DEFENCE
19th edition of India-US Military Cooperation Group.

The 19th edition of India-US Military Cooperation Group (MCG) meeting was held in Agra, Uttar Pradesh on March 01-02, 2022. The meeting was co-chaired by Chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee (CISC) Air Marshal BR Krishna from the Indian side and Deputy Commander, US Indo-Pacific Command Lieutenant General Stephen D Sklenka from the US side. The discussions focussed on strengthening the ongoing defence engagements between the two sides and mulled on new initiatives under the ambit of existing cooperation mechanism.
The India-US MCG is a forum established to progress defence cooperation between the countries through regular talks at the strategic and operational levels between Headquarters, Integrated Defence Staff and the US Indo-Pacific Command.

Sea Phase of MILAN 2022.

The sea phase of the 11th edition of MILAN which witnessed participation of 26 ships, one submarine and 21 aircraft, culminated on 04 Mar 22. A series exercises were undertaken in all three dimensions of naval operations to enhance compatibility, interoperability, mutual understanding and maritime cooperation amongst the partner Navies.

Four projects offered to the Indian Industry for design & development under Make-I category.

Ministry of Defence (MoD), has offered four projects to the Indian Industry for design & development under Make-I category of Defence Acquisition Procedure (DAP) 2020. The industry will be provided financial support for prototype development of these projects. The list of projects which were accorded ‘Approval In-Principle (AIP)’ by Collegiate Committee of MoD is as follow:

  • Indian Air Force: Communication Equipment with Indian Security Protocols (Routers, Switches, Encryptors, VoIP Phones and their software)
  • Indian Air Force: Airborne Electro Optical pod with Ground Based System
  • Indian Air Force: Airborne Stand-off Jammer
  • Indian Army: Indian Light Tank
  • In addition, AIP has also been accorded to following five projects under industry-funded Make-II procedure:
  • Indian Air Force: Full Motion Simulator for Apache Helicopter
  • Indian Air Force: Full Motion Simulator for Chinook Helicopter
  • Indian Air Force: Wearable Robotic Equipment for Aircraft Maintenance
  • Indian Army: Integrated Surveillance and Targeting System for Mechanised Forces
  • Indian Army: Autonomous Combat Vehicle

Virtual summit of Quad leaders.

Prime Minister participated on 03 March 2022, at a virtual summit of Quad leaders, along with US President Joe Biden, Australian Prime Minister Scott Morrison and Japanese Prime Minister Fumio Kishida. The meeting reviewed the progress on Quad initiatives since the September 2021 Quad Summit. The leaders agreed on accelerating cooperation, with an objective to achieve concrete outcomes by the summit in Japan later this year.

Prime Minister underlined that the Quad must remain focused on its core objective of promoting peace, stability and prosperity in the Indo-Pacific region. He called for concrete and practical forms of cooperation within the Quad, in areas like Humanitarian and Disaster Relief, debt sustainability, supply chains, clean energy, connectivity, and capacity-building.

Developments in Ukraine were discussed in the meeting, including its humanitarian implications. The Prime Minister emphasised the need to return to a path of dialogue and diplomacy.

The leaders also discussed other topical issues, including the situation in Southeast Asia, the Indian Ocean region and the Pacific Islands. Prime Minister reiterated the importance of adhering to the UN Charter, international law and respect for sovereignty and territorial integrity.

Postponement of DefExpo 2022.

Due to logistics problems being experienced by participants, the DefExpo 2022 proposed to be held in Gandhinagar, Gujarat from March 10th till March 14th was postponed. The new dates would be communicated in due course.

Four-day Indo-Pacific Military Health Exchange (IPMHE) conference.

Raksha Mantri (RM) virtually inaugurated, on March 07, 2022, the four-day Indo-Pacific Military Health Exchange (IPMHE) conference co-hosted by Armed Forces Medical Services (AFMS) and US Indo-Pacific Command (USINDOPACOM). The theme of the conference is ‘Military Healthcare in a Volatile, Uncertain, Complex and Ambiguous (VUCA) World’. The conference, which will continue till March 10, 2022, aims to enhance cooperation and jointmanship in military medicine. It will cover many important topics including operational/combat medical care, tropical medicine, field surgery, field anaesthesia, aviation & marine medicine emergencies etc.

The conference is attended by more than 600 Indian and foreign delegates from over 38 countries. A delegation of 20 members from the organising committee of the USINDOPACOM is in New Delhi to co-host the conference. The delegates and speakers will interact and share experiences over the four days on 110 topics.

Ninth Edition of India – Sri Lanka Bilateral Maritime Exercise SLINEX.

SLINEX was conducted from 07 to 10 Mar 22 at Visakhapatnam. The inter-operability achieved over the years as a result of such exercises has proved to be operationally beneficial for both the navies. The present edition of the exercise has further strengthened ties between the two Maritime neighbours and helped in improving interoperability.

Chief of Army Australia along with four member delegation is visiting India from 08 to 11 March 2022. On 09 March 2022, the Australian Army Chief laid a wreath at the National War Memorial and received a ceremonial Guard of Honour at the South Block. Lt Gen Richard Burr called on the Chief of Army Staff, Chief of Naval Staff, Chief of Air Staff and other senior military officers. Both Chiefs exchanged views on the current global situation and the situation in Indo-Pacific in addition to discussing measures for enhancing defence cooperation between both armies. The General also addressed the faculty and participants of the prestigious National Defence College and later interacted on regional security perspectives with the Vice Chief of Army Staff and the Director at Centre for Land Warfare Studies (CLAWS), New Delhi. The visiting Australian Army Chief will be visiting Indian Army formations and units deployed along Western Borders on 10 and 11 March 2022.

Exercise Dharma Guardian-2022 Culminates at Belgaum (Karnataka).

Ex DHARMA GUARDIAN-2022, an annual exercise between Indian Army and Japanese Ground Self Defence Force which commenced on 27 February 2022 at Foreign Training Node, Belgaum successfully culminated on 10 March 2022 after twelve days of intense joint military training, providing an unique opportunity of achieving synergy between Armed Forces of both the Nations which is focused towards strengthening the timeless bonds of India – Japan friendship.

Delegations of the founding members of Colombo Security Conclave; Maldives, India and Sri Lanka, and the newest member of the Conclave, Mauritius, successfully concluded the 5th National Security Adviser level meeting held on 09 – 10 March 2022 in Maldives. Accidental firing of missile.

On 9 March 2022, in the course of a routine maintenance, a technical malfunction led to the accidental firing of a missile.
The Government of India has taken a serious view and ordered a high-level Court of Enquiry.
It is learnt that the missile landed in an area of Pakistan. While the incident is deeply regrettable, it is also a matter of relief that there has been no loss of life due to the accident.

15th round China-India Corps Commander Level Meeting.

The 15th round China-India Corps Commander Level Meeting was held at Chushul-Moldo border meeting point on the Indian side on 11th March 2022. The two sides carried forward their discussions from the previous round held on 12th January 2022 for the resolution of the relevant issues along the LAC in the Western Sector. They had a detailed exchange of views in this regard, in keeping with the guidance provided by the State Leaders to work for the resolution of the remaining issues at the earliest.

On the eve of the 65th birthday of late Chief of Defence Staff, General Bipin Rawat, the Indian Army has dedicated a Chair of Excellence in his memory at the United Service Institution of India (USI). A cheque of Rs 5 lakhs was handed over to Maj Gen BK Sharma (retd), Director, USI which will be paid as honorarium to the nominated Chair of Excellence.

US sanctioned two Hizbu’llah financiers in Guinea.

On 04 March 2022, the United States (US) Department of Treasury’s Office of Foreign Assets Control (OFAC) designated two Hizbu’llah financiers and prominent Lebanese businessmen— Ali Saade and Ibrahim Taher under Executive Order (EO) 13224. The EO-13224 targets terrorists, leaders, and officials of terrorist groups, and those providing support to terrorists or acts of terrorism.

Ali Saade, connected with Hizbu’llah supporter Kassim Tajideen, initiated money transfers from Guinea to Lebanon. Taher has been identified as one of the most known financiers of Hizbu’llah and believed to employ several people affiliated with the terror group within Guinea. According to the US Department of Treasury’s statement, “the new sanctions are aimed at disrupting Hizbu’llah’s business network in West Africa and exposing businessmen who support Hizbu’llah’s destabilising activities through bribes and other corrupt methods.”

Nigeria
Former Boko Haram terrorists graduated from de-radicalisation programme: Nigerian authorities.

According to the Nigerian authorities, 559 former Boko Haram terrorists have graduated a military-run de-radicalisation programme and likely to re-integrated into society. The graduates pledged their allegiance to the Nigerian authorities. The military-run de-radicalisation programme was introduced in 2015 by the Nigerian government and became operational in 2016 as part of counter-terrorism (CT) strategies.

Boko Haram terrorists who voluntarily lay down their arms and surrender to the authorities are given special training, including vocational skills, religious re-orientation and psychological support to de-radicalise them before being reintegrated into the society. So far, total of 1,629 former Boko Haram terrorists have been graduated from the programme.

IS-KP terrorist of Indian origin killed in Afghanistan.

In a recent issue of a Islamic State (IS) publication— Voice of Khurasan, the terror group informed that an operative of Islamic State-Khurasan Province (IS-KP)— Najeeb al-Hindi (nom de guerre) has died fighting in Afghanistan, apparently in a suicide attack. The publication described “Najeeb” as a 23-year-old “engineering (M. Tech) student from Kerala” in an article about his death.

The article did not provide any further details about the death, including timeline when he was killed. According to the article, “Najeeb” had come to Khurasan “all the way from India” on his own when it was difficult to do hijra on those days. He met with other fighters who came from his hometown and lived as a bachelor in a guest room.

At least 56 people died in a suicide bomb attack during Friday prayers in Khyber Pakhtunkhwa.

On 04 March 2022, at least 56 people were killed and 194 were injured in a suicide bomb attack inside a Shia Muslim Mosque during Friday prayers in Peshawar district of Khyber Pakhtunkhwa province. The Islamic State (IS) claimed responsibility and threatened more such attacks against Pakistan’s Shia minority. “Before the explosion, the attacker opened fire on police personnel deployed outside the mosque. A police officer was martyred and other was injured during the gunfight. The attacker ran inside the mosque and detonated his explosive vest,” said Peshawar Police Chief— Muhammad Ejaz Khan.

Unidentified terrorists killed a village Sarpanch in Srinagar.

On 09 March 2022, unidentified terrorists killed a village chief or Sarpanch – Sameer Ahmad Bhat, Sarpanch of Khanmoh village in Srinagar district of Jammu and Kashmir (J&K). Bhat is the second Panchayat member killed by terrorists in a week. Bhat was rushed to a hospital but succumbed to injuries during his treatment.

NIA official searched different locations in Kashmir in connection with terror-funding.

On 09 March 2022, the National Investigation Agency (NIA) officials carried out searches at various locations in Baramulla and Srinagar districts of Jammu and Kashmir (J&K), in connection with terror-funding investigation. In a joint search operation with police and CRPF personnel, the NIA officials raided premises of several members of Jamaat-e-Islami (JeI) organisation. The JeI is a banned organisation under Section 3 of the Unlawful Activities (Prevention) Act, 1967.

“The JeI members have been collecting funds, domestically and internationally, through donations particularly in form of Zakat (charity), Mowda and Bait ul-Mal, to further charity and other welfare activities; however, these funds are instead being used for violent and secessionist activities. The funds raised by JeI are also being channelised to terror groups, including Hizbul-Mujahideen (HM), Lashkar-e-Taiba (LeT), through well organised networks of JeI cadres,” said the NIA spokesperson.

Two people killed in a grenade blast in Srinagar.

On 06 March 2022, two people, including a 19-year-old girl, were killed, while 33 others were injured in a grenade blast at the Hari Singh Street in Srinagar. “At about 04:20 pm, terrorists hurled a grenade upon police and security forces personnel deployed at the Hari Singh Street,” said a police official. The area had been cordoned off and a hunt operation was launched to nab the perpetrators.

“Three-four cells were busted in last few days. Those involved in the grenade attack have been identified and the case will be solved soon. In 2021, 85 such modules involved in civilian killings and grenade-throwing incidents, were busted; while six modules were neutralised in Jammu and Kishtwar area in Jammu,” said Jammu and Kashmir (J&K) Director-General of Police (DGP) Dilbag Singh.

One killed in an explosion outside district court complex in Udhampur.

On 09 March 2022, one person was killed, and 13 others were injured in an explosion outside the district court complex in Udhampur district in Jammu and Kashmir (J&K). CRPF (Central Reserve Police Force) and Jammu & Kashmir police personnel reached the incident site and started the investigation. The primarily investigation revealed that it was an Improvised Explosive Device (IED) blast.

Police unearthed explosive dump in Telangana.

Acting on reliable inputs, a joint team of police and the Central Reserve Police Force (CRPF) personnel carried out a search operation on 05 March 2022 and found explosives concealed in a drum, which belongs to Maoists, in the reserve forest area of Medaram village in Mulugu district of Telangana. The security forces personnel recovered 74 gelatine sticks, four detonators, one wire bundle, and three plastic sheets from the drum.

Police arrested a Maoist from Bihar.

In a joint operation, on 07 March 2022, the Aurangabad police, CRPF, and the Composite Battalion for Resolute Action (CoBRA), arrested a Maoist— Mithilish Mehta, from Gaya district in Bihar. “Mithilish was involved in several gun-battles between Police and Maoists in Jharkhand in 2001. He was involved in blowing up a government school building in February 2020 at Sondaha village in Gaya. Mithilish was also involved in an attack on police patrol team at Jhajhi village in Gaya district in April 2020,” said Gaya Senior Superintendent of Police (SSP) Harpreet Kaur.

Police arrested two Maoists, including a key leader, from Assam.

On 06 March 2022, the Assam police arrested two Maoists, including a key leader— Kanchan Da (72-year-old), from Patimara tea garden area in Cachar district in Assam. “For the last two months, police have been running operations to arrest Kanchan Da. On 06 March, police officials managed to trace and arrest Kanchan Da. There are about 200 cases registered against Kanchan Da in different parts of India, with rewards of about ₹ 3 crore,” said Guwahati City Police Commissioner— Harmeet Singh. Police recovered a laptop, mobile phone, Maoist literature, and ₹ 3.60 lakh from Kanchan’s possession.

Khalistan-inspired Extremism
NIA filed charge-sheet against six Khalistani terrorists in Punjab bomb blast case.

On 15 March 2022, the National Investigation Agency (NIA) filed chargesheet against six Khalistani terrorists— i) Sukhwinder Singh, ii) Parveen Singh, iii) Gurpreet Singh, iv) Ranjit Singh, v) Habib Khan (Pakistani national), and vi) Lakhbir Singh Rode, under Sections 3, 4, 5, and 6 of Explosive Substances Act, Sections 21B, 27A, and 29 of Narcotic Drugs and Psychotropic Substances (NDPS) Act, Sections 16, 17, 18, 18B, 20, 38, and 39 of the Unlawful Activities (Prevention) Act [UA(P)A], and Section 120B of the Indian Penal Code (IPC).

The case—RC-24/2021/NIA/DLI pertains to bomb blast in Jalalabad town in Fazilka district of Punjab on 15 September 2021. The case investigation revealed that Lakhbir Singh Rode, a self-styled chief of International Sikh Youth Federation (ISYF) and his associates carried out multiple explosions in various locations in Punjab. Following directives from Rode, Habib Khan had radicalised and recruited other two Khalistani terrorists—Balwinder Singh and Sukhwinder Singh, and motivated them to plant bombs using IEDs (tiffin-bombs) smuggled from Pakistan. Prior to the blast in Jalalabad town, the chargesheetKhalistani terrorists had set ablaze few shops in Ferozepur city in Punjab.

NIA filed charge-sheet against five Khalistani terrorists in case of smuggling of narcotics, weapons and explosives across the India-Pakistan International Border.

On 04 March 2022, the National Investigation Agency (NIA) filed charge-sheet against five Khalistani terrorists— i) Harmesh Singh, ii) Darvesh Singh, iii) Gurmukh Singh, iv) Gagandeep Singh, and v) Lakhbir Singh Rode, in connection with smuggling of narcotics, arms, and explosives from Pakistan via drones.

The case—RC-31/2021/NIA/DLI, investigation revealed that charge-sheeted terrorists had smuggled illegal consignments of narcotics, arms, ammunition, and explosives from Pakistan to carry out terrorist activities in India. Till now, five terrorists in the case have been arrested while Lakhbir Singh Rode is absconding.

Islamic Extremism
NIA filed charge-sheet against two IS terrorists in ‘Voice of Hind’ case.

On 11 March 2022, the National Investigation Agency (NIA) filed a supplementary charge-sheet against two Islamic State (IS) terrorists— i) Afshan Parvaiz Jarabi, and ii) Tawheed Latief Sofi, before the NIA Special Court, Delhi, under Sections 120B, 124A, 153A of the Indian Penal Code (IPC), and Sections 18, 38, and 39 of the Unlawful Activities (Prevention) Act [UA(P)A].

On 29 June 2021, the NIA registered case—RC-14/2021/NIA/DLI regarding a conspiracy by Islamic State (IS) to radicalise Muslim youth from India to wage jihad against the State. To further the objective, an online campaign was launched which was supplemented by on-ground terror financing activities. The case was registered against cyber entity Qasim Khurasani and his associates.

NIA searched a location in connection with IS-KP case.

On 07 March 2022, the National Investigation Agency (NIA) officials carried out a search operation at the residence of Talha Khan, a suspect in ‘Islamic State-Khurasan Province (IS-KP)’ case, in Pune, Maharashtra.

The case—RC-11/2020/NIA/DLI relates with the arrest of Jahanzaib Sami Wami and his wife—Hina Bashir Beigh, from OkhlaVihar, Jamia Nagar in Delhi. Till now, six Islamic State (IS) operatives have been charge-sheeted in the same case for conspiring to disseminate ideology of IS, establishing modules, making IEDs (Improvised Explosive Devices), and execute target killings. During the search, the NIA officials recovered incriminating documents and digital devices for further examination.

NIA filed chargesheet against two HuT terrorists in ‘Madurai Iqbal HuT’ case.

On 14 March 2022, the National Investigation Agency (NIA) filed supplementary charge-sheet against two Hizbut-Tahrir (HuT) terrorists— i) Bava Bahrudeen, and Ziyavudeen Baqavi, in ‘Madurai Iqbal HuT’ case.

The case—RC-08/2021/NIA/DLI, investigation revealed that the duo are HuT operatives which is affiliated with Islamic State (IS). Both terrorists were engaged in radicalising and recruiting youth, and to enforce a draft constitution written by radical Islamic preacher—Taqi al-Din al-Nabhani, founder of HuT. Both terrorists had also conspired to formed new modules in various districts of Tamil Nadu and Kerala through social media platforms, in order to spread the ideology of HuT.

Police arrested drug trafficker from Poonch.

On 09 March 2022, the district police arrested— Kamlesh Kumar, a drug trafficker, from Mendhar area in Poonch district, and recovered 1.9 kg of marijuana from his possession. District police are taking effective measures against those involved in network of narcotic substances. The police have also requested general public of Poonch district to come forward and report the illegal business/network of drugs.

NIA arrested a FICN trafficker from IGI airport, Delhi.

On 04 March 2022, the National Investigation Agency (NIA) officials arrested a FICN (Fake Indian Currency Note) trafficker—Abdul Wahid aka Saddam, from Indira Gandhi International (IGI) airport in Delhi.

The case— RC-05/2022/NIA/DLI pertains to the seizure of FICNs worth ₹ 10 lakhs and 175 grams gold worth ₹ 8.5 lakhs, at Terminal-3 of IGI airport, Delhi by Customs officials from another accused— Mohammad Shahjan on 12 January 2022. Initial investigation revealed that Abdul Wahid is an active operative of a network involved in smuggling of FICNs and gold into India. Earlier, two people have been arrested by the NIA in same case.

    DEFENCE
    Ministry of Defence allocation in Union Budget 2022-23.

    In the budget announcement for the financial year 2022-2023, Ministry of Defence has been allocated a total budget of Rs 5.25 lakh crore, which is 13.31% of the total budget. The total Defence Budget represents an enhancement of Rs 46,970 crore (9.82%) over Budget Estimates 2021-22.

    In the Union Budget, the Capital Allocations pertaining to modernisation and infrastructure development of Armed Forces has been increased to Rs 1.52 lakh crore. In order to give push to indigenous Domestic Enterprises under the ‘Aatmanirbhar Bharat’, the share of domestic capital procurement, which was earmarked at 64% in 2021-22, has been enhanced to 68% of the Capital Acquisition Budget of the Defence Services. Defence R&D will be opened up for industry, start-ups and academia with 25 per cent of defence R&D budget earmarked. Private industry will be encouraged to take up design and development of military platforms and equipment in collaboration with DRDO and other organizations through SPV model.

    The Capital segment of the MoD (Civil) budget catering to organisations such as Indian Coast Guard (ICG), Border Roads Organisation (BRO) and Directorate General Defence Estates (DGDE) etc has also seen a notable jump of 55.60%. The Capital Budget of Border Roads Organisation (BRO) has been increased by 40% to Rs 3,500 crore in FY 2022-23 vis-à-vis Rs 2,500 crore in FY 2021-22. This will expedite the progress of creation of border infrastructure including important tunnels (Sela and Naechiphu tunnel) and bridges on major river gaps.

    Preparations of Def Expo 2022.

    Raksha Mantri (RM) reviewed, in New Delhi on February 18, 2022, the preparations of DefExpo-2022, Asia’s largest exhibition on land, naval and homeland security systems, to be held in Gandhinagar, Gujarat in March. The event is being organised as one of the largest defence international exhibitions of the world. There has been greater domestic and international interest in this 12th edition of DefExpo, so far 78 participating nations, 39 Minister Level delegations with other confirmations to be received in the days ahead and 1000+ registered exhibitors for the mega event. Foreign Defence Ministers confirmations are also being received and are comparable with the previous edition of the event which was held in February 2020 in Lucknow, Uttar Pradesh.

    President’s Fleet Review.

    The President of India, Shri Ram Nath Kovind reviewed the Indian Navy Fleet at Visakhapatnam on 21 Feb 22. With the theme ‘75 years in Service of the Nation,’ Indian Navy showcased its latest state-of-art indigenously built combat platforms during the 12th edition of the Fleet Review which was also conducted as part of the 75th anniversary of India’s Independence being celebrated as ‘Azadi Ka Amrit Mahotsav’.
    After a 21-Gun Salute and Ceremonial Guard of Honour, the President embarked on the Presidential yacht, INS Sumitra, an indigenously built Naval Offshore Patrol Vessel designated as the Presidential yacht. The President sailed past 44 ships from the Navy, Coast Guard, SCI and MoES lined up in four columns at anchorage off Visakhapatnam.

    Indian Air Force’s Eastern Bridge-VI exercise.

    The Indian Air Force (IAF) and Royal Air Force of Oman (RAFO) are scheduled to participate in a bilateral exercise named Eastern Bridge-VI from 21 to 25 February 2022 at Air Force Station Jodhpur. This would be the sixth edition of the exercise. It will provide an opportunity to enhance operational capability and interoperability between the two Air Forces.

    Humanitarian Assistance to Afghanistan.

    In response to appeals made by the United Nations for humanitarian assistance to Afghanistan, the Government of India has decided to gift 50,000 MT of wheat to the people of Afghanistan. The supply will be effected by the Food Corporation of India (FCI) and transported from ICP Attari (India) to Jalalabad (Afghanistan) by Afghan transporters. In a ceremony held at Amritsar on 22 February, 2022, Foreign Secretary Shri Harsh Vardhan Shringla along with Afghan Ambassador Mr. Farid Mamundzay and World Food Program Country Director Mr. Bishaw Parajuli, flagged off the first convoy of 50 trucks carrying 2500 MT of wheat assistance from India to Afghanistan via Pakistan. The shipment is part of the commitment made by the Government of India to supply 50,000 MT of wheat for the people of Afghanistan.

    Multilateral exercise MILAN 2022.

    The latest edition of Indian Navy’s multilateral exercise MILAN 2022 is scheduled to commence from 25 Feb 22 in Visakhapatnam. MILAN 22 is being conducted over a duration of 9 days in two phases with the harbour phase scheduled from 25 to 28 February and Sea Phase from 01 to 04 March. The theme of the MILAN 2022 exercise is ‘Camaraderie – Cohesion – Collaboration’ which aims to project India as a responsible maritime power to the world at large. The aim of the exercise is to hone operational skills, imbibe best practices and procedures, and enable doctrinal learning in the maritime domain, through professional interaction between friendly navies. MILAN 22 will witness its largest ever participation, with more than 40 countries sending their warships/ high level delegations. This edition of MILAN would be larger in ‘scope and complexity’ with focus on exercises at sea including exercises in surface, sub-surface and air domains and weapon firings.

    Phone call between Prime Minister Modi and President Putin of the Russian Federation.

    In a telephonic conversation President Putin briefed Prime Minister about the recent developments regarding Ukraine. Prime Minister reiterated his long-standing conviction that the differences between Russia and the NATO group can only be resolved through honest and sincere dialogue. Prime Minister appealed for an immediate cessation of violence, and called for concerted efforts from all sides to return to the path of diplomatic negotiations and dialogue. Prime Minister also sensitised the Russian President about India’s concerns regarding the safety of the Indian citizens in Ukraine, especially students, and conveyed that India attaches the highest priority to their safe exit and return to India.

    Scientists demonstrate Quantum Key Distribution between two cities 100 kilometres apart.

    A joint team of scientists from Defence Research and Development Organisation (DRDO) and Indian Institute of Technology (IIT) Delhi, for the first time in the country successfully demonstrated Quantum Key Distribution link between Prayagraj and Vindhyachal in Uttar Pradesh, a distance of more than 100 kilometres. This technological breakthrough was achieved over a commercial grade optical fibre already available in field. With this success, the country has demonstrated indigenous technology of secure key transfer for bootstrapping military grade communication security key hierarchy. The performance parameters have been measured and have been found to be repetitively within the reported international standards at sifted key rates of up to 10 KHz. This technology will enable security agencies to plan a suitable quantum communication network with indigenous technology backbone.

    Contract with M/s Bharat Electronics Limited (BEL) for the retro-modification of Commander Sight of Battle Tanks-T-90.

    Providing a further boost to the ‘Make in India’ initiative of the Government of India in the Defence Sector, the Acquisition Wing of the Ministry of Defence has today signed a contract for Rs. 1075 crore with M/s Bharat Electronics Limited (BEL) for the retro-modification of Commander Sight of Battle Tanks-T-90. The retro-modification will be carried out in 957 T-90 tanks of the Indian Army. The new retro-modified Commander sight employs a thermal imager capable of detecting the targets at 8 Kms during day and night and a Laser Ranger Finder (LRF) to find the ranges accurately up to 5 Kms, thereby enhancing its capability to engage target at longer ranges.

    A joint military exercise, “EX DHARMA GUARDIAN-2022”, between India and Japan will be conducted at Foreign Training Node, Belagavi (Belgaum, Karnataka) from 27 February 2022 to 10 March 2022. Exercise DHARMA GUARDIAN-2022 is an annual training event which is being conducted in India since 2018. Notably, in the series of military training exercises undertaken by India with various countries, Exercise DHARMA GUARDIAN with Japan is crucial and significant in terms of security challenges faced by both nations in the backdrop of current global situation. The scope of this exercise covers platoon level joint training on operations in jungle and semi urban/urban terrain.

    Prime Minister speaks to President Zelenskyy of Ukraine.

    President Zelenskyy briefed the Prime Minister in detail about the ongoing conflict situation in Ukraine. Prime Minister expressed his deep anguish about the loss of life and property due to the ongoing conflict. He reiterated his call for an immediate cessation of violence and a return to dialogue, and expressed India’s willingness to contribute in any way towards peace efforts. Prime Minister also conveyed India’s deep concern for the safety and security of Indian citizens, including students, present in Ukraine. He sought facilitation by Ukrainian authorities to expeditiously and safely evacuate Indian citizens.

    Tri-services discussions on the modalities and structural framework for the creation of Integrated Theatre Commands for the Indian Armed Forces were held under the aegis of Western Naval Command at Mumbai. This is yet another milestone towards building jointness and enhancing organisational synergy among the three Services. A total of nine Commanders-in-Chief from the Indian Army, Navy, Air Force and ANC, came together for a high-level meeting to discuss and deliberate on various aspects related to setting up of the Integrated Maritime Theatre Command.

    IAF flies over Beirut after drone entered Israel; Hizbu’llah claimed responsibility.

    On 18 February 2022, Hizbu’llah claimed a responsibility for launching a drone into Israel that evaded Israel’s Air Defence before returning to Lebanon. In a statement released, the terror group—Hizbu’llah mentioned that “Hassan” model drone was on a reconnaissance mission and had reached 70 kilometres (43 miles) inside Israel’s territory. “The Islamic resistance launched the Hassan drone into ‘occupied’ Palestinian territory, and it surveyed the area for 40 minutes,” read the statement.

    The Israel Defence Forces (IDF) said that it fired an Iron Dome interceptor missile at the small, unmanned aircraft but missed and also scrambled fighter jets and attack the aircraft, setting of warning sirens across wide swarths of the North.

    “Al-Shabaab spend USD 24 million on weapons in 2021”: claimed Somalia-based research group.

    According to a report by a Somali-based research group—the Hiraal Institute, al-Qa’ida affiliated al-Shabaab spend USD 24 million on purchasing weapons. The report alleged that al-Shabaab has an annual revenue collection of about USD 180 million. “Out of annual planned expenditure of approximately USD 100 million, al-Shabaab’s annual planned expenditure on arms procurement is assessed to be USD 24 million, budgeted monthly at USD 2 million,” read the report. Allegedly, al-Shabaab purchases weapons from local black markets, and arms supplier contracted to buy and deliver weapons from abroad, with Yemen being the country of choice.

    At least 13 people killed in a suicide bomb attack in Hirshabelle State.

    On 19 February 2022, at least 13 people were killed, and 20 others were wounded after a suicide bomber detonated explosives in a restaurant hosting local officials, in the town of Beledweyne in Hirshabelle State in central Somalia. According to witnesses, a large explosion tore through an open area of the Hassan Dhiff restaurant.
    Despite tight security in Beledweyne, the attack took place amid eve of a first round of voting for parliamentary seats in constituency. “Two deputy district commissioners were among the dead. This was the deadliest attack that I can recall in this town,” said Police officer Mohamud Hassan.

    US General McKenzie expressed concerns over presence of IS in Afghanistan.

    In an interview shared on social media platform—Facebook, on 17 February 2022, the United States (US) Central Command (CentCom) Chief General Kenneth McKenzie expressed concerns over presence of Islamic State (IS) terrorist organisation in Afghanistan. “ISIS…. concerns us in Afghanistan. We know that the Taliban are no friends, particularly ISIS and in fact over the past couple of years, they have occasionally under-taken operations against ISIS,” said Gen McKenzie.

    As reported in Tolo News, the Collective Security Treaty Organisation (CSTO)’s Secretary-General Stanislav Zas warned that the re-emergence of foreign terrorist groups, including al-Qa’ida and IS are not only a threat to Afghanistan but to the whole region.

    Security forces arrested two terrorists from Pulwama and Srinagar.

    On 19 February 2022, Security forces arrested two terrorists in two separate operations in Pulwama and Srinagar districts of Jammu and Kashmir (J&K). In first incident, security forces launched Cordon and Search Operation (CASO) in Rahmoo area in Pulwama district. During the search, a Jaish-e-Mohammad (JeM) terrorist—Irfan Yousuf Dar was arrested. Incriminating materials, and arms & ammunition, including an AK rifle, a magazine, and 30 rounds, were recovered from Dar’s possession.

    In second incident, in a similar operation in Eidgah area in Srinagar, a Lashkar-e-Taiba (LeT)/The Resistance Front (TRF) terrorist—Janaid Mushtaq Bhat, was arrested. The preliminary investigation revealed that Bhat had come to Srinagar to carryout terrorist attacks and targeted killings.

    NIA searched multiple locations in J&K and Rajasthan in connection with ‘J&K terrorism conspiracy’ case.

    On 19 February 2022, National Investigation Agency (NIA) officials searched eight locations in Sopore, Kupwara, Shopian, Rajouri, Budgam, Ganderbal of Jammu and Kashmir (J&K), and Jodhpur district of Rajasthan, in connection with ‘Jammu and Kashmir terrorism conspiracy’ case.
    The case— RC-29/2021/NIA/DLI relates to conspiracy of carrying out terrorist acts in J&K and other major cities, including Delhi, by Jaish-e-Mohammad (JeM), Hizb ul-Mujahideen (HM), Lashkar-e-Taiba (LeT), al-Badr, and their affiliate groups—The Resistance Front (TRF) and People Against Fascist Forces (PAFF). As of now, NIA has arrested 28 accused people in the same case.

    On 18 February 2022, National Investigation Agency (NIA) arrested an accused—Arvind Digvijay Negi in connection with ‘LeT OGW network’ case.

    The case—RC-30/2021/NIA/DLI relates to the spread of the network of Over-Ground Workers (OGWs) of Lashkar-e-Taiba (LeT), for providing support in conspiring terrorist activities in India. Earlier, six accused persons were arrested in the same case. In the investigation, the role of Arvind Digvijay Negi, IPS, SP posted at Shimla (since repatriated from NIA) was verified and his house was searched. During the search, it was found that the official secret documents of NIA were leaked by Negi to another accused person who is an OGW of LeT.

    Security forces arrested a JeM terrorist from Kupwara.

    On 21 February 2022, security forces established a checkpoint near Sultanpora Bridge at Zachaldara in Kupwara district. Noticing the presence of security personnel, a person tried to flee but was arrested on the basis of suspicion. Later, the arrested man was identified as Ubaid Bashir Wani, a Jaish-e-Mohammad (JeM) terrorist. Incriminating materials, arms and ammunition have been seized from Wani’s possession.

    SIA arrested 10 JeM terrorists from different locations in Jammu and Kashmir.

    On 16 February 2022, State Investigation Agency (SIA) arrested 10 Jaish-e-Mohammad (JeM) terrorists during the raid at different locations in various districts of central and south Kashmir. “Recently, the SIA constituted a mandate to investigate crimes connected with terrorism and secessionism, conducted overnight raids with focus on JeM network at different locations in various districts in Kashmir,” read the statement released by SIA.

    During searches, cellular phones, SIM cards, records to show the use of banking channels, and even a dummy pistol were seized.

    On 25 February 2022, the National Investigation Agency (NIA) officials carried out searches at three locations—Wayanad district in Kerala, and Guntur & Chittor districts in Andhra Pradesh in connection with People’s Liberation Guerrilla Army (PLGA) recruitment case—RC-01/2022/NIA/KOC.

    The case relates to the recruitment of vulnerable youth into the PLGA, an armed wing of CPI (Maoist), and further training them, organising terrorist camps to carry out the activities of CPI (Maoist) and threatening the unity and sovereignty of India.

    Security forces arrested nine Maoists from Jharkhand.

    In another phase of a joint operation since 08 February 2022, the Jharkhand Police and the Central Reserve Police Force (CRPF) personnel arrested nine Maoists— i) Balram Oraon (zonal commander), ii) Dashrath Singh Kherwar (sub-zonal commander), iii) Markush Nagesia (area commander), iv) Shaileshwar Oraon, v) Mukesh Korba, vi) Viren Korba, vii) Shailendra Nagesia, viii) Sanjay Nagesia, and ix) Sheela Kherwar, from Bulbul Forest area in Lohardaga district of Jharkhand.

    During the “Operation Double Bull”, the security forces exchanged fire with Maoists on 10 different occasions, busted their hideouts, and also killed a Maoist. From operation site, security forces recovered four weapons, including an American automatic rifle and a carbine, around 1,700 cartridges, 16 Improvised Explosive Devices (IEDs), codex wire, wireless sets, safety fuse, and several electronic items, and cash worth ₹ 3.27.

    Security forces found arms and Maoist literature in Odisha.

    On 20 February 2022, security forces discovered a huge cache of arms and ammunition, along with Maoist literature, in a forest in Malkangiri district in Odisha. “Based on intelligence inputs, security forces launched an operation in Swabhiman anchal, and found arms and ammunition in a forest near Nadmenjeri village along the Odisha-Andhra Pradesh border under the Jodamba police limits,” said Superintendent of Police (SP) Malkangiri—Nitesh Wadhwani.

    Police arrested three men for ties with pro-Khalistan groups, from Haryana.

    On 19 February 2022, Haryana Police arrested three men— i) Sagar, ii) Sunil, and iii) Jatin, from Juan village in Sonipat district of Haryana, for their alleged ties with pro-Khalistan groups. All three were booked under Sections 17, 18, 19, 20, and 21 of the Unlawful Activities (Prevention) Act [UA(P)A], along with Section 120B of the Indian Penal Code (IPC), and other relevant Sections of the Arms Act.

    In preliminary investigation, it was found that all three men were receiving funds and arms from overseas to aid terror activities in Punjab and other parts of the country.

    On 18 February 2022, the Ministry of Information and Broadcasting (I&B) ordered blocking of applications, websites, and social media accounts of an overseas-based ‘Punjab Politics TV’ for its alleged close links with the proscribed pro-Khalistan organisation—Sikhs For Justice (SFJ).

    According to intelligence inputs, the channel— ‘Punjab Politics TV’ was attempting to use online media platforms to disturb Law & Order situation during the assembly elections in Punjab. Therefore, I&B used emergency powers under the Information Technology (IT) Rules to block the digital media resources of Punjab Politics TV.

    Fake Indian Currency Notes (FICNs) Cases
    NIA Special Court (Kolkata) convicted and sentenced a FICN trafficker.

    On 28 February 2022, the National Investigation Agency (NIA) Special Court, Kolkata, convicted and sentenced a Fake Indian Currency Note (FICN) trafficker— Ketabul S.K., to five years of Rigorous Imprisonment (RI) and ₹ 40,000 fine for commission of offences under Sections 120B, 489B, and 489C of the Indian Penal Code (IPC).

    The case—RC-25/2018/NIA/DLI related to the seizure of FICNs with face value of ₹ 1,92,000 on 31 July 2018, from Murshidabad in West Bengal. Other two FICN traffickers have already been convicted by NIA Special Court on 23 December 2021 in the same case.

    Amar Jawan Jyoti was merged with the eternal flame at National War Memorial.

    National War Memorial was inaugurated and dedicated to the Nation by the Prime Minister on 25 Feb 2019. The Memorial stands testimony to the sacrifices made by our gallant soldiers since Independence. The Memorial houses the eternal flame which exemplifies the supreme sacrifice made by a soldier in the line of duty thus making him immortal. Since its inauguration, all homage ceremonies are being conducted only at the National War Memorial, including those on National Days. On 21 January 2022 in a ceremony, the flame at Amar Jawan Jyoti was merged with the eternal flame at National War Memorial with full military honours. The ceremony was presided over by Chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee (CISC).

    Celebrating 73rd Republic Day.

    The President of India led the Nation in celebrating 73rd Republic Day on January 26, 2022. The celebrations this year were special as the Republic Day falls in the 75th year of Independence, being celebrated as ‘Azadika AmritMahotsav’ across the country. To mark the occasion, the Ministry of Defence had conceptualised a series of new events during the main parade on Rajpath on 26th January and ‘Beating the Retreat’ ceremony at Vijay Chowk on 29th January. It has been decided that the Republic Day celebrations will now be week-long from January 23-30 every year. The celebrations will commence on 23rd January, the birth anniversary of great freedom fighter Netaji Subhas Chandra Bose and culminate on 30th January, which is observed as Martyrs’ Day.

    Many unique initiativesplanned during the main parade included the launch of ‘Shaheedon Ko Shat Shat Naman’ programme by National Cadet Corps; a grand flypast by 75 aircraft/helicopters of the Indian Air Force; cultural performances by 480 dancers selected through a nationwide Vande Bharatam dance competition; display of ten scrolls each of 75 metres prepared during the ‘Kala Kumbh’ event and installation of 10 large LED screens for a better viewing experience of spectators. A drone show by 1,000 indigenously developed drones was done for ‘Beating the Retreat’ ceremony, along with projection mapping.

    Joint maritime exercise Paschim Lehar.

    A joint maritime exercise Paschim Lehar (XPL-2022) was conducted off the West Coast was concluded on 25 January 2022. The exercise was conducted over a duration of 20 days with an objective to validate operational plans of the Western Naval Command and enhance Inter-Service synergy among the Indian Navy, IAF, Indian Army and Coast Guard.

    The IAF deployed SU 30 MKI & Jaguar maritime strike aircraft, Flight Refuelling Aircraft and AWACs, the Indian Navy’s maritime reconnaissance aircrafts P8i participated alongside. Various elements of the Indian Army including Air Defence batteries were also mobilised for the exercise. The intra-theatre exercise included mobilisation and participation of over 40 ships and submarines of the Indian Navy.

    India-Central Asia Virtual Summit.

    The Prime Minister (PM)of India hosted the first India-Central Asia Summit in virtual format on 27 January 2022, which was attended by Presidents of the Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Turkmenistan and Republic of Uzbekistan. This first India-Central Asia coincided with the 30th anniversary of establishment of diplomatic relations between India and Central Asian countries.

    In a historic decision, the Leaders agreed to institutionalize the Summit mechanism by deciding to hold it every 2 years. They also agreed on regular meetings of Foreign Ministers, Trade Ministers, Culture Ministers and Secretaries of the Security Council to prepare the groundwork for the Summit meetings. An India-Central Asia Secretariat in New Delhi would be set up to support the new mechanism. The leaders discussed proposals to further cooperation in areas of trade and connectivity, development cooperation, defence and security and, in particular, on cultural and people to people contacts. These included a Round-Table on Energy and Connectivity; Joint Working Groups at senior official level on Afghanistan and use of Chabahar Port.

    India delivers three tons of medical assistance to Afghanistan.

    As part of our ongoing humanitarian assistance, India supplied the fourth batch of medical assistance consisting of 3 tons of essential lifesaving medicines to Afghanistan. The same was handed over to the Indira Gandhi Hospital, Kabul. India stands committed to continue its special relationship with the people of Afghanistan and provide humanitarian assistance. In this endeavour, India has already supplied three shipments of medical assistance, consisting of 500,000 doses of COVID vaccine and essential lifesaving medicines to Afghanistan. The same was handed over to the WHO and Indira Gandhi Children Hospital, Kabul.In coming weeks, we would be supplying more batches of humanitarian assistance consisting of medicines and food-grains for the people of Afghanistan.

    BrahMos signs contract with Philippines.

    BrahMos Aerospace Private Limited (BAPL) signed a contract with the Department of National Defence of the Republic of Philippines on January 28, 2022 for supply of Shore Based Anti-Ship Missile System to Philippines. The BAPL is a joint venture company of the Defence Research and Development Organisation. The contract is an important step forward for Government of India’s policy of promoting responsible defence exports.

    India Russia consultations on UNSC issues.

    Bilateral consultations on United Nations related issues were held between India and Russia in New Delhi on 31 January 2022. The Indian delegation was led by Secretary (West) in MEA, while the Russian delegation was led by Deputy Minister of Foreign Affairs (DFM) of the Russian Federation. Secretary (West) congratulated Russia on its upcoming Presidency of the UN Security Council in February 2022. Both sides held wide ranging discussions on issues on the UN Security Council agenda and related developments. Both sides agreed to deepen cooperation on issues of mutual interest at multilateral platforms. The Russian delegation briefed India on its priorities during 76th session of the UN General Assembly. Both sides also agreed to work closely together, given the common challenges faced and in keeping with their long standing Special and Privileged Strategic Partnership. During the visit, DFM also called on Foreign Secretary Shri Harsh Vardhan Shringla and briefed him on Russian priorities during its upcoming Presidency of the UN Security Council.

    Al-Shabaab leader arrested in Mozambique.

    On 18 January 2022, the Mozambican Defence and Security Forces (MDSF) have arrested a senior al-Shabaab leader— Ali, 39 years-old Tanzanian national, from Nangade district, along with six other terrorists. Recently, North Mozambique is seen as the haven for terrorists from Kenya, Tanzania, Uganda, Somalia, Yemen, the Democratic Republic of Congo (DRC) and Rwanda. Over the weekend, Nangade district was attacked by al-Shabaab terrorists and at least five people were killed, and 200 others injured.

    Boko Haram terrorists abducted 17 girls in Borno State.

    Boko Haram terrorists, on 20 January 2022, have attacked Pemi village in Chibok local government area of Borno State and abducted 17 girls from the village. In Borno State, Boko Haram’s decade-long terror against the Nigerian government has been concentrated. The abduction incident has recalled the 2014 kidnapping of 276 schoolgirls in Chibok. More than 100 abducted schoolgirls are still missing.
    In a statement released on 21 January 2022, Boko Haram also claimed responsibility for killing many Christians and setting fire to two churches and several houses during an attack on the Borno town of Bimi.

    US Treasury imposed sanctions on Hizbu’llah-linked Lebanese companies.

    On 18 January 2022, the United States (US) Treasury imposed sanctions against three Lebanese nationals and 10 Lebanon-based companies for their linkages with Hizbu’llah terror group. Three Lebanese businessmen, including Adel Diab, have ties with Hizbu’llah and their activity as financial facilitators for the Iran-backed terror group was exploiting Lebanon’s economic resources at a time of crisis.

    “Treasury is committed to disrupting Hizballah’s illicit activity and attempts to evade sanctions through business networks while the group doubles down on corrupt patronage networks in Lebanon,” said Brian Nelson, the US’ Under Secretary of the Treasury for Terrorism and Financial Intelligence.

    “AQAP announced death of Bin Laden’s former associate in US airstrike in Yemen”: claimed SITE Intelligence Group.

    On 20 January 2022, the al-Qa’ida in the Arabian Peninsula (AQAP) announced the death of a commander and former associate of Osama Bin Laden— Salih bin Salim bin Ubayd’Abolanaka Abu ‘Umayr al-Hadhrami, in a US airstrike in Yemen. However, the group did not mention any date or location for the death of Ubayd’Abolan, said Rita Katz, Director, SITE Intelligence Group.

    “Islamic State attacked prison in Syria and freed terrorists”: claimed Syrian Observatory for Human Rights.

    On 20 January 2022, the United Kingdom-based Syrian Observatory for Human Rights (SOHR), reported that Islamic State (IS) attacked a Kurdish-administered jail in north-east Syria and freed other IS terrorists. According to the report by the SOHR, a VBIED (Vehicle-borne Improvised Explosive Device) took place at the entrance of the Ghwayran prison, and another blast took place in the vicinity before IS terrorists attacked Kurdish security forces guarding the facility. Ghwayran prison is one of the largest facility with IS terrorists in a semi-autonomous region controlled by Kurdish authorities in north-east Syria.

    On 23 January 2022, through a post on its Telegram channel, the Islamic State (IS) claimed responsibility for the attack in Herat province. On 22 January 2022, a minivan exploded and killed seven people. “The bomb was attached to the van’s fuel tank”, said a Taliban intelligence official in Herat province.

    Two people killed and dozens injured in an explosion in Lahore.

    On 20 January 2022, at least two people were killed and dozens other injured in an explosion in Lohari Gate area in Lahore, Pakistan. Lahori Gate, a densely packed area consisting small shops into narrow criss-crossing streets. “Investigations were ongoing to determine the nature of the blast and the kind of explosive used in the blast,” said senior police official Abid Khan. No terrorist group immediately claimed the responsibility for attack.
    Pakistan has seen series of attacks, though small-scale, targeting policemen, security forces and civilians, after the breakdown of talks between the government and terror group—Tehreek-e-Taliban Pakistan (TTP).

    2002 Bali Bombings: JI terrorist found guilty and sentenced for 15 years in jail.

    On 19 January 2022, the Indonesian court sentenced Aris Sumarsono aka Arif Sunarso aka Zulkarnaen, a former commander of al-Qa’ida affiliated Jemaah Islamiyah, for hiding information about the 2002 Bali bombings from authorities and harbouring other terrorists. In the suicide bombings, on 12 October 2002, at least 202 people, mostly foreign tourists including 88 Australians and seven US citizens, were killed.

    Zulkarnaen had eluded capture for almost 18 years and was arrested in 2021 from southern town on Sumatra Island. During the trial, which began in September 2021, other convicted terrorists in the 2002 Bali bombings, including Umar Patek and Ali Imron— were sentenced to 20 years and life-term in jail, respectively.

    On 22 January 2022, Awantipora police, along with Indian Army’s 55 Rashtriya Rifles and CRPF’s 185 Battalion arrested a Jaish-e-Mohammad (JeM) terrorist— Umer Farooq Bhat, from Awantipora area in Pulwama district. According to police statements, Farooq was involved in providing shelter, logistics, and assisting terrorists in transportation, as well as passing sensitive information regarding movement of police and other security forces personnel to JeM terrorists.

    IED blast case: NIA filed chargesheet against key conspirators.

    On 25 January 2022, the National Investigation Agency (NIA) filed a supplementary chargesheet against two CPI Maoists— i) Sukhram Ramtai, and ii) Jaiki Paradhi aka Jaiki, in a case related to an IED (Improvised Explosive Device) blast that took place on 04 March 2021 in Lanji Forest Hill area, Chakradharpur in West Singhbhum, Jharkhand. In the blast, three personnel of Jharkhand Jaguar (Special Task Force) attained Veergati, and three others were injured.

    According to the chargesheet, around 700 kgs of Potash was procured illegally from Madhya Pradesh and brought in several consignments for delivery to CPI Maoists in Jharkhand. Further, these explosives were utilised in making IEDs and targeting security forces.

    Maoists targeted mobile towers in Jharkhand.

    On 22 January 2022, Maoists blew up a mobile tower and torched another one in Giridih district in Jharkhand. According to police, the incident marked the first day of the “resistance week” being observed by the Maoists to protest the arrest of their top leader Prashant Bose. “Two Maoists reached at the point on motorbike and set an Airtel tower. Later, they blew up an Idea tower with bombs in Madhuban (a pilgrimage site for Jain community),” said Sub-Divisional Police Officer (SDPO) Manoj Kumar.

    In November 2021, Jharkhand police had arrested Prashant Bose and his wife— SheelaMarandi, from Jharkhand. Prashant Bose was secretary of the CPI (Maoist)’s Eastern regional bureau.

    On 18 January 2022, security forces eliminated a Maoist in a joint anti-Naxal operation in Sukma district of Chhattisgarh. “Acting upon inputs, police and District Reserve Guards (DRGs) carried out an operation in forests of Katekalyan and Marjum regions. Post-exchange of fire between the security forces personnel and Maoists, body of a Maoist recovered from the site,” said Sukma Superintendent of Police (SP) Sunil Sharma.

    Police killed four Maoists nearby Telangana-Chhattisgarh border area.

    On 18 January 2022, elite anti-Maoist force of Telangana police engaged in gun-battle and killed four Maoists, including divisional level leaders of the CPI (Maoist), in Karragatta forest in Venkatapuram (Nuguru) mandal in Mulugu district of Telangana, nearby Chhattisgarh border. Police recovered an INSAS assault rifle from the operation site.

    “Pakistan using Sikhs for its nefarious motives against India.” claimed Dal Khalsa founding member.

    In an interview with Times Now, founder of Dal Khalsa and the UK-based pro-Khalistan leader—Jaswant Singh Thekedar, has accused Pakistan of using Sikh community to fulfil its nefarious intentions against India. “Pakistan has never been a sympathiser of Sikhs and will never be. They [Pakistan] can never help pro-Khalistan members. Pakistan is using Sikhs as props for the last 40 years to target India,” said Thekedar.

    Rejecting the motives of the Sikhs For Justice (SFJ)’s key member—Gurpatwant Singh Pannun, Thekedar said that “Gurpatwant Singh Pannun is not even a Sikh, and he parrots Pakistan’s script. Pannun makes statements and instigate people of India, on Pakistan’s direction against money.”

    On 16 January 2022, the leaders of the Sikh community based in the United Kingdom (UK) gathered at Gurudwara Sri Guru Singh Sabha, at Park Avenue, Southall, and passed a resolution thanking Indian Prime Minister Narendra Modi and his government for doing developmental works for the Sikh community and helping to bridge the misunderstanding. The Sikh community pushed back against anti-India campaign of pro-Khalistan groups.

    “At least nine key pro-Khalistan elements are operating from Germany”: claimed probe agencies.

    At least nine key pro-Khalistan operatives, associated with Sikhs For Justice (SFJ), were booked by the National Investigation Agency (NIA) on the charge of attempting to revive terrorism in Punjab, have been operating from Germany.
    Interpol’s Red Notices are pending against four of these key pro-Khalistan operatives—Bhupinder Singh Bhinda, Gurmeet Singh Bagga, & Shaminder Singh of Khalistan Zindabad Force (KZF), and Harjot Singh of BabbarKhalsa International (BKI) terror groups. In 2019-2020, Bagga managed to smuggle weapons into Punjab from across the border using Pakistan-controlled drones.

    IS Kerala module case: NIA filed chargesheet against eight IS terrorists.

    On 28 January 2022, the National Investigation Agency (NIA) filed chargesheet against eight Islamic State (IS) terrorists— i) Deepthi Marla aka Maryam, ii) Mohammad Waqar Lone aka Wilson Kashmiri, iii) Mizha Siddeeque, iv) Shifa Harris aka Ayesha, v) Obaid Hamid Matta, vi) Madesh Shankar aka Abdullah, vii) Ammar Abdul Rahiman, and viii) Muzamil Hassan Bhat, in connection with IS Kerala module case—RC-05/2021/NIA/DLI.
    The case is related to terrorist activities of Mohammad Ameenaka Abu Yahya and his associates, who have been running various IS propaganda channels/groups on different social media platforms, including Telegram, Hoop, and Instagram. The activities included propagating of IS’s jihadi ideology, radicalising and recruitment of new operatives for the IS’s Kerala module. Earlier on 08 September 2021, the NIA had filed chargesheet against three IS terrorists in the same case.

    FICN recovery case: BSF & NIA arrested an absconding FICN trafficker from West Bengal.

    On 15 January 2022, In a joint operation with Border Security Force (BSF), the National Investigation Agency (NIA) arrested an absconding FICN (Fake Indian Currency Notes) smuggler— Aladuaka Matahur, from Malda district, West Bengal, in connection with recovery of FICNs case— RC-23/2019/NIA/DLI.

    The case is related to the recovery of FICNs with face value of ₹ 1,99,000 from possession of Aladu on 16 September 2019. According to the case, Aladu had been involved with other associates from Bangladesh in procuring and circulation of high quality FICNs with an intention to harm economic stability of India.

    Exchange of list of prisoners between India and Pakistan.

    India and Pakistan through diplomatic channels simultaneously at New Delhi and Islamabad, the lists of civilian prisoners and fishermen in their custody. This is in keeping with the provisions of the 2008 Agreement under which such lists are exchanged every year on 1st January and 1st July.

    India handed over lists of 282 Pakistan civilian prisoners and 73 fishermen in India’s custody to Pakistan. Similarly, Pakistan has shared lists of 51 civilian prisoners and 577 fishermen in its custody, who are Indians or are believed to be Indians. Pakistan was asked to expedite the release and repatriation of 02 Indian civilian prisoners and 356 Indian fishermen to India whose nationality has been confirmed and conveyed to Pakistan. In addition, Pakistan has been asked to provide immediate consular access to 182 Indian fishermen and 17 civilian prisoners who are in Pakistan’s custody and are believed to be Indian.

    India and Pakistan exchanged list of Nuclear Installations.

    India and Pakistan exchanged a list of nuclear installations and facilities, covered under the Agreement on the Prohibition of Attack against Nuclear Installations and Facilities between India and Pakistan. The Agreement, which was signed on 31 December 1988 and entered into force on 27 January 1991 provides, inter alia, that India and Pakistan inform each other of the nuclear installations and facilities to be covered under the Agreement on the first of January of every calendar year. This is the 31st consecutive exchange of such lists between the two countries, the first one having taken place on January 01, 1992.

    India supplies next batch of humanitarian assistance to Afghanistan.

    India supplied humanitarian assistance consisting of 500,000 doses of COVID vaccine (COVAXIN) to Afghanistan on 01 January 2022. The same was handed over to the Indira Gandhi Hospital, Kabul. Another batch of additional 500,000 doses would be supplied in coming weeks. Earlier last month, India delivered 1.6 tons of medical assistance to Afghanistan through World Health Organization (WHO). On 07th January India supplied the third batch of medical assistance consisting of two tons of essential lifesaving medicines.

    Inauguration of Kalpana Chawla Centre for Research in Space Science & Technology at Chandigarh University.

    Two new P-8I aircraft commenced operations.

    The Indian Navy’s Boeing P-8I aircraft commenced operations from INS Hansa, Goa with two aircraft arriving on 30 December 2021. The Indian Navy had acquired the first batch of eight P-8I aircraft in 2013 that are stationed at Arakkonam. The second batch of four additional aircraft will be based at INS Hansa.

    14th round India-China Corps Commander Level Meeting.

    The 14th round India-China Corps Commander Level Meeting was held at Chushul-Moldo border meeting point on the Chinese side on 12th January 2022. Representatives from the defense and foreign affairs establishments of the two sides were present at the meeting. The two sides had a frank and in-depth exchange of views for the resolution of the relevant issues along the LAC in the Western Sector. They agreed that both sides should follow the guidance provided by the State Leaders and work for the resolution of the remaining issues at the earliest. It was noted that this would help in restoration of peace and tranquility along the LAC in the Western Sector and enable progress in bilateral relations. The two sides also agreed to consolidate on the previous outcomes and take effective efforts to maintain the security and stability on the ground in the Western Sector including during winter. The two sides agreed to stay in close contact and maintain dialogue via military and diplomatic channels and work out a mutually acceptable resolution of the remaining issues at the earliest. In this context it was also agreed that the next round of the Commanders’ talks should be held at the earliest.

    Indian Naval Ships undertook Maritime Partnership Exercise with Japan Maritime Self-Defence Force(JMSDF) Ships in the Bay of Bengal on 13 Jan 22.     Mi-17 V5 accident on 08 Dec 21 preliminary findings.

    The Tri-Services Court of Inquiry into the Mi-17 V5 accident on 08 Dec 21 has submitted its preliminary findings. The inquiry team analysed the Flight Data Recorder and Cockpit Voice Recorder besides questioning all available witnesses to determine the most probable cause of the accident. The Court of Inquiry has ruled out mechanical failure, sabotage or negligence as a cause of the accident. The accident was a result of entry into clouds due to unexpected change in weather conditions in the valley. This led to spatial disorientation of the pilot resulting in Controlled Flight into Terrain. Based on its findings, the Court of Inquiry has made certain recommendations which are being reviewed.

    At least nine people killed in a suicide bombing in Mogadishu.

    On 12 January 2022, at least nine people killed, and nine others were injured in a suicide bombing that took place near the airport in Mogadishu. The bombing targeted a government security convoy. The explosion occurred near a checkpoint along a road that leads to highly secured airport perimeter.
    The al-Qa’ida affiliated— al-Shabaab claimed the responsibility for the attack and confirmed to target a convoy escorting Somali government and foreign officials.

    Nigerian troops eliminated ISWAP and Boko Haram terrorists in Borno State.

    In two separate counter-terrorism (CT) operations on 10 January 2022, the Nigerian troops have eliminated Islamic State West Asia Province (ISWAP) and Boko Haram terrorists within Konduga Local Government area of Borno State in Nigeria. According to media reports, ISWAP terrorists had attempted to attack a military base at Kawuri to loot the armoury when troops ambushed and eliminated them.
    Separately, the troops of 73rd Battalion stationed at Jere eliminated Boko Haram terrorists on a looting spree after invading Kayamla community in Borno State.

    IS-KP terrorists killed Head of Taliban’s local intelligence wing in Nangarhar

    On 11 January 2022, the Islamic State-Khurasan Province (IS-KP) terrorists, allegedly, killed— Abid Bashir, the Head of Taliban’s intelligence agency of Bati Kot district in Nangarhar. According to media reports, Bashir was killed when he was patrolling the district area. Abid Bashir was one of the key commanders of the Taliban in Nangarhar province.
    Since 2015, the Nangarhar province has been witnessing clashes between the Taliban and IS-KP, when IS-KP began forming terrorist cells and recruiting terrorists, compromising the Taliban influence.

    NIA arrested a TRF terrorist from Srinagar.

    On 30 December 2021, the National Investigation Agency (NIA) officials carried out search and arrested ‘The Resistance Force (TRF)’ terrorist— Arsalan Feroz aka Arsalan Soub, from Srinagar in connection with registered case#RC-32/2021/NIA/DLI.
    The case is related with the conspiracy for radicalising and recruiting youth from Jammu and Kashmir (J&K) to engage in terror acts, by Sajjad Gul, Salim Rehmani aka Abu Saad, and Saifullah Sajid Jutt—commanders of TRF/Lashkar-e-Taiba (LeT). Till now, four terrorists have been arrested in the case. The NIA officials recovered several incriminating documents and seized digital devices during the search.

    Security forces eliminated eight terrorists in different CT operations in Jammu and Kashmir.

    During 02-05 January 2022, security forces killed eight terrorists in four counter-terrorism (CT) operations in different locations in Jammu and Kashmir (J&K). On 05 January, a joint team of police and security forces launched an operation and killed three Jaish-e-Mohammad (JeM) terrorists, including a Pakistani national, in Chandgam in Pulwama district. Post-operation, security forces recovered large cache of ammunition, including two US-made M4 Assault Rifles.
    Earlier, on 04 January, two unidentified terrorists were killed in a gun-battle in Kulgam district. According to police, the slain terrorists were linked to The Resistance Front (TRF). On 03 January, two terrorists, including Lashkar-e-Taiba (LeT)’s ‘wanted’ commander—Salim Parray, were neutralised in Shalimar Garden in Srinagar. However, on 02 January, the Army killed a Pakistani infiltrator— Mohammad Shabir Malik, who was likely to be the member of Pakistan Army’s Border Action Team (BAT). “An attempt by the BAT was made on yesterday (02 January) in Keran Sector. Swift action by troops on the Line of Control (LoC) foiled the bid and eliminated the terrorist—a Pakistani national,” said Maj Gen A S Pendharkar, GoC 28 Infantry Division, Indian Army.

    Maoist leader arrested with explosives from Andhra Pradesh.

    On 08 January 2022, district police team arrested an Area Committee Member (ACM)— Korra Singru aka Sundar Rao, near Sapparla Junction in G K Veedhi Mandal in Sileru in Visakhapatnam district, Andhra Pradesh. Allegedly, along with other members of the banned group—CPI (Maoist), Singru was conspiring an attack on the security forces and special police parties by detonating landmines. Upon Singru’s arrest, police recovered a country-made pistol, five 7.65 mm or .32 cartridges, a metal tiffin box filled with two kilogram of explosive material, two detonators, 60 meters of electrical wires, and four torch batteries.

    NIA registered case against SFJ operative arrested in Germany.

    On 30 December 2021, the National Investigation Agency (NIA) had registered a case# RC-35/2021/NIA/DLI, under Sections 120-B and 121-A of the Indian Penal Code (IPC) and Sections 10, 13, 17, 18 and 18-B of the Unlawful Activities (Prevention) Act [UA(P)A] against Jaswinder Singh Multani— a Germany-based Sikhs for Justice (SFJ) operative, and his other associates.
    The case related to criminal conspiracy hatched by Jaswinder Singh Multani with several other pro-Khalistan elements located abroad for radicalising, motivating, and recruiting youths in Punjab through social media platforms the pro-Khalistan ideology. Allegedly, Jaswinder Singh Multani has also been in contact with the Inter-Service Intelligence (ISI) Directorate to conspire terror attacks in Mumbai and other parts of India.

    Police arrested three KTF terrorists from Moga.

    On 07 January 2022, Punjab Police team arrested three Khalistan Tiger Force (KTF) terrorists— i) Gurpreet Singh aka Gopi, ii) Varinder Singh aka Vinda, and iii) Baljeet Singh, from Chogawan village in Moga district in Punjab. Trio had conspiracy to attack a church in Moga to disturb the Law and Order (L&O) situation in the city. “At first, trio tried to run over the police team when their vehicle was intercepted and later, they threw grenades at the police team. However, police team managed to arrest them,” said Moga Senior Superintendent of Police (SSP)—Charanjeet Singh Sohal.
    Police recovered a .9mm pistol, a magazine, and six cartridges, from Gurpreet Singh, while a .9mm pistol, two magazines, and 12 cartridges were seized from Varinder Singh; and two hand-grenades were recovered from Baljeet Singh.

    On 05 January 2022, the National Investigation Agency (NIA) filed chargesheet against five al-Qa’ida terrorists— i) Museeruddin, ii) Minhaj Ahmad, iii) Shakeel, iv) Mustaqeem, and v) Mohammad Moid, in connection with a conspiracy case# RC-02/2021/NIA/LKW.
    The chargesheet filed under Sections 121, 121-A, 122, and 123 of the Indian Penal Code (IPC), Sections 16, 17, 18, 18-B, 20, 38, 39, and 40 of the Unlawful Activities (Prevention) Act [UA(P)A], Section 25(1)-B (a) of Arms Act, and Sections 4, 5, and 6 of Explosive Substances Act. Investigation revealed that Minhaj was radicalised online by two al-Qa’ida terrorists based in Kashmir. Furthermore, he became part of conspiracy of recruiting potential terrorists for al-Qa’ida’s affiliate group— Ansar Ghazwat ul-Hind (AGuH).

    IS Kerala module case: NIA arrested an IS terrorist from Karnataka.

    In a joint operation carried out on 03 January 2022, the National Investigation Agency (NIA) and Karnataka Police officials arrested an Islamic State (IS) terrorist— Mundadiguttu Sadananda Marla Deepthi Marlah aka Maryam, wife of Anas Abdul Rahiman, in connection with IS Kerala module case# RC-05/2021/NIA/DLI.
    Earlier in connection with the same case, NIA had arrested 11 individuals for raising funds, radicalising others to join the IS. The investigation revealed that in January and March 2020, Deepthi Marla and Mohammad Ameen had visited Kashmir for Hijrah (religious migration) and for engaging and supporting terrorist activities of the IS. Along with Mohammad Ameen, Deepthi Marla was the kingpin of the IS conspiracy.

    NIA chargesheet five JMB terrorists in a conspiracy case.

    On 07 January 2022, the National Investigation Agency (NIA) filed chargesheet against five Jamaat ul-Mujahideen Bangladesh (JMB) terrorists— i) Najiur Rahman Pavel aka Joyram Byapari (Bangladeshi national), ii) Mikail Khan aka Sekh Sabir (Bangladeshi national), iii) Rabiul Islam (Bangladeshi national), iv) Lalu Sen aka Rahul Sen (Indian national), and v) Mohammad Abdul Mannan Bachu aka Mohammad Abdul Mannan Sheikh (Bangladeshi national).
    The case# RC-19/2021/NIA/DLI, was in connection with the conspiracy of three Bangladeshi nationals who had illegally entered India, along with other terrorists of JMB and al-Qa’ida in Indian Subcontinent (AQIS), to recruit youth and further establishment of so-called ‘caliphate’, with furtherance of terrorist activities in India and Bangladesh.

    IS Maharashtra module case: NIA Special Court convicted two IS terrorists

    On 05 January 2022, the National Investigation Agency (NIA) Special Court in Mumbai, convicted two Islamic State (IS) terrorists— Rizwan Ahmed and Mohsin Ibrahim Sayyed, in connection with IS Maharashtra module case# RC-02/2016/NIA/MUM.
    The accused had radicalised youth from Malwani area in Malad (West), Mumbai, to join IS and instigated them to travel to different parts of the world to wage war against allied nations of India. The quantum of sentence would be pronounced on 07 January 2022.

    Chikodi FICN case: NIA Special Court convicted and sentenced an accused in Chikodi FICN case.

    On 06 January 2022, the National Investigation Agency (NIA) Special Court in Bangalore, convicted an accused— Shahnoyaj Kasuri aka Shahnawaz aka Shanu aka Ishak Shaikh, in Chikodi FICN (Fake Indian Currency Note) case#RC-12/2018/NIA/DLI, and sentenced him to five years of Rigorous Imprisonment (RI) and fine of ₹ 5,000.
    On 12 March 2018, the case was registered pertaining to recovery of 41 FICNs with face value of ₹ 82,000. The NIA had registered the case on 14 April 2018.

    Gomtinagar FICN case: NIA filed chargesheet against a FICN accused.

    On 10 January 2022, the National Investigation Agency (NIA) filed chargesheet against Sohrab Hussain, a FICN (Fake Indian Currency Note) accused in connection with case# RC-01/2020/NIA/LKW.
    The case is related to the recovery of FICNs on 25 November 2019, with face value of ₹ 1,79,000. The preliminary investigation had revealed that the accused had conspired to smuggle, and keep high quality of FICNs, and further circulated and supplied to various people in the State of Uttar Pradesh. The investigation had also revealed that the FICNs were sourced from Malda in West Bengal.

    On 13 January 2022, the National Investigation Agency (NIA) filed a Chargesheet against Sariful Islam, an accused in Fake Indian Currency Note (FICN) case# RC-02/2020/NIA/LKW. The case is related to recovery of high quality FICNs with face value of ₹ 2,49,500, from Ghaziabad, Uttar Pradesh on 11 December 2019.

    A new engine for hypersonic weapons, built using technology that the military did not believe would work, has successfully completed its first test flights in China, the team behind it has said. The scientists believe it will help China speed up large-scale production of hypersonic weapons at relatively low cost while maintaining high quality and performance. They said a new manufacturing method allowed them to make titanium alloy components that laboratory and real-world tests had found to perform far better than those made using traditional methods, allowing them to go straight from the furnace to the engine assembly line without further processing.     A webinar and expo between India & Malaysia on the theme ‘Indian Defence Industry Global Outreach for Collaborative Partnership’ was held on August 17, 2021. It was organised under the aegis of Department of Defence Production, Ministry of Defence through Society of Indian Defence Manufacturers (SIDM). Nine Indian companies, including Bharat Electronics Limited, Hindustan Aeronautics Limited, Garden Reach Shipbuilders & Engineers, L&T Defence and Bharat Forge Limited, gave presentations on major defence platforms and products.     Indian Navy undertakes bilateral maritime exercise with Vietnam People’s Navy

    Indian Navy ships undertook bilateral maritime exercise with Vietnam People’s Navy (VPN) frigate on 18 Aug 21. The bilateral interaction aims to consolidate the strong bond shared by the two navies and would be another step towards strengthening India-Vietnam defence relations. The Indian Naval ships arrived at Cam Ranh, Vietnam on 15 August 21 for harbour phase, the sea phase included surface warfare exercises, weapon firing drills and helicopter operations. This visit also holds special importance as Indian Naval ships celebrated the country’s 75th Independence Day in Vietnam.

    ‘Joint guidance for the Australia – India navy to navy relationship’ signed between Indian Navy & Australian Navy

    The document was signed between the Indian Navy and Royal Australian Navy on 18 August 2021. The document is aligned to the ‘2020 Comprehensive Strategic Partnership’ agreed by the Prime Ministers and aims to ensure shared approached to regional and global security challenges. The broad scope of the guidance is focussed on developing mutual understanding, cooperate for regional security; collaborate in mutually beneficial activities and to develop interoperability. The highlights of document include close cooperation in regional and multilateral fora, including Indian Ocean Naval Symposium (IONS), Western Pacific Naval Symposium (WPNS), Indian Ocean Rim Association (IORA) and Expert Working Groups subordinate to the ASEAN Defence Ministers’ Meeting Plus framework.

    DRDO develops Advanced Chaff Technology for Indian Air Force

    Defence Research & Development Organisation (DRDO) has developed an Advanced Chaff Technology to safeguard fighter aircraft of the Indian Air Force (IAF) against hostile radar threats. Defence Laboratory Jodhpur, a DRDO laboratory developed the advanced Chaff material and chaff cartridge-118/I in collaboration with High Energy Materials Research Laboratory (HEMRL), a Pune based laboratory of DRDO, meeting qualitative requirements of IAF. The Indian Air Force has started the process of induction of this technology after completion of successful user trials.

    Indo-Kazakhstan joint training exercise to commence on 30 august 2021

    As part of military diplomacy and to strengthen the growing strategic relation with Kazakhstan, the 5th edition of Indo- Kazakhstan Joint Training Exercise, “KAZIND-21” will be conducted at Training Node, Aisha Bibi, Kazakhstan, from 30 August to 11 September 2021. The exercise is a joint training between both the Armies, which will boost the bilateral relations between India and Kazakhstan.
    The Indian Army contingent represented by a battalion of The Bihar Regiment consists of a total of 90 personnel led by a Contingent Commander. The Kazakhstan Army will be represented by a company group.

    Commander, US Indo-Pacific Command calls on Chief of Defence Staff

    Chief of Defence Staff General Bipin Rawat held a meeting with Commander of the United States Indo-Pacific Command (US INDOPACOM) Admiral John C Aquilino in New Delhi on August 25, 2021. Issues related to peace & security in the region and bilateral defence cooperation were part of the agenda for the meeting. Admiral Aquilino also held meetings with the Tri-Service Chiefs and Defence Secretary Dr Ajay Kumar. He is on an official visit to India from August 24-26, 2021.

    Indian Navy participates in Naval Exercise Malabar

    Indian Navy is participating in the sea phase of Exercise Malabar 2021 from 26 – 29 August 2021 along with the US Navy (USN), Japanese Maritime Self Defence Force (JMSDF) and the Royal Australian Navy (RAN).This year marks the 25th edition of Ex Malabar, being hosted by USN in the Western Pacific.The Indian Navy’s participation includes INS Shivalik and INS Kadmatt and P8I patrol aircraft led by Rear Admiral Tarun Sobti, VSM, Flag Officer Commanding Eastern Fleet. The US Navy will be represented by USS Barry, USNS Rappahannock, USNS Big Horn and P8A patrol aircraft. The Japanese Maritime Self Defence Force will be represented by JS Kaga, Murasame and Shiranui, in addition to a submarine and P1 patrol aircraft. The Royal Australian Navy will be represented by HMAS Warramunga.

    Indian Navy’s Maiden Exercise with Algerian Navy

    As part of her ongoing goodwill visit to Europe and Africa, INS Tabar took part in a Maritime Partnership Exercise with Algerian Navy ship ‘Ezzadjer’ on 29 Aug 21. The exercise, held off the Algerian coast, saw participation of a frontline Algerian warship, ‘Ezzadjer’.

    BEL to supply of Naval Anti drone system

    Indian Navy has signed contract with Navratna Defence PSU Bharat Limited (BEL) for supply of the first indigenous comprehensive Naval Anti Drone System (NADS) with both hard kill and soft kill capabilities in New Delhi on August 31, 2021.

    On 17 August 2021, the Somali National Army (SNA) eliminated 60 al-Shabaab terrorists during a foiled attack on two military camps—Sabiid and Anole, in Lower Shabelle in Somalia. “We received intelligence inputs that the terrorists are grouped to attack outside Sabiid and Anole. Our soldiers killed 60 terrorists, including two al-Shabaab commanders,” said the SNA commander—Daud Abukar Abdi.
    On 02 April 2019, Somali security forces and African Union peacekeeping personnel liberated the strategic town of Sabiid.

    “al-Shabaab may try to imitate Taliban in Somalia”, warned security experts

    Taliban’s takeover of Afghanistan may encourage other Islamic extremist groups, such as al-Shabaab in Somalia. “Somalia could see a similar development unless the Somali government ends its over-dependence on international security forces. Although al-Shabaab does not possess the military-like power of the Taliban, but nothing would stop them if they chose the similar path,” said former Somali intelligence official Abdulsalam Gulaid.

    According to the Somalia Transition Plan, approved by the government and the African Union Mission in Somalia, AMISOM, the AMISOM peacekeeping forces will gradually transfer security responsibilities to Somali security agencies before the complete pull-out. In July 2021, more than 250 al-Shabaab terrorists had been killed during Somali military operations unaided by AMISOM.

    US drone targeted Islamic State terrorists in Kabul

    On 29 August 2021, a United States (US) drone strike killed a suicide car bomber, affiliated with Islamic State-Khurasan Province (IS-KP) group, who was preparing to strike Kabul airport. Earlier, on 26 August 2021, an IS suicide bomber carried out an operation outside the Kabul airport in which 13 US troops were martyred and several Afghan civilians were killed.

    Foreign terrorists of IS-KP and al-Qa’ida entered Afghanistan via Pakistan, cited UN report

    According to the United Nations (UN) Analytical Support and Sanctions Monitoring report, almost all foreign terrorists of Islamic State-Khurasan Province (IS-KP) and al-Qa’ida have entered Afghanistan via Pakistan, and also, the leaders of these outfits along with those of the Taliban have been living in Pakistan. The report also established ties between IS-KP, Taliban, and al-Qa’ida.

    “The Taliban’s capture of Kabul has invited radical Islamic groups in the region to move into Afghanistan. The ‘creeping aggression’ of Pakistan will soon turn Afghanistan into a breeding ground of terror,” said Mahmoud Saikal, former Afghanistan envoy to the UN.

    “Pakistan engineered Taliban’s return to Kabul,” claimed US experts

    The United States (US) analysts claimed that Pakistan’s Inter-Services Intelligence (ISI) provided planning assistance, training expertise, and even the ground advice to the Taliban all through the operations leading up to the capture of Kabul. The US experts cited that in last three months, the Pakistani military waved a surge of new breed of terrorists across the border from sanctuaries inside Pakistan.
    “The Taliban would not be where they are without the assistance of the Pakistanis,” said Douglas London, a former Central Intelligence Agency (CIA) Counter-Terrorism chief for South and South-West Asia.

    On 21 August 2021, security forces eliminated three Jaish-e-Mohammad (JeM) terrorists in a counter-terrorism (CT) operation in Pulwama district in Jammu and Kashmir (J&K). Acting upon inputs, security forces launched Cordon and Search Operation (CaSO) in the forest area of Nagbaeran Tral in Pulwama district. The search operation led to the exchange of fire between security forces and terrorists after latter fired at the security forces.

    NIA charge-sheeted seven terrorists in narco-terrorism case

    On 27 August 2021, the National Investigation Agency (NIA) filed a supplementary charge-sheet against seven terrorists—Showkat Salam Parray, Asif Gul, Altaf Ahmed Shah, Romesh Kumar, Mudasir Ahmed Dar, Amin Allaiaka Hilal Mir, Abdul Rashid, in a narco-terrorism case, in NIA Special Court, Jammu, Jammu and Kashmir (J&K).

    On 11 June 2020, an accused terrorist—Abdul Momin Peer was intercepted Police Naka party at Kairo Bridge, Handwara. Abdul Peer was travelling from Baramulla to Handwara. During search cash amounting to ₹ 20,01,000 and two kilograms of Heroin was seized. The investigation has revealed that seven accused terrorists were involved in conspiracy for procuring and selling narcotic substances and generating funds in the J&K in close association with terrorist groups, including Lashkar-e-Taiba (LeT), Hizbul-Mujahideen (HM).

    Security forces arrested six LeT terrorists from Bandipora district

    Security forces, on 24 August 2021, arrested six Lashkar-e-Taiba (LeT) terrorists from Bandipora district in Jammu and Kashmir (J&K) and recovered arms and ammunition from their possession. The arrested terrorists have been identified as MuzaffarMohiuddin Lone, Mohammad Amin Lone, RizwanQadir Lone, Imtiyaz Ahmad Lone, Javaid Ahmed Lone, and Mohammad Saleem Khan.

    “The preliminary investigation revealed that the arrested terrorists were providing shelter, logistics, and other support to the other active LeT terrorists in Bandipora district,” said a police official on the condition of anonymity.

    Two HM terrorists were killed in CT operation in Pulwama

    On 20 August 2021, security forces killed two Hizbul-Mujahideen (HM) terrorists in an exchange of fire in the Pampore area of Awantipora in Pulwama district, Jammu and Kashmir (J&K). “Both terrorists were part of the hit squad of HM responsible for killing civilians in South Kashmir. An AK-47 rifle, and a pistol was recovered from the operation site,” said J&K Director General of Police (DGP) Dilbag Singh.

    In a joint anti-Naxal operation on 19-20 August 2021, the Jharkhand and Bihar police arrested two high-ranking Maoists—Ramesh Ganjhu and Pradyuman Sharma, from Chatra and Hazaribagh districts respectively.
    Ganjhu was involved in several ambushes against security forces in the past two decades across Jharkhand and Bihar. Pradyuman Sharma was arrested during a combing operation in forested area in Hazaribagh district.

    Two ITBP personnel attained Veergati in a Maoist attack in Chhattisgarh

    On 20 August 2021, two Indo-Tibetan Border Police (ITBP) personnel—Assistant Commandant Sudhakar Shinde, and Assistant Sub Inspector (ASI) Gurmukh Singh, attained Veergati in a Maoist attack in Narayanpur district in Chhattisgarh.
    “A squad from the Kadameta camp of the 45th Battalion of the ITBP, had gone on an area domination operation, when a small group of armed Maoists fired on them. The Maoists escaped with an AK-47 rifle, two bulletproof jackets, and a wireless set belonging to the security personnel,” said Inspector General of Police (IGP) Bastar—P Sundarraj.

    NIA arrested two IS terrorists in ‘IS Kerala module case’ from Kerala.

    On 17 August 2021, the National Investigation Agency (NIA) arrested two Islamic State (IS) terrorists—Mizha Siddeeque and Shifa Harris, from Kerala in connection with ‘IS Kerala module case’. On 05 March 2021, NIA registered a suo moto case against Mohammed Ameen aka Abu Yahya and his associates, under Sections 120-B, 121, and 121-A of the Indian Penal Code (IPC) and Sections 17, 18, 188, 20, 38, and 40 of the Unlawful Activities (Prevention) Act [UA(P)A].
    Investigations revealed that Mohammed Ameen have been running various IS propaganda channels on different social media platforms such as Telegram, Hoop, and Instagram for propagating violent ideology of IS, and radicalisation & recruitment of new members for the IS module.

    BRICS adopted a new action plan to combat terrorism and terror-financing

    In the BRICS’s National Security Advisers (NSAs) meeting held virtually on 25 August 2021, the top security officials of the member nations adopted an action plan to boost practical cooperation in combating terrorism and terror financing. In action plan, India raised the issue of cross-border terrorism and activities of groups such as Lashkar-e-Taiba (LeT), and Jaish-e-Mohammed (JeM) which enjoys ‘State-support’ and threaten peace and security of the region.     Police arrested two ISYF terrorists from Kapurthala and Jalandhar districts.

    On 20 August 2021, Punjab police arrested two International Sikh Youth Federation (ISYF) terrorists—Gagandeep Singh and Gurmukh Singh, from Phagwara and Jalandhar respectively. Police recovered huge cache of live grenades and tiffin bomb, along with pistols and ammunition from their possession.
    During the investigation, Gagandeep Singh revealed that a large weapons consignment had been sent from across the border via drones over the last few months. The major part of the consignment is with his associate—Gurmukh Singh. Swiftly acting on information, police raided the Gurmukh’s house in Jalandhar and arrested him. During the search of Gurmukh’s house, police seized two live hand grenades, a box of detonators, two tubes suspected to contain RDX, one roll of high explosive yellow wire, Indian currency worth ₹ 3.75 lakh, a licensed pistol .45 bore, 14 Indian Passports, a .30 pistol along with two magazines.

    Ragnarok ransomware threat actors released the ‘master key’ to decrypt infected files.

    In a sudden move, the Ragnarok ransomware group shutdown their cyber-attack and released the master key that can decrypt the files locked with their malware. The threat actor did not leave an explanatory note about the sudden move, however, replaced all the victims on their leak site with a short instruction on how to decrypt the files.
    The Ragnarok ransomware group has been around since January 2020 and claimed dozens of victims after making headlines for exploiting the ‘Citrix ADC vulnerability’ in 2020. The affected companies are of various sectors including manufacturing and legal services, and are based in France, Estonia, Sri Lanka, Turkey, Thailand, the US, Malaysia, Hong Kong, Spain, and Italy.

    The US and Singapore pledged for deeper cooperation in cyber security

    On 23 August 2021, the United States (US) and Singapore have signed three Memorandums of Understanding (MoUs) to strengthen their collaboration on cyber security across defence, financial, and research & development (R&D) sectors. One of these MoUs included an agreement between Singapore’s Cyber Security Agency (CSA) and the US Cyber Security and Infrastructure Security Agency (CISA) to deepen the cooperation in cyber security beyond data sharing and exchanges.
    “Cyber threats do not adhere to borders, which is why international collaboration is a key part of the Biden-Harris administration’s approach to cyber security. The MoU allows us to strengthen our existing partnership with Singapore, so that we can more effectively work together to collectively defend against the threats of today and secure against the risks of tomorrow,” said CISA Director—Jen Easterly.

    Technology systems integrator—Intelligent Waves has been awarded an Information Warfare Research Project (IWRP) contract worth USD 8.4 million, for the acceleration and implementation of advanced wireless communications in both continental and outside continental US regions. “We will leverage our combined 5G and information security expertise to help protect the nation’s most critical assets, ushering a next-generation of speed and security for operators in-country and OCONUS,” said Intelligent Waves’ CTO Marqus Hutchison.
    Under the Office of the Under Secretary of Defense – Research & Engineering and the US Air Force Warfare Centre (AFWC), the Defense Department has established the “5G to Next G” program. Intelligent Waves will be tasked with building a localized, private full-scale 5G cellular network with nomadic towers/base stations (5G test-bed) to support secure connectivity between the disaggregated operations centres.

    Interpol issued global alerts as cyber criminals target governments with COVID-19 vaccine scams

    The Interpol has issued a global alert for Organised Crime Groups (OCGs) attempting to defraud the governments with fake offers to sell COVID-19 vaccines. Some 60 cases in 40 countries around the world emerged where officials in health ministries and hospitals have received scam offers for COVID-19 vaccines approved for distribution in their country.
    Usually claiming to represent a vaccine manufacturer or a government agency facilitating the distribution of vaccines, the scammers are targeting both professional and personal email accounts of potential buyers, as well as making contact via phone.

    Hacker stole records of T-Mobile’s 54.6 million customers

    After gaining unauthorised access through Brute Force into the T-Mobile network’s testing environments, an unidentified hacker stole data belonging to 54.6 million current, former, or prospective customers, containing Social Security Numbers (SSNs), phone numbers, names, addresses, dates of birth, prepaid PINs, and driver license/ID information. However, the attacker could not exfiltrate customer financial information, credit card information, debit or any other payment information.
    “The bad actor leveraged their knowledge of technical systems, along with specialised tools and capabilities, to gain access to our testing environments and then used brute force attacks and other methods to make their way into other IT servers that included customer data,” said Mike Sievert—T-Mobile’s CEO.
