    Minister of Foreign Affairs of Russian Federation Mr. Sergey Lavrov was on an official visit to India from 31 March -1 April 2022. External Affairs Minister Dr. S. Jaishankar met Russian Foreign Minister for talks and both Ministers assessed the overall state of cooperation. They considered the implications of recent developments on trade and economic relations. EAM underlined that as a developing economy, global volatility in different domains is of particular concern to India.     The Chief of Army Staff (COAS) proceeded on a three day visit to Singapore.

    General MM Naravane, has proceeded on a three day visit to Singapore from 04 to 06 April 2022. During the visit, he will be meeting senior military and civilian leadership of the country. The Army Chief is scheduled to call on with the Minister of Defence, Chief of Singapore Army and other senior dignitaries where he will discuss avenues for enhancing India-Singapore defence relations. The COAS will also visit the Infantry Gunnery Tactical Simulation and Wargame Centre, Regional HADR Coordination Centre, Info Fusion Centre and the Changi Naval Base.

    Offset obligations in defence contracts.

    The total number of offset contracts in which the vendors have defaulted/non-performed offset obligation during the last five years is 21 with non-performed amount of US $ 2.24 Billion till 31st December, 2021. Action is taken against the defaulting/non-performing vendors by imposing penalty, after following the laid down procedure and same has been completed in 16 contracts with levying of penalty amounting to $ 43.14 million till 31st December, 2021. During the last five years, offset claims worth US $ 2.64 Billion have been submitted in 47 offset contracts till 31st December, 2021.

    The RM inaugurated the Air Force Commanders’ Conference (AFCC) at Air Headquarters and while speaking to the senior commanders, the RM stated that the topics being discussed in AFCC were relevant and contemporary in the-present context, and covered the entire canvas of issues/ challenges that are being faced by the Nation.     The 9th Edition of the India – Kyrgyzstan Joint Special Forces Exercise which commenced on 25 Mar 2022 at Special Forces Training School, Bakloh (HP) culminated on 06 April 2022.
    Over the past two weeks, combat shooting, sniping, survival in mountains, hostage rescue drills and unarmed combat were practiced extensively during the exercise.

    Third positive indigenisation list released.

    Raksha Mantri released the third positive indigenisation list of 101 items, comprising major equipment/platforms. The list, notified by Department of Military Affairs, Ministry of Defence (MoD), lays special focus on equipment/systems, which are being developed and likely to translate into firm orders in next five years. These weapons and platforms are planned to be indigenised progressively with effect from December 2022 to December 2027. These 101 items will, henceforth, be procured from local sources as per provisions of Defence Acquisition Procedure (DAP) 2020. The third list comprises highly complex Systems, Sensors, Weapons and Ammunitions like Light Weight Tanks, Naval Utility Helicopters (NUH), High Endurance Autonomous Underwater Vehicle, Medium Altitude Long Endurance Unmanned Aerial Vehicle (MALE UAV), Anti-Radiation Missiles, Loitering Munitions etc. Their details are available on the MoD website. The DRDO, too, pitched in to strengthen local manufacturing by signing 30 Transfer of Technology (ToT) agreements with 25 industries. Raksha Mantri handed over the agreements pertaining to 21 technologies developed by 16 DRDO laboratories spread across the country.

    Domestic Capital Procurement budget to be earmarked for Domestic Private Industry.

    In continuation with Government’s efforts to promote Private Industry, MSMEs and Start-ups in defence production ecosystem, the Ministry of Defence has now decided that 25% of Domestic Capital Procurement/ Acquisition Budget, amounting to Rs. 21,149.47 Crore, will be earmarked for Domestic Private Industry in the Financial Year 2022-23. Further, to foster innovation and encourage technology development in Defence, it has also been decided that an amount of Rs. 1,500 Crore will be earmarked for procurement from Start-ups, including iDEX Start-up, from within the allocations for Domestic Capital Procurement.

    Anti-Tank Guided Missile ‘HELINA’.

    Indigenously developed helicopter launched Anti-Tank Guided Missile ‘HELINA’ was successfully flight tested at high-altitude ranges as part of user validation trials. The flight trials were conducted from an Advanced Light Helicopter (ALH) and the missile was fired successfully engaging simulated tank target. The missile is guided by an Imaging Infra-Red (IIR) Seeker operating in the Lock on Before Launch mode. It is one of the most advanced anti-tank weapons in the world.

    Review of defence cooperation & regional security situation during bilateral talks in Pentagon.

    RM, along with a high-level delegation, held a meeting with Secretary of Defence of the United States of America Mr Lloyd Austin, accompanied by Chairman of the Joint Chiefs of Staff and other senior officials in Pentagon on April 11, 2022.
    The two Defence Ministers reviewed the entire gamut of bilateral defence cooperation and the regional security situation. Both Ministers acknowledged the salience of India-US defence partnership for peace, stability and prosperity in the Indo-Pacific and broader Indian Ocean Region. They discussed ways to deepen Major Defence Partnership (MDP) and to work together to advance quality and scope in bilateral defence cooperation. They reviewed Military-to-Military engagements, information sharing, enhanced logistics cooperation, and ability of the Armed Forces to cooperate closely under compatible communication arrangements. The engagement has yielded important results. Some of these include concluding a Space Situational Awareness Agreement between the Department of Space from India and Department of Defence of USA; commencing the defence space and defence Artificial Intelligence dialogues in near future; significant progress on other initiatives and agreements under discussion; and a shared desire to increase the scope and complexity of our military exercises. In this context, closer cooperation of Special Operation Forces came up prominently. The two Ministers discussed ways for closer collaboration between Defence Industries. The Raksha Mantri underlined the need of co-development, co-production between India and US companies and invited US companies to India for manufacturing and maintenance of defence equipment.

    Rescue of 35 stranded persons from Jharkhand.

    The Indian Air Force (IAF), in close coordination with NDRF, local administration and Army, today completed the rescue of 35 stranded persons from the Trikut Hills Ropeway Service, in the Deoghar district of Jharkhand. IAF utilised two Mi-17V5, one Mi-17, one Advanced Light Helicopter (ALH) and one Cheetah to fly more than 26 hours towards this effort. Having inducted in the early hours on 11 April 2022, IAF carried out an initial recce for preparations towards an operation which presented unique challenges. The operation, spread over two days, also saw two unfortunate incidents wherein, despite best efforts, the survivors could not be rescued safely due to the inherently difficult nature of the rescue operation. The IAF deeply regrets the loss of lives of these two individuals and expresses its deepest condolences to their families.

    UNSC authorised new AU mission to combat terrorism in Somalia.

    On 31 March 2022, the United Nations Security Council (UNSC) unanimously voted to endorse the African Union (AU)’s new transitional mission with authorisation to act against al-Qa’ida and Islamic State (IS) and conduct a phased transfer of security responsibilities to Somalia’s government. The African Union Mission in Somalia aka AMISOM, which has been trying to build peace and security for last 15 years, will be replace by the African Union Transitional Mission in Somalia aka ATMIS.

    The British-drafted resolution authorises the ATMIS to support the Somali forces in providing security for the political process at all levels. The resolution also authorises ATMIS to carryout joint operations with Somali security forces to de-grade al-Shabaab and other affiliated groups linked with the IS.

    Islamic State terrorists killed two Israeli police officers in Israel.

    On 27 March 2022, two Islamic State (IS) terrorists opened fire and killed two Border Police officers— Yazan Falah and Shirel Aboukrat, both 19 years-old, in Hadera city in Haifa district in Israel. The attack was amid the scheduled Negev Summit— a conference between Israel authorities and representatives of Egypt, Bahrain, Morocco, and the United Arab Emirates (UAE), in Sde Boker. Both terrorists were killed by members of an undercover counter-terrorism (CT) officers who were eating at a nearby restaurants.

    Taliban claims of restraining activities of Islamic State in Afghanistan.

    On 04 April 2022, Taliban’s Acting Minister of Foreign Affairs (MFA) — Amir Khan Muttaqi informed Chinese media that Islamic State (IS) has not been able to carry out any attack in Afghanistan in recent months. “Daesh aka IS had no operations in last four months. We [Taliban] are committed to the pledges we made to the world that Afghanistan’s soil would not be used against any country,” said Muttaqi.

    In late March 2022, a delegation of the Taliban, led by Muttaqi visited China, where they held several rounds of talks with top diplomats and envoys of foreign countries.

    On 31 March 2022, Russia’s Foreign Minister— Sergei Lavrov said that Russia has accredits Taliban’s envoy as a representative of the new Afghan government, but remains concerned about threats from Islamist groups spilling over into Russia via Central Asia.     On 03 April 2022, one person was killed and dozens were injured in an explosion at Sarai Shahzada foreign exchange market in Kabul, Afghanistan. “The explosion was caused by a hand-grenade dropped from top floor of the currency centre. The explosion was intended to cause chaos,” said Haji Dad Gul— Deputy Head of the currency exchange association.

    Several children were killed in two separate incidents in Herat and Helmand.

    On 01 April 2022, several children were killed in two separate incidents of explosions in Herat and Helmand province in Afghanistan. In first incident, a group of children and young men came to a field to play and were hit by two bombs in quick succession. Five people were killed in the blast and 20 others were injured, according to statement made by Taliban-appointed provincial officials. “The field was deemed safe after it had recently been demined to remove unexploded ordinance. The bombs that went off appear to have been planted in the area shortly before the group came to play,” said Sabit Harwi— the Taliban-appointed spokesman for the Intelligence office in Herat.

    In second incident in Helmand province, “group of children was killed when they came across an unexploded mortar shell that suddenly detonated. The children, aged between 03-12 years, discovered the shell in Marja district, and were playing with it when it went off,” said Taliban media official.

    Anti-Terrorism Court sentenced Hafiz Saeed in two other terror financing cases.

    On 08 April 2022, Pakistan’s Anti-Terrorism Court (ATC) sentenced Lashkar-e-Taiba (LeT) chief— Hafiz Saeed to 32 years of imprisonment in two other terror financing cases. Earlier, in five similar cases, Saeed had already been convicted for 36 years imprisonment. The total sentence of 68 years will run concurrently, and Saeed may have to spend less time in jail.

    Security forces eliminated a LeT commander in Anantnag.

    On 09 April 2022, security forces eliminated a Lashkar-e-Taiba (LeT) commander— Nisar Ahmad Dar aka Musaib, in a counter-terrorism (CT) operation in Sirhama area in Anantnag district in Jammu and Kashmir (J&K). “As per police records, Nisar Ahmad Dar was active since April 2020, and was involved in several killings of civilians, including migrants. Nisar was also instrumental in radicalising youth to join terror groups,” said J&K Police spokesperson.

    NIA officials searched multiple locations in J&K in connection with radicalisation and recruitment of youth into TRF.

    On 07 April 2022, the National Investigation Agency (NIA) officials searched 11 locations in Jammu and Kashmir (J&K) in connection with the case of radicalisation and recruitment of youth into ‘The Resistance Front (TRF)’— a frontal terror outfit of Lashkar-e-Taiba (LeT).

    The case— RC-32/2021/NIA/DLI pertains to TRF’s and its self-styled commander Sajjad Gul’s activities to recruit individuals as Over Ground Workers (OGWs) to do reconnaissance of pre-determined targets, coordinating, and transporting weapons to support TRF and LeT. The NIA officials raided six locations in Srinagar, two locations in Baramulla, one location each in Awantipora, Budgam, and Kulgam, and recovered various incriminating materials such as digital devices, SIM cards, and documents.

    Security forces arrested a LeT terrorist from Anantnag.

    On 02 April 2022, security forces arrested a Lashkar-e-Taiba (LeT) terrorist— Asif Bashir Ganie, from Bijbehera area of Anantnag district in the Union Territory (UT) of Jammu and Kashmir (J&K). Security forces laid down a check-post in Hassanpora area of Bijbehera. At around 2000 hrs, a suspicious person tried to flee the location, and while fleeing, he tried to open fire upon the security forces personnel. However, the security forces personnel overpowered him, and recovered arms and ammunition while searching him. Since January 2022, security forces arrested 22 terrorists and 160 Over-Ground Workers (OGW)/terror associates.

    NIA filed supplementary charge-sheet against two TRF terrorists in connection with a recovery of an IED.

    On 07 April 2022, the National Investigation Agency (NIA) filed a supplementary charge-sheet against two TRF (The Resistance Front) terrorists— i) Fayaz Ahmed Khan, and ii) Tawseef Ahmed Wani, under Section 120-B of the Indian Penal Code (IPC), and Sections 13, 18, 38, & 39 of the Unlawful Activities (Prevention) Act [UA(P)A] at the NIA Special Court, Jammu, Jammu and Kashmir (J&K).

    The case— RC-04/2021/NIA/JMU relates to recovery of an Improvised Explosive Device (IED) from a terrorist— Nadeemul-Haq from Jammu, who on behest of his Pakistan-based handlers of TRF (The Resistance Front) terror group, had attempted to execute the IED in a public place in Jammu area. Earlier on 22 December 2021, a charge-sheet was filed against three other accused in the same case. Investigation revealed that both— Fayaz and Tawseef are members of TRF, and were involved in spreading the subversive activities in the Union Territory (UT) of J&K.

    Security forces cracked LeT modules and arrested five terrorists from Bandipora.

    In two separate counter-terrorism (CT) operations, security forces cracked two modules of Lashkar-e-Taiba and arrested five of its terrorists from Bandipora district in Jammu and Kashmir (J&K). In first operation, security forces arrested four LeT terrorists— i) Irfan Ahmad Bhat, ii) Irfan Ahmad Jan, iii) Sajad Ahmad Mir, and iv) Shariq Ahmad Mir. Two Chinese grenades and incriminating material were recovered from their possession.

    In another operation on the same day, security forces arrested a LeT terrorist— Irfan Aziz Bhat, at a checkpoint in the RakhHajin area in Bandipora district. A Chinese grenade was recovered from Bhat’s possession.

    On 03 April 2022, the Indian Army and Jammu & Kashmir (J&K) police carried out a joint search operation and uncovered a terrorist hideout in Noorkote village of Haveli tehsil along the Line of Control (LoC) in Poonch district in J&K. The security forces’ search team seized two AK-47 rifles, two AK-47 magazines, and a 223 bore AK shape gun with handgrip, two magazines of 233 bore AK gun, a Chinese pistol, and a Chinese pistol magazine. No arrests were made during the search operation.

    On 03 April 2022, the National Investigation Agency (NIA) officials searched 17 locations across Assam in Cachar, Karimganj, Dibrugarh, and Dhubri districts, and arrested an absconding Maoist— Reema Orang aka Saraswati, from Dibrugarh district in the case.

    The case— RC-01/2022/NIA/GUW pertains to the arrest of Arun Kumar Bhattacharjee aka Kanchan Da, a Maoist leader, along with his associate Akash Orang aka Kajal, a member of Assam State Organising Committee of CPI (Maoist) from Cachar district on 06 March 2022. The arrested trios, along with their associates, were involved in spreading the network of CPI (Maoist) in Assam and other States in the North-East region.

    Al-Qa’ida chief condemned ‘Karnataka hijab’ movement.

    On 05 April 2022, al-Qa’ida’s chief Ayman al-Zawahiri appeared in a 09-minute video released by As-Sahab media—an official media wing of al-Qa’ida Central. In the video titled the Noble Women of India, al-Zawahiri condemned the ‘Karnataka hijab’ incident and praised Muskan Zainab Khan, a college student from Udupi, for her involvement in pro-hijab protests.

    In the video, al-Zawahiri said that Indian Muslims must react to this oppression. Calling Muskan as his ‘sister’, al-Zawahiri penned a poem for her, and was impressed by her raising ‘cries of Takbeer’. In five months, this is the first video of al-Zawahiri. Al-Zawahiri also slammed Pakistan and Bangladesh for being ‘allies of the West’.

    Islamic State released a video of new recruits from India, pledging to carry out jihad.

    On 25 March 2022, Islamic State (IS) released a video on Telegram, claiming that the terror organisation have prepared at least three modules in India. The video showed terrorists giving allegiance to IS and pledging for jihad in India. In video, terrorists have covered their faces and blurred their eyes to trick intelligence agencies. To prevent tracking, the IS has modified the pitch of the audio in the video. According to cyber experts who examined the video, it seems to have been filmed in Kashmir, however, the video has been posted on Telegram from Pakistan.

    Pakistan and its Inter-Services Intelligence (ISI) Directorate is infamous for harbouring and nurturing terrorism against India, by launching new terrorist organisation under various names.

    The UK regulator suspended license of ‘Khalsa TV’ channel over call for violence.

    The United Kingdom (UK)’s Office of Communication (Ofcom), on 31 March 2022, suspended the broadcasting license of Khalsa Television Limited aka Khalsa TV aka KTV after one of its programmes made call to the UK-based Indian Sikh diaspora to travel to Punjab and engage in violent crime in order to achieve a separate Khalistan state.

    “Over the course of 95-minute live discussion programme— Prime Time, on 30 December 2021, presenter Jagjit Singh Jeeta, a pro-Khalistan advocate, called on Sikhs to emulate Sikh militancy of the past and travel to Punjab to engage in violence, including murder, to further the pro-Khalistan cause,” read the statement released by the Ofcom. The Ofcom has given 21 days to Khalsa TV make representations on the same issue.

    SFJ chief used the US telecom provider for making threat calls to lawyers: Police investigation.

    The Delhi Police investigation has revealed that the proscribed pro-Khalistan organisation— Sikh For Justice (SFJ)’s chief— Gurpatwant Singh Pannu used a United States (US) based telecom provider to make pre-recorded threat calls to several Supreme Court lawyers on the day the Apex court was scheduled to the hearing of the security lapse during Prime Minister Narendra Modi’s visit to Punjab on 05 January 2022.

    For further investigation, Delhi Police is now procuring more details under the Mutual Legal Assistance Treaty (MLAT) with the US. “During investigation, we initially found that calls were made using a US-based telecom service firm. We then approached them and they provided details of an account holder, who had booked the account to make all these calls. All the documents belonged to Pannu, but the account holder’s name was not Pannu. Later, the account holder changed his name to Pannu. After establishing Pannu’s role, the police are now procuring more details under MLAT and communicating with the concerned agency for further help,” said a senior police official on the basis of anonymity.

    NIA officials searched multiple locations in Delhi, UP, and Punjab in connection with seizure of FICNs and Gold at IGI Airport.

    On 07 April 2022, the National Investigation Agency (NIA) officials searched three locations in Delhi, two locations in Bulandshahr (Uttar Pradesh), and a location in Ludhiana (Punjab), in connection with the case of seizure of Fake Indian Currency Notes (FICNs) and Gold at the Indira Gandhi International (IGI) Airport, Delhi.

    The case— RC-05/2022/NIA/DLI pertains to the seizure of FICNs worth ₹ 10 lakhs and 175 grams gold worth around ₹ 8.5 lakhs, at Terminal 3 of the IGI Airport, from Mohammad Shahjan on 12 January 2022. The searches were carried out at the premises of Mohammad Shahjan, and his associates, who are members of a syndicate of smuggling and circulation of FICNs from Dubai to India.

    China GDP: economy grew, but ‘more pain will come’ as coronavirus, lockdown pressures weigh on outlook

    China’s first quarter growth beat expectations, but weaknesses highlighted by the ongoing coronavirus wave hang over the economic outlook, with questions being asked if Beijing will take further action to guard against multiple headwinds. Gross domestic product (GDP) growth of 4.8 per cent in the first three months of 2022 compared with a year earlier, which was confirmed on Monday, was higher than the 4 per cent expansion registered in the previous quarter and is in stark contrast to the start of 2020, when China’s economy shrank by 6.8 per cent. But in the first three months of this year, consumption, exports and investment are all losing steam and businesses and residents in Shanghai, which has been under a de facto lockdown since the end of March, are demanding action. Many other Chinese cities are also feeling the strain of China’s “dynamic zero-Covid strategy”, and analysts have pointed to a convergence of downward pressure, which also includes a rising jobless rate, growing capital outflows and the emergence of higher producer and consumer prices. “GDP in the first quarter does not fully reflect lockdown impacts,” said Iris Pang, chief Greater China economist at ING Bank. “More pain will come in the second quarter.” Click here to read…

    Hot Economy, Rising Inflation: The Fed Has Never Successfully Fixed a Problem Like This

    The Federal Reserve is setting out to do something it has never accomplished before: reduce inflation a lot without significantly raising unemployment. Central bank officials think it is possible with calibrated interest rate increases that slow booming demand just enough to take steam out of an overheated economy. But even one of the Fed’s closest allies, U.S. Treasury Secretary Janet Yellen, sees the risk of failure. “It will require skill and also good luck,” the former Fed chair said in public comments in Washington last week. During the past 80 years, the Fed has never lowered inflation as much as it is setting out to do now—by four percentage points—without causing recession. In this case, the central bank will need a number of factors out of its control to break its way. Still, Fed officials can find reason for both optimism and caution from history. In seven different episodes during the past 80 years, inflation has fallen as much as the Fed bank wants it to drop now, with varying outcomes. The episodes suggest that the desired scenario is theoretically possible though the risk of failure is high, especially because the bank is chasing inflation that already exists, rather than addressing the problem before it arises as it did in some earlier episodes.     Putin says Russia should pivot energy exports to Asia

    Western countries attempting to exclude Russian energy suppliers will affect the world economy and Moscow should redirect its energy exports towards Asia, Russian President Vladimir Putin said. “We need to proceed on the basis that in the foreseeable future, supplies of energy to the West will be reduced,” Putin told a televised government meeting on the energy sector on April 14. Western governments have imposed far-reaching sanctions on Russia’s financial sectors in retaliation for the invasion of Ukraine on February 24 and have also announced measures to ban or reduce the use of Russian oil, gas and coal. Putin said Russia, which accounts for approximately one-tenth of global oil production and about one-fifth of global gas supplies, should continue in the direction it has taken in recent years and “step-by-step, shift the direction of our exports to the fast-growing markets of the South and East”.     Europe is looking to Africa for its energy needs as countries seek to cut reliance on Russian imports amid the conflict in Ukraine, according to media reports. The EU’s third-largest economy, Italy, secured a deal last week with Algeria for more natural gas imports. The North African country already supplies gas to Europe via three pipelines, one of which goes to Italy. The two other pipelines are linked to Spain. Italian energy supermajor Eni also signed an agreement on April 13 with Egypt’s state-owned Natural Gas Holding Company to promote gas exports to Europe. The deals come following a meeting between European ambassadors and the Nigerian National Petroleum Company (NNPC) April 04, to “strengthen partnership” in the energy sector. Meanwhile, Italian Prime Minister Mario Draghi is expected to travel to central and southern Africa this week with potential deals in the Republic of Congo and Angola, Bloomberg reported, citing sources. All of these deals together could help to replace over half the supply Italy gets from Russia as early as 2023, according to Bloomberg.     China-EU trade: commercial ties ‘hard to break’ despite disagreement over Ukraine war

    Trade between China and the European Union (EU) could see some minor strains over Beijing’s stance on the Ukraine war, but decoupling is unlikely given the entrenched commercial relationship and impracticality of diversifying supply chains, experts say. China surpassed the United States to become the EU’s largest trading partner in 2020-21 thanks to strong demand during the coronavirus pandemic. The EU trade in goods with China was worth €587.9 billion (US$637.2 billion) in 2020 and €695.5 billion in 2021, according to Eurostat, the European Commission’s statistics database. The EU trade in goods with the US was valued at €556.2 billion in 2020 and €631.4 billion in 2021. However, if trade in services is accounted, the US remains by far the most important trade partner of the EU. Despite booming trade, the EU-China relationship has become strained over the past two years, with a long-negotiated investment deal between the two suspended in May last year. Tang Heiwai, acting director at the University of Hong Kong’s Asia Global Institute, said the Ukraine war will not affect trade “in a significant way”. In terms of outbound investment, the EU has invested around €148 billion in China over the past two decades, whereas China had spent around €117 billion in the EU. “The EU’s direct investment in the US is almost 15 times larger than its investment in China, while Chinese investment in the EU amounts to about one-twentieth of US investment,” he said.     In a week Elon Musk has moved from holding a 9.2% stake in Twitter with a seat on the board to offering to buy out the social-media site for $43 billion cash. The offer is causing a meltdown in progressive circles that don’t appreciate Mr. Musk as much on free speech as they do when he’s building electric cars. “I believe free speech is a societal imperative for a functioning democracy,” Mr. Musk wrote in announcing his bid. “I now realize the company will neither thrive nor serve this societal imperative in its current form.” He is offering $54.20 a share. Before his stake went public, the stock was trading near $39. Twitter lost $221 million in 2021 and $1.1 billion in 2020, and it might miss its target for user growth. Many shareholders will want to take Mr. Musk’s money and run. This is a business gamble for Mr. Musk. But at the Ted2022 conference on April 14 in Vancouver, Canada, he said: “This isn’t a way to make money.     Sri Lanka will temporarily suspend foreign debt payments to avoid a hard default, the central bank governor said on April 12, with its limited foreign reserves required for imports of essential items such as fuel. “It has come to a point that making debt payments are challenging and impossible. The best action that can be taken is to restructure debt and avoid a hard default,” Governor P. Nandalal Weerasinghe told reporters. Sri Lanka is due to start talks with the International Monetary Fund (IMF) on a loan programme next week, with the country suffering from prolonged power cuts alongside shortages of food and medicines.     Libya’s NOC says output halted at major ports and fields

    Libya’s National Oil Corporation has announced the closure of operations in major oil fields after staff in the key export terminal of Zueitina were blocked from working. The company said it could no longer implement contractual obligations for oil deliveries from Zueitina terminal or from its biggest oil field, Sharara, after previously saying it had halted production at another field, Al-Fil. “The National Oil Corporation is obliged to declare a state of force majeure on the oil port of Zueitina, including all fields and producing stations associated with this port and shipping facilities until further notice,” NOC chief Mustafa Sanalla said in a statement on April 18. Declaring force majeure is a legal move allowing parties to free themselves from contractual obligations when factors such as fighting or natural disasters make meeting them impossible. “These interruptions were caused by the entry of a group of individuals into the port of Zueitina,” the firm said in a statement, adding that the group “prevented workers” from continuing exports. Zueitina is one of the four oil terminals in the so-called “Oil Crescent” region, and its closures will prevent Libya from exporting almost a quarter of its 1.2 million barrels per day of production. The Gulf allies will honour their deal – branded “illegal” by Iran – to develop the Arash/Dorra maritime gas field, the Saudi foreign ministry said in a statement on April 13. “Saudi Arabia and … Kuwait affirm their right to exploit the natural resources in this area and that they will continue working to enforce what was agreed upon,” it said. But the two countries also issued a new invitation for Iran to negotiate over the boundary of the gas field, the subject of a dispute that goes back decades. “The Kingdom of Saudi Arabia and the State of Kuwait, as a single negotiating party, renew their invitation to the Islamic Republic of Iran to hold these negotiations,” the statement said. The Pentagon is now laying plans to rush additional artillery, coastal defense drones and other materiel to Ukraine. The White House on April 13 announced a new $800 million package including helicopters and armored personnel carriers. But President Joe Biden never planned for a war like this. The assumption was that Russia would quickly conquer much of the country, so the U.S. would be supporting a simmering, low-intensity Ukrainian insurgency. Instead, Ukraine’s successful resistance has led to an ongoing, high-intensity conventional fight, with prodigious consumption of munitions and intense attrition of key military assets.     US President Joe Biden is looking to mobilize his country’s military industry and send another $750 million worth of the Pentagon’s own weapons stockpiles to Ukraine, according to new reports citing the customary anonymous officials in Washington. This is on top of the $1.7 billion worth of materiel sent to Kiev, courtesy of American taxpayers, since Russia attacked its neighbor in late February. So far US “lethal” aid has consisted mainly of Javelin anti-tank missiles and Stinger portable anti-air systems. Now, Biden is preparing to escalate the supplies to include heavy artillery and other systems, worth $750 million or so, Reuters reported on April 12, citing two US officials. The US has supplied more than 1,400 Stingers and 5,000 Javelins to Ukraine already, the Financial Times (FT) reported on April, citing the Pentagon. This amounts to a third of the US stock of Javelins and a quarter of its Stingers, estimated the Center for Strategic and International Studies (CSIS), a Washington lobby group. At current production rates, it will take three or four years to restock on Javelins and at least five for the Stingers.     Ukrainian President Volodymyr Zelenskyy on April 11 asked Seoul for any military aid it could provide as he said Russia could only be forced to make peace. Speaking in a video address to South Korean lawmakers, Zelenskyy said his country needed more help, including weapons, if it is to survive the war. “You have something that can be indispensable for us … armoured vehicles, anti-aircraft, anti-tank, anti-ship weapons,” he said.     Russia publishes data on foreign mercenaries in Ukraine

    An estimated 6,824 foreign mercenaries from 63 countries have come to Ukraine to fight for Volodymyr Zelensky’s government, the Russian Defense Ministry stated on April 17. Of these, 1,035 have been “destroyed,” while several thousand remain. Four hundred foreign fighters are holed up in Mariupol, where nationalist forces, including the neo-Nazi fighters, have refused to surrender. The most numerous group of foreign fighters (1,717) arrived from Poland, while around 1,500 came from the US, Canada and Romania. Up to 300 people each came from the UK and Georgia, while 193 arrived from the Turkish-controlled areas of Syria. These figures were announced on April 17 by Defense Ministry spokesman Major General Igor Konashenkov. According to the general, 1,035 foreign mercenaries have been killed by Russian forces and 912 fled Ukraine, leaving 4,877 active in the cities of Kiev, Kharkov, Odessa, Nikolaev and Mariupol. Roughly 400 of these foreign fighters remain embedded with Ukrainian nationalist battalions in the besieged port city of Mariupol, Konashenkov stated.     During a visit to Syria in 2017, Vladimir Putin lavished praise on a Syrian general whose division played an instrumental role in defeating insurgents in the country’s long-running civil war. The Russian president told him his cooperation with Russian troops “will lead to great successes in the future”. Now members of Brigadier General Suheil al-Hassan’s division are among hundreds of Russian-trained Syrian fighters who have reportedly signed up to fight alongside Russian troops in Ukraine, including Syrian soldiers, former rebels and experienced fighters who fought for years against Islamic State in Syria’s desert. So far, only a small number appears to have arrived in Russia for military training ahead of deployment on the front lines. Although Kremlin officials boasted early in the war of more than 16,000 applications from the Middle East, US officials and activists monitoring Syria say there have not yet been significant numbers of fighters from the region joining the war in Ukraine.     Russians unlikely to leave Libya, despite Ukraine war

    Russia’s Wagner Group, a shadowy paramilitary organisation tied to the Kremlin, has played a significant role in Libya, supporting renegade military commander Khalifa Haftar’s self-styled Libyan National Army (LNA) in the country’s civil war. Western observers had begun wondering in recent weeks whether Wagner forces would be withdrawing from Libya to instead focus on supporting Russia’s invasion of Ukraine. Although Moscow might need to adjust and reconfigure its mission in Libya, there is good reason to expect the Russians to continue their campaign, which has served to shape the security architecture of Libya’s east, where Haftar is based, and entrench itself. “Before February 24 [when the Russian invasion of Ukraine began], there was no indication that the clandestine Russian mission [in Libya] was withdrawing, shrinking, or anything of the sort,” Jalel Harchaoui, a researcher specialising in Libya, told Al Jazeera.     Pentagon warns of ‘dramatic’ increase in space challenges

    Competition from Russia and China to the US, and its allies, in space has increased “dramatically,” America’s Defense Intelligence Agency (DIA) said on April 12. Moscow and Beijing are also cooperating in exploration and may soon start exploiting the Moon’s natural resources, US military officials claimed. The DIA, the Pentagon’s intelligence arm, delivered the warning as it presented to the public its update to the 2019 report entitled, “Challenges to Security in Space.” China and Russia continue to take steps to “undercut” the advantage that the American military enjoys in space assets, John F. Huth, the DIA defense intelligence officer for space and counterspace, said. “Both nations view space as a requirement for winning modern wars, especially against Western nations, and look to prove themselves as world leaders,” he said. “Since early 2019, competitor space operations have increased in pace and scope across nearly all major categories: communications, remote sensing, aviation and science and technology demonstration.” Their combined in-orbit assets “grew approximately 70% in just two years,” said Kevin Ryder, a senior analyst with the agency. “This recent and continuing expansion follows a more than 200% increase between 2015 and 2018,” he said.     Shanghai’s Covid-19 outbreak stalls plans for China’s third aircraft carrier

    Shanghai’s coronavirus lockdown has slowed China’s shipbuilding plans and may affect the launch of the country’s third aircraft carrier, sources said. The People’s Liberation Army Navy had been widely expected to launch the new carrier around the navy’s 73rd anniversary, on April 23. “But the plan faces delay as the rampant pandemic in Shanghai has delayed the transport of some key components,” one of the sources, who requested anonymity due to the sensitivity of the issue, said. Construction of the Type 003 has been under way at the Jiangnan Shipyard on Shanghai’s Changxing Island since 2017 and was expected to be ready for launch early this year. Recent satellite image from Google Earth showed construction of the nearly 320-metre-long platform is almost completed. According to the photos, covers have been put over the vessel’s three catapults, indicating they are ready, but the two elevators to lift aircraft from the carrier’s hangars have not been fitted fully. Unlike the two country’s two other aircraft carriers the Liaoning and the Shandong, the Type 003 has a flat-top flight deck to be equipped with three sophisticated electromagnetic catapults, similar to the world’s most advanced aircraft launch systems.     PLA gathers hundreds of arms firms, seeks logistics boost from intelligent drones

    The Chinese People’s Liberation Army (PLA) Joint Logistics Support Force recently organized an unmanned intelligent equipment inspection event, gathering hundreds of arms companies to display their drone products, in a move analysts said on April 11 to find the right equipment that can enhance the Chinese military’s logistics support capabilities and boost the PLAs’ overall combat capabilities. The arms companies brought their independently developed unmanned equipment to the inspection, as the event organizer, the PLA Joint Logistics Support Force, evaluated the drones’ performances in demonstration tests, China Central Television (CCTV) reported on April 10. During the evaluation, a type of drone helicopter was given a mission to evacuate a wounded soldier from the frontline to safety in a simulation exercise. In another test, a type of unmanned six-wheeled truck displayed its ability to rapidly transport 80 tons of munitions to the frontline thanks to its all-terrain designs, CCTV reported.     US to set up naval task force near Yemen

    The US Navy announced on April 13 that a new task force will patrol the waters of the Red Sea and the Gulf of Aden, connected by the narrow Bab al-Mandab strait. The group will target shipments of weapons to Yemen’s Houthi rebels, who are engaged in a conflict with Washington’s ally Saudi Arabia. The unit will consist of between two and eight warships and will be part of the 34-nation Combined Maritime Forces, an organization that already has three other task forces conducting anti-piracy and smuggling patrols in nearby waters. “These are strategically important waters that warrant our attention,” Vice Admiral Brad Cooper, commander of the US Fifth Fleet, told reporters. He said the force will target the trafficking of people and drugs, as well as the ability of the Houthis to receive rockets and drones for attacks on Saudi Arabia and the UAE.     Turkey has launched a new air and ground offensive against Kurdish fighters in northern Iraq, defence minister Hulusi Akar said. Commando units and special forces, backed by unmanned aerial vehicles and attack helicopters involved in Operation Claw-Lock, are targeting Kurdistan Workers Party (PKK) hideouts in the Metina, Zap and Avashin-Basyan regions of northern Iraq, Akar said on April 18. The defence ministry said the operation, which started April 17 night, came after it was found that the PKK was planning a large-scale attack against Turkey. The operation’s planning had been reported in the Turkish media for weeks. It was launched two days after a rare visit to Turkey by the prime minister of Iraq’s autonomous Kurdish region, Masrour Barzani, suggesting that he had been briefed on Ankara’s plans. Barzani said after his talks with Turkish President Recep Tayyip Erdogan that he welcomed “expanding cooperation to promote security and stability” in northern Iraq. Those clashes have left nearly 200 injured amid heightened tensions because of a rare overlapping of religious holidays.     North Korean leader Kim Jong Un oversaw the test-firing of what the country’s state media said was a new type of tactical guided weapon aimed at boosting its nuclear capabilities, following a series of provocative missile launches that allow Pyongyang to diversify its arsenal. Two projectiles were launched from North Korea’s east coast around 6 p.m. local time on April 16, flying about 68 miles and reaching an altitude of about 15 miles, South Korea’s military said. Seoul usually sends alerts about Pyongyang’s missile launches minutes after they occur. But South Korea didn’t publicize the latest test until April 17 morning, hours after North Korean state media published a brief report of the prior day’s launch. The flight data may suggest one reason for the immediate silence: The projectiles didn’t fly particularly far or high compared with the North’s other launches. If the outbreak reaches other parts of the country, it could dash Xi’s hopes of touting his administration’s “great victory” against the coronavirus at the party’s national congress this autumn.     South Korean President-elect Yoon Suk-yeol has unofficially approached the Quadrilateral Security Dialogue about attending the group’s upcoming summit in Japan as an observer, a high-ranking government official told Nikkei, as the incoming leader pursues stronger ties with Tokyo and Washington. The Quad, which consists of the U.S., Japan, India and Australia, serves as a counterweight to growing Chinese clout in the Indo-Pacific region. Its leaders plan to meet during a trip by U.S. President Joe Biden to Japan in late May. The attendance of Yoon, who will take office on May 10, will mark the first time South Korea participates in a Quad gathering. He will also consider holding separate two- and three-way talks with Biden and Japanese Prime Minister Fumio Kishida. Yoon has repeatedly called for a thaw in South Korea-Japan relations, which deteriorated under outgoing President Moon Jae-in.     Six months ago, China was the biggest exporter of Covid-19 vaccines to developing countries. That was partly down to its huge production capacity, but also because other major vaccine manufacturing countries were less focused on exports. Most of the Chinese vaccines were supplied through bilateral commercial deals and priority was given to Asia, where Beijing wants to expand its soft power. But China also ramped up donations from late last year – either through bilateral arrangements or the World Health Organization-backed Covax Facility – as the United States too began to donate more doses after its domestic needs were met. But this year, the picture has changed. China’s vaccine exports – both commercial deals and donations – have dropped sharply since January. Chinese vaccines no longer make up the bulk of supplies in low- and middle-income countries, according to the Unicef Covid-19 Vaccine Market Dashboard and other major vaccine trackers. One reason for this is the availability of other vaccines with better efficacy data than the Chinese ones, according to analysts. However, a slump in vaccine exports across the board in March also points to a new situation: developing countries now have more than enough vaccines but their vaccination rates remain relatively low.     China’s health minister has pledged the toughest measures yet to prevent a major outbreak of Covid-19, ruling out any relaxations ahead of this year’s 20th Communist Party national congress. In a front-page article published on April 08 by Study Times, Ma Xiaowei urged the country to stick to the “dynamic zero-Covid” policy and take a clear-cut stand against “erroneous” thoughts of “coexisting with the virus”.
