet is preparing for a major change in its nuclear policy that would mean utilizing the energy source much more and far into the future. The basic direction for bringing about a green transformation toward a carbon-neutral future will be using nuclear energy as much as possible, according to the draft of a proposal for nuclear energy policy compiled on Dec. 22. This would alter provisions in place since the triple meltdown at the Fukushima No. 1 nuclear power plant in 2011. It means that not only will nuclear reactors be allowed to operate 60 years after they started operations; constructing new nuclear plants will again be on the table. A meeting on Dec. 22 to discuss the move toward a carbon-neutral society by 2050 saw the approval of the draft, and the Cabinet is expected to give its approval early next year. After the Fukushima disaster, the government stance had been that it was not considering building new nuclear plants. Under the new basic policy direction draft, however, constructing next-generation nuclear plants would be considered when a reactor is to be decommissioned. Suppliers pulling out of defense industry despite new arms push in Japan

Key Japanese defense contractors, citing low profitability margins and export curbs, are pulling out of the industry even as the government forges ahead with a historic increase in spending to bolster national security. Prime Minister Fumio Kishida has ordered defense spending to rise to 43 trillion yen ($312 billion) over the five years through fiscal 2027 to bring such outlays to the equivalent of 2 percent of gross domestic product, about double the current figure. Shimadzu Corp. is among major players considering an exit from the sector. “We are, unfortunately, struggling in the defense business,” Shimadzu President Yasunori Yamamoto told a news conference to announce the company’s settlement of accounts in November. “I don’t believe there will be a dramatic rebound leading to a vigorous growth in sales.”At Shimadzu’s aircraft equipment business arm, defense-related sales account for 80 percent of the total. The local government in China’s Xinjiang region has scrubbed detailed data on monthly exports from its customs website after the U.S. slapped a ban on shipments over forced labour concerns. However, the breakdown of shipments can still be accessed through the national government’s customs portal. Far-western Xinjiang — where China stands accused of committing widespread human rights violations against Uyghurs and other ethnic minorities — is a hub for agricultural staples and raw materials. It is also the country’s top cotton producer.Until August, the local government published monthly trade data that included details such as the value and volume of exports from the region with product descriptions and destination countries providing a clear snapshot of where products would be shipped to. Similar specifics about imports into Xinjiang were also made public. The latest data for August showed shipments to the U.S. had doubled to $56 million, a 592% jump from a year earlier. But those comprehensive figures have not been published for the past three months on Xinjiang’s local customs website. Data published on the Urumqi Customs website now only reveals total value and forms of shipments, types of trade and whether the companies involved are foreign, state-owned or private. Kremlin assesses Zelensky-Biden meeting

Washington seems intent on waging a proxy war against Russia using Ukraine as a tool, Kremlin spokesperson Dmitry Peskov has said. He added that the main takeaway from Dec 21’s meeting between the two countries’ leaders is that neither the US nor Ukraine is prepared to pay attention to Russia’s concerns. “Of course, we were following this [meeting], we were getting acquainted with all the incoming information,” Peskov told journalists on Dec 22. President Vladimir Putin said on Dec 22 that Russia wants an end to the war in Ukraine and that this would inevitably involve a diplomatic solution. Putin made the comments a day after U.S. President Joe Biden hosted Ukrainian President Volodymyr Zelenskiy in the White House and promised him continued and unwavering U.S. support. “Our goal is not to spin the flywheel of military conflict, but, on the contrary, to end this war,” Putin said. “We will strive for an end to this, and the sooner the better, of course.” White House spokesman John Kirby said Putin has “shown absolutely zero indication that he’s willing to negotiate” an end to the war, which began when Moscow sent troops into Ukraine on Feb. 24. Japan’s manpower-light defense strategy is a flawed ‘paper plan,’ officers say

Japan’s plan to undertake its biggest military build-up since World War Two without increasing headcount is flawed, former and serving officers told Reuters, casting doubt over the country’s efforts to deter regional rivals China and North Korea. The five-year plan unveiled on Dec 23 will double Japan’s defense spending and add new capabilities, including long-range missiles and an expanded cyber warfare unit. It will not, however, boost the size of its military, called the Self-Defense Forces (SDF), above a ceiling of 247,000 people set more than a decade ago. US Space Force practices for war in Europe

The US Space Force has conducted joint drills with UK, Canada and Australia – the largest such exercises in its history – to hone its readiness for a hypothetical war in Europe, according to a statement by the Space Training and Readiness Command (STAR). Three so-called Space Flag 23-1 drills, each lasting two days, were conducted earlier this month at Schriever Space Force Base in Colorado. The exercises enabled participants to practice “orbital warfare techniques, our electronic warfare techniques, our space-domain-awareness techniques and intelligence command,” Space Force Lieutenant Colonel Albert Harris said. “This Space Flag focused on a US European Command scenario, so we wanted to present the problem in that theatre and exercise our ability to win it based off of various problems that we presented to the team,” Harris added. The event marked the first Space Force drills that practiced for European war and just happened to come amid escalating tensions between Washington and Moscow over the Russia-Ukraine conflict. Harris said planning for the exercises began in February, the same month in which Russia began its military operation in Ukraine. The top foreign policy representatives of Iran and the European Union have signalled that efforts to restore the country’s 2015 nuclear deal will continue, after they held a meeting in Jordan. Iran’s Foreign Minister Hossein Amirabdollahian and the bloc’s foreign policy chief Josep Borrell sat down on the sidelines of the second meeting of the Baghdad Conference for Cooperation and Partnership hosted by Jordan’s King Abdullah on Dec 20. Iran’s top negotiator in the nuclear talks, Ali Bagheri Kani, and the bloc’s coordinator, Enrique Mora, were also present. Borrell wrote on Twitter following the meeting that it was a “necessary” talk amid “deteriorating Iran-EU relations”. “Stressed need to immediately stop military support to Russia and internal repression in Iran” he wrote, adding that the two sides agreed to keep talking with the aim of restoring the Joint Comprehensive Plan of Action (JCPOA), as the nuclear deal is formally known. Iranian Government Relies on Loyal Supporters as Bulwark against Protests

When Revolutionary Guard member Mohammed Zareh Mowaydi was killed fighting Iranian protesters last month, the military broadcast footage of his body, with a cleric holding up the dead man’s right hand—rough from years as a farmer. “Show us your palms,” the cleric shouted, addressing protest supporters. “You, who claim to free our people, are your palms covered in calluses, too?” Mr. Mowaydi was among thousands of staunch Islamic Republic supporters that the government is counting on to stop a three-month-old protest movement. From the Islamic Revolutionary Guard Corps, or IRGC, to less formal militias, these loyalists have fought demonstrators in the streets, stood up for the Islamic Republic’s values and in some cases, died for them. About one in five Iranians say they support the current system, according to polls carried out in the country by the Group for Analyzing and Measuring Attitudes in Iran, a non-profit research foundation in the Netherlands. The government empowers this minority—often from economically humble, socially conservative backgrounds—with perks, jobs and guns, making it a force for maintaining the status quo. “There is a thin but hard-core infrastructure that is deeply loyal,” said Sanam Vakil, deputy director of the Middle East North Africa program at Britain’s Royal Institute of International Affairs, or Chatham House. Iran Moves to Consolidate Its Grip on Iraq’s Oil Sector

Iran has long held enormous political, economic, and military sway over neighbouring Iraq through its various military and political proxies, and since the discovery of vast reservoirs of oil in Iran first in the early 1900s and shortly after in Iraq, Tehran has an added incentive to retain this influence and to enhance it. With Iran’s longstanding former superpower ally, Russia, now looking to build out its remaining influence south of Europe, there is another reason for Iran to strengthen its ties with Iraq. In precisely this context, the last few weeks have seen a flurry of activity from Iran directed to doing just this, ranging from repeated military attacks against the semi-autonomous region of Kurdistan in the north of Iraq to Iran’s Petroleum Ministry setting up a fully-fledged office in downtown Baghdad. At the same time as the office was being set up, Iraq’s Ministry of Oil issued a circular to all Iraqi companies announcing the readiness of Iranian specialised companies to participate in Iraq’s oil and gas projects. Much more is to come. Two factors surrounding the several recent missile and drone attacks by Iran on the Kurdistan region of Iraq (KRI) are apposite to note. Turkey, Saudi Arabia condemn Taliban’s university ban for women

Turkey and Saudi Arabia have strongly condemned the Taliban’s nationwide ban on women attending private and public universities. Turkish Foreign Minister Mevlut Cavusoglu said on Dec 22 that the ban was “neither Islamic nor humane”. Speaking at a joint news conference with his Yemeni counterpart, Cavusoglu urged the Taliban to reverse the decision. “What harm is there in women’s education? What harm does it do to Afghanistan?” Cavusoglu said. “Is there an Islamic explanation? On the contrary, our religion, Islam, is not against education; on the contrary, it encourages education and science.” The Saudi foreign ministry expressed “astonishment and regret” at Afghan women being denied a university education. In a statement late on Dec 21, the ministry said the decision was “astonishing in all Islamic countries”. They became the latest Muslim-majority countries to do so after Qatar, which has served as a mediator between the United States and the Taliban, criticised the decision. There has also been domestic opposition to the ban, with a dozen women staging a protest in the streets of Afghanistan’s capital, Kabul, on Dec 22, chanting for freedom and equality. “All or none, Don’t be afraid. Southeast Asia nations boosting submarine orders amid US-China rivalry

Southeast Asian nations increasingly view submarine development as a necessity for their security amid changing geopolitical realities, but while some analysts say the move is “logical and necessary”, others have questioned the usefulness of the vessels due to exorbitant costs and the disadvantages of manoeuvring through regional waters. Within the region, Indonesia, Malaysia, Singapore, Vietnam and Myanmar currently have submarines, while Thailand and the Philippines are in the process of acquiring them. Earlier this month, Singapore embarked on its next phase of submarine development with the newly built Invincible-class submarines made in Germany. Singapore Prime Minister Lee Hsien Loong said during the launch that given the island state’s status as a maritime nation, its navy had a crucial mission of ensuring its survival and keeping open its sea lines of communication. Aristyo Darmawan, lecturer in international law at the University of Indonesia, said the growing acquisition of submarines by Southeast Asian countries was driven by the geopolitical rivalry between the United States and China. The US has some 66 submarines, including more than 50 nuclear-powered attack submarines, according to the non-profit Nuclear Threat Initiative. China is said to possess six nuclear-powered ballistic missile submarines, six nuclear-powered attack submarines and 46 diesel-powered attack submarines, according to a US Defence report issued last year. Indonesia and Vietnam have concluded talks to demarcate the boundaries of their exclusive economic zones in the South China Sea, Indonesia’s presidential office said Dec 22. The zones declared by the two countries were among the topics discussed as Indonesian President Joko “Jokowi” Widodo welcomed visiting Vietnamese President Nguyen Xuan Phuc for a summit at the Bogor presidential palace in West Java.”After carrying out intensive negotiations for 12 years, Indonesia and Vietnam have finally been able to conclude negotiations regarding the EEZ boundary lines of the two countries,” Widodo said after the meeting. Indonesia and Vietnam had claimed overlapping EEZ boundaries in the South China Sea, causing political tension for both nations. Indonesia’s coast guard has been cracking down on Vietnamese fishing vessels operating in the area claimed by Jakarta surrounding the Natuna Islands. ASEAN’s Myanmar rift highlighted as key members skip meeting

Foreign ministers from five of ASEAN’s 10 members met in Thailand Dec 22 to discuss recent developments in Myanmar, even as the rest skipped the meeting amid differing stances on the country’s military rule. Thailand, whose armed forces have strong ties to their counterparts in Myanmar, hosted the unofficial gathering with Myanmar’s military-appointed Foreign Minister Wunna Maung Lwin. Cambodia, Vietnam and Laos also attended. Thailand, Cambodia, Vietnam and Laos are all close neighbours to Myanmar and have taken a conciliatory stance toward it even after the military took control in February 2021. The other five members of the Association of Southeast Asian Nations — Indonesia, Malaysia, Singapore, the Philippines and Brunei — were invited to Dec 22’s meeting but did not attend. In April 2021, ASEAN put forth a “five-point consensus” on the situation in Myanmar, including a call for an immediate end to violence. But Myanmar’s military has made little progress on its implementation — and that October, ASEAN blocked representatives from the military government from key meetings. Myanmar may face stronger headwinds within the region after Indonesia, which has continued to urge the country to implement the consensus, takes over as ASEAN’s rotating chair from Cambodia in January. The Israeli Ministry of Intelligence has prepared a report warning that the world is standing on the precipice of a transition to a new global arrangement, the Jerusalem Post newspaper revealed on Dec 19. The document is being touted as Israel’s first ever national intelligence estimate report. The world will soon face “a series of crises striking simultaneously [that] will reorder the planet’s geopolitics, the place of technology, the economic order and a variety of other disciplines from health to energy,” according to the document. Among Israel’s advantages, the ministry reportedly listed the county’s newfound energy resilience, thanks to the discovery of large offshore natural gas deposits. A team of eight experts formulated recommendations on how the Israeli government could steer the nation through the turmoil and pursue its strategic geopolitical goals, the Post said. As China grapples with its first-ever national COVID wave, emergency wards in small cities and towns southwest of Beijing are overwhelmed. Intensive care units are turning away ambulances, relatives of sick people are searching for open beds, and patients are slumped on benches in hospital corridors and lying on floors for a lack of beds. Over two days, AP journalists visited five hospitals and two crematoriums in towns and small cities in Baoding and Langfang prefectures, in central Hebei province. The area was the epicentre of one of China’s first outbreaks after the state loosened COVID controls in November and December. For weeks, the region went quiet, as people fell ill and stayed home. Many have now recovered. Today, markets are bustling, diners pack restaurants and cars are honking in snarling traffic, even as the virus is spreading in other parts of China. In recent days, headlines in state media said the area is “starting to resume normal life.” But life in central Hebei’s emergency wards and crematoriums is anything but normal. Even as the young go back to work and lines at fever clinics shrink, many of Hebei’s elderly are falling into critical condition. It could be a harbinger of what’s to come for the rest of China.The Chinese government has reported only seven COVID deaths since restrictions were loosened dramatically on Dec. 7, bringing the country’s total toll to 5,241. Chinese localities distribute free drugs to the public, split packages to meet surging demand amid COVID-19 flare-ups

With the continuous optimization and adjustment of China’s epidemic prevention and control policy, many cities across the country have begun to distribute free drugs including cold and fever medicines to the public and implemented open package dispensing, in a bid to meet spiking demand.
