The number of people affected by hunger rose to 828 million in 2021, an increase of 46 million from the previous year, the United Nations (UN) Food and Agriculture Organization (FAO) said in a report on July 06. The 2022 edition of “The State of Food Security and Nutrition in the World” (SOFI) report — drafted by the FAO and four other UN agencies — carries fresh figures on nutrition and food accessibility at the global level, including the latest estimates of the costs and affordability of a healthy diet. The report said the number of people affected by hunger has increased by 150 million since the outbreak of the COVID-19 pandemic. Chinese Premier Li Keqiang has told five prosperous coastal provinces that form the backbone of the economy to “exhaust all means” to stabilise production and employment, as the country stands at a “critical point” in economic recovery from the coronavirus pandemic. Shanghai and southeastern provinces Guangdong, Jiangsu, Zhejiang and Fujian must unclog supply chain bottlenecks and steer the economy back on track as soon as possible, while controlling fresh outbreaks, Li told a symposium on July 07 attended by local officials. These provincial-level jurisdictions – which together account for about one-third of China’s overall economic output – should continue to do the heavy lifting for national growth and securing fiscal strength, said Li, according to the official Xinhua News Agency. Li made the remarks as China braces for its lowest quarterly growth rate in more than two years next week, with economic data expected to reflect the impact of lockdowns and other stringent virus control measures on the economy. The five coastal regions singled out by Li contribute nearly 40 per cent of China’s total fiscal income and about 80 per cent of all localities’ net revenue transferred to the central government, playing a pillar role for the treasury and subsidising poorer central and western Chinese regions. China, emerging markets suffering worst capital exodus in 7 years with US$4 billion net outflow in June

China and over 20 other emerging markets are undergoing their worst wave of capital exodus in around seven years, a global financial industry association has warned. Overseas investors withdrew US$2.5 billion net from Chinese bonds in June, according to data from the Institute of International Finance (IIF), while US$9.1 billion net flowed into other emerging markets’ bonds last month. But a net total of US$4 billion was withdrawn from emerging markets’ equities and bonds combined in June, marking the fourth straight month of net losses, the Washington-based IFF said. Overseas investors still deposited US$9.1 billion into China’s equities in June, compared with outflows of US$19.6 billion in other emerging markets, the IIF added. “We see that the current outflow episode is similar in scale to the [yuan] devaluation scare in 2015 and 2016,” IIF economist Jonathan Fortun wrote on July 06 after China suffered a huge foreign capital outflow from its securities markets in 2015, when around US$670 billion was withdrawn. Fortun warned that the mounting risk of a global recession was weighing on the capital flow into emerging markets as anxiety builds over geopolitical events, tighter monetary conditions and inflation. Victims of what could be one of China’s largest financial scandals were surrounded by local police and beaten by unidentified men during a protest in Henan province on July 10. An estimated 1,000 depositors gathered in front of the Zhengzhou sub-branch of the People’s Bank of China on July 10 morning, in a latest attempt to recover millions of yuan frozen in rural banks. One depositor, surnamed Guo, said people had come from all over China to protest, arriving at the scene as early as 4am. Videos sent to the South China Morning Post show the protesters lined up in rows in front of the bank, holding banners that read “No deposits, no human rights”, “We are against Henan government’s corruption and violence”, chanting, “Henan banks, give me my money back” and “[Premier] Li Keqiang, investigate Henan”. One depositor brought portraits of Mao Zedong and pasted them on pillars in front of the bank, Guo said. Portraits of the late Communist leader are sometimes used in protests against corruption and corporate power in China. As the CHIPS Act remains stalled in Congress and Commerce Secretary Gina Raimondo warns that large foreign investments are at risk, tougher US sanctions against China are reportedly in the works. Congress has been debating for a year and a half but has not yet reconciled the House and Senate versions of the CHIPS Act, which would provide US$52 billion in subsidies to domestic and foreign semiconductor companies that invest in America. News reports indicate that the US government is putting pressure on the Netherlands to block ASML Holding NV from selling technology used in making a large proportion of the world’s chips to China. The Japanese government is also being prodded by the US to ban Nikon’s sales of similar chip-making technology to China, according to the reports. The equipment in question is deep ultra-violet (DUV) lithography tools, which are used in the production of most semiconductors. Lithography is the technology used to transfer semiconductor designs, or circuit patterns, from the photomask to the surface of the wafer for fabrication. The Taliban has upset Pakistan’s plans to ease its energy crisis by importing cheaper coal from Afghanistan, exposing the neighbors clashing interests. Facing a severe energy shortage, partly due to a lack of foreign reserves to import coal or gas for its Chinese-built power plants, Islamabad recently announced its intention to import coal from Afghanistan in Pakistani rupees instead of dollars. Oil production from the Organization of the Petroleum Exporting Countries continued to lag behind targets in June, raising fresh concerns about whether the cartel is capable of easing the worst supply crisis in decades ahead of a meeting between President Biden and the group’s largest members. A Russian court on July 06 ordered a 30-day suspension of the activity of the Caspian Pipeline Consortium (CPC), which takes oil from Kazakhstan to the Black Sea via one of the world’s largest pipelines. The suspension of the transit was necessitated by technical issues identified by Russia’s consumer protection watchdog Rospotrebnadzor. According to Reuters, the CPC operator said that the ruling to suspend operations was related to paperwork on oil spills and that the consortium had to abide by it. The company also stated it had submitted an appeal to the court in the Russian city of Novorossiysk requesting that enforcement of the ruling be deferred to avoid a stoppage that could lead to irrevocable consequences for the pipeline equipment. Current prices are equivalent to buying oil at $230 a barrel, while LNG normally trades at a discount to oil. U.N. Approves Shortened Six-Month Extension of Syria Aid, Yielding to Russian Demand

Under the threat of a Russian veto, the U.S. and its allies on the United Nations Security Council yielded to Moscow’s demand that cross-border aid to rebel-held areas in northern Syria be continued for six months rather than the 12 months the West had been seeking. A resolution calling for a six-month extension was approved by the 15-member Security Council on July 12 morning. Russia and China voted for the measure along with 10 other members of the body. The U.S., Britain and France abstained. Iran set to deliver armed drones to Russia, White House says

The White House on July 11 said it believes Russia is turning to Iran to provide it with “hundreds” of unmanned aerial vehicles, including weapons-capable drones, for use in its ongoing war in Ukraine. Sri Lankan President Gotabaya Rajapaksa to Resign Amid Protests

Sri Lankan President Gotabaya Rajapaksa, whose family has dominated the country’s politics for much of the past two decades, has agreed to resign, the parliament’s speaker said, after antigovernment protesters stormed and occupied the president’s residence and office. In a televised statement on July 09 night, Sri Lanka’s parliamentary speaker, Mahinda Yapa Abeywardena, said the president had informed him of his intention to step down Wednesday “to ensure a peaceful transition of power.” Prime Minister Ranil Wickremesinghe said earlier July 09 he will also resign. During the four-day meeting, Pacific island leaders will discuss how to gather more international support and funding to fight the impact of rising sea levels and climate change, as well as China’s ambitions for greater security ties across the region. Cambodia invites Russian foreign minister to ASEAN meetings

Cambodia has invited Russian Foreign Minister Sergey Lavrov to annual ASEAN-related meetings slated for early August, with the decision likely to cause concern among the international community which has been split in its response to Moscow’s invasion of Ukraine. Speaking at a briefing to the foreign diplomatic corps on July 06, Cambodian Foreign Minister Prak Sokhonn said he asked the Russian minister to attend the Association of Southeast Asian Nations Regional Forum and other related meetings. Cambodia, this year’s ASEAN chair, has also invited Myanmar to the meetings although only as a “nonpolitical representative,” according to Prak Sokhonn, who recently made a trip to the Southeast Asian country where a military junta ousted the democratically elected government of Aung San Suu Kyi in 2021. Cambodia will host a foreign ministerial meeting of the 10-member association as part of the ARF — one of the few security dialogue frameworks in which North Korea participates and which includes countries such as China, Japan the United States — as well as other related meetings in Phnom Penh for four days from Aug. 3. Since the invasion began in late February, Russia’s participation in international meetings has been a subject of discussion, especially for host nations that are wary of some countries boycotting their multilateral gatherings. Beijing warns of Southeast Asia nations becoming ‘chess pieces’

Southeast Asian countries should avoid becoming the pawns of “major powers” and should not antagonize each other, Chinese Foreign Minister Wang Yi has said. “We should insulate this region from geopolitical calculations… from being used as chess pieces, from major power rivalry and from coercion,” Wang said in Jakarta, Indonesia on July 11, as quoted by Reuters. Wang made his comments while attending a meeting of the ASEAN, a regional ten-member economic and political bloc of Southeast Asian nations. “The future of our region should be in our own hands,” he said. The minister said countries should “respect each other’s legitimate rights and interests in the Asia-Pacific instead of aiming to antagonize or contain the other side.” In March, Wang accused the US of seeking to set up “a version of NATO” in the Indo-Pacific in order to stoke tensions in the region. “The Asia-Pacific is a promising land for cooperation and development, not a chessboard for geopolitical contest,” he said. US President Joe Biden has defended his upcoming visit to Saudi Arabia amid criticism the trip represents a backslide in his administration’s commitments to human rights. In an op-ed published late on July 09 in The Washington Post newspaper, Biden said the visit to the kingdom is important and assured the United States remains “strong and secure”. He added that he wanted to “reorient and not rupture” relations with the oil-rich Arab nation. Beijing appears to retract vaccine mandate after pushback

The Chinese capital Beijing appears to have backed off a plan to launch a vaccine mandate for entry into certain public spaces after pushback from residents. While not explicitly saying it had dropped the plan, a city official was quoted in state media late July 07 saying that people could enter venues with a negative virus test result and a temperature check, as has been the norm. They also said vaccinations would continue on the principle of “informed, voluntary consent.” An unidentified official in the pandemic control office said residents of the city could enter any sort of public venue with a negative PCR test done in the last 72 hours and a temperature check, according to a short question and answer post from the official Beijing Daily, the main paper of the city government, published late July 07 night. The city announced July 06 that starting next week, people had to show proof of COVID-19 vaccination before they can enter some public spaces including gyms, museums and libraries. It drew intense discussion as city residents worried how the sudden policy announcement would disrupt their lives. Addressing a national conference on cyber security and national security on 20 June 2022, the Union Minister of Home Affairs (MHA)— Amit Shah, emphasised the need for public awareness about cyber security being an integral part of national security and the government of India led by Prime Minister Modi is committed to making it robust.

“With the initiatives of PM Modi, India is going forward in all areas, and the usage of technology has been taken to all levels; but if cyber security is not ensured, this strength can become a huge challenge for us. It is important that every Indian understands the challenges of cyberspace so that a secure cyber-India can be created,” said the Minister of Home Affairs. The Government of India is already preparing a National Cyber Security Strategy, which focuses on the need for a legislative framework to address the emerging challenges in the technology space.[1]

Cabinet approved the auction of the IMT/5G spectrum

On 15 June 2022, the Union Cabinet, chaired by Prime Minister Modi, approved a proposal of the Department of Telecommunications to conduct a spectrum auction for providing 5G services to the public and enterprises. Digital connectivity is integral togovernment initiatives through Digital India, Start-up India, and Make in India. Through these flagship programmes, the government has promoted access to innovative banking/mobile banking, online education, telemedicine, and e-Ration, to “Antyoday” families.

India’s 4G ecosystem is now paving the way for 5G indigenous development. Establishing a 5G test bed in eight of India’s top technology institutes is accelerating the launch of domestic 5G technology in India. The Production-Linked Incentives (PLI) schemes for mobile handsets and telecom equipment, as well as the launch of the India Semiconductor Mission, are expected to help build a robust ecosystem for the launch of 5G services in India. The day is not far off when India will emerge as a leader in the field of 5G technology and the upcoming 6G technology.[2]

On 01 June 2022, the Minister of State for Communications, Devusinh Chauhan, addressed a session organised by the World Summit of Information Society (WSIS) 2022 and said that ICT (Information and Communication Technology) is having a growing impact on our daily lives, as a powerful tool for more inclusive, resilient, and prosperous societies. For the development of reliable ICT infrastructure, around 600,000 villages in India are connected through optical fibre cable, whereas small and remote islands and other inaccessible areas are connected through satellite communication services and submarine cable networks.

During the high-level dialogue on Artificial Intelligence (AI), the minister apprised the audience of the Government of India’s policy initiatives to mobilise AI’s emerging sector. India’s National Strategy for Artificial Intelligence (AI) has formulated the way forward to harness the power of AI in various fields, especially in healthcare, agriculture, education, smart cities and infrastructure, and smart mobility and transportation. CERT-In issued an advisory on multiple vulnerabilities in Microsoft Product

On 16 June 2022, the Indian Computer Emergency Response Team (CERT-In) issued an advisory— CIAD-2022-0017, regarding multiple vulnerabilities that have been discovered in various Microsoft products which an attacker could exploit to access confidential information, bypass security restrictions, perform a Denial of Service (DoS) attack, escalating privileges, and perform spoofing attacks or executing arbitrary codes on the targeted system.[4]

On 14 June 2022, the Union Cabinet chaired by Prime Minister Narendra Modi approved a Memorandum of Association (MoA) by India for establishing the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) Technology Transfer Facility (TFF), which was signed by the BIMSTEC member countries at the 5th BIMSTEC Summit held at Colombo, Sri Lanka on 30 March 2022. As the primary objective, the BIMSTEC TFF are to coordinate, facilitate, and strengthen cooperation in technology transfer among BIMSTEC member nations by promoting the transfer of technologies, sharing of experiences and capacity building. The TFF shall have the Governing Board, and overall control of activities of the TFF shall be vested in the Governing Board[5].

Public Consultation on Draft National Data Governance Framework Policy held in Delhi

A Public Consultation/stakeholder interaction on Draft National Data Governance Framework Policy was organised on 14 June 2022 in New Delhi, India. Over 250 stakeholders from industry, start-ups, academics, think-tanks, international alliances and government officials from various ministries attended the event. Minister of State of Electronics & Information Technology and Skill Development & Entrepreneurship— Rajeev Chandrasekhar highlighted the rapid digitisation of the government and Nagriks within India, and the subsequent rise in data volumes necessitates a framework for harnessing the potential of this data. “PM Narendra Modi encourages public consultations as the most effective way to develop policies with wide inputs from a broad universe of stakeholders.

The Ministry of Electronics and Information Technology (MeitY) follows Public Consultation to ensure international standard laws for India’s globally competitive digital economy and startups,” said Minister Chandrasekhar. The draft policy and its solid foundation will focus on improving the institutional framework for government data sharing, promoting privacy and security by design principles, encouraging the use of anonymisation tools, and ensuring equitable access to non-personal data for both the public and private sectors.[6]

International
G7 agreed to counter cyber threats and disinformation from Russia

On 28 June 2022, the G7 leaders agreed to strengthen their respective countries’ cyber defences against foreign cyber-attacks and disinformation, including threats from Russia. “We commit to strengthen our internal security amidst transnational threats including those posed by Russia and other authoritarian regimes,” read the G7 communique at the end of the Summit held in Germany.[7]

Canadian national police force admitted the use of spyware to hack phones

The Royal Canadian Mounted Police (RCMP) disclosed the information on the usage of spyware to hack mobile devices and gather data, including by remotely turning on the camera and microphone of the suspect’s phone and laptop. However, the RCMP said it only uses such tools in the most serious cases, where less invasive techniques are unsuccessful. Between 2018 and 2020, the RCMP deployed this technique in 10 investigations.

According to the document introduced in the House of Commons (Canada), “the RCMP can use spyware programmes to collect a broad range of data, including text messages, e-mail, photos, videos, audio files, calendar entries, and financial records. The police can also collect “audio recordings of private communications and other sounds within the range of the targeted device, and photographic images of persons, places, and activities viewable by the camera(s) built into the targeted device.”[8]

NATO building cyber response force amid emerging Russian and Chinese threats

On 29 June 2022, the North Atlantic Treaty Organisation (NATO) heads of State and other governments participating in a high-level Summit in Madrid, Spain, announced the creation of the “virtual rapid response cyber capability” to quickly respond to cyber-attacks and other malign activity in cyberspace. According to the Madrid Summit Declaration, NATO plans to bolster its cyber defences through increased civil-military cooperation and expanded partnerships with industry.

“We [NATO] are confronted by cyber, space, hybrid, and other asymmetric threats, and by malicious use of emerging and disruptive technologies. We face systemic competition from those, including China, who challenge our interests, security, and values, and seek to undermine the rules-based international order,” read the document.[9]

Russian hacker group targeted Norway’s public service websites

On 29 June 2022, Norway’s National Security Authority (NSA)’s Director-General Sofie Nystrom informed reporters that the Russian hacker group— Killnet targeted a string of Norwegian public service websites in the latest cyber-attacks. Some websites experienced instability or disruption, but there are no indications that any sensitive or personal information has been compromised. In the Distributed Denial of Service (DDoS) attack, the Public Administration Portal, the corporate page of an online banking identification service, and the Norwegian Labour Inspection Authority (NLIA) were affected. The website of Norway’s largest newspaper was also down for 25 minutes.[10]

China lured jobseekers into cyber-espionage

At a mysterious tech firm, the graduates of Chinese universities have been bagged to pursue a job. It was discovered that the mysterious firm concealed the actual work, which aimed at analysing western objectives for snooping and interpreting hacked data concerning China’s commercial-scale findings system. The recruitment procedure comprised interpretation assessments on confidential papers accessed from the United States government offices and directions to examine people at Johns Hopkins University as a significant intelligence target. In 2021, a United States court accused the company of espionage for the APT40 hacking association of China.

Western intelligence agencies have made allegations against the Chinese association for invading ministry offices, firms, and universities across the United States, Canada, Europe, and the Middle East, following China’s Ministry of State Security (MSS)’s commands. The firm’s selection of recently graduated Chinese University students seems to have unknowingly drawn them into the world of spying. When posting job openings on the universities’ websites, the tech company only mentioned the position as a translator and withheld all other employment-related details.[11]

Agnipath Scheme.

Consequent to the commencement of the AGNIPATH scheme, the entry age for all new recruits in the Armed Forces has been fixed as 17 ½ – 21 years of age.Cognizant of the fact that it has not been possible to undertake the recruitment during the last two years, the Government has decided that a one-time waiver shall be granted for the proposed recruitment cycle for 2022. Accordingly, the upper age limit for the recruitment process for Agnipath scheme for 2022 is increased to 23 years.

Raksha Mantri has approved a proposal to reserve 10% of the job vacancies in Ministry of Defence for Agniveers meeting requisite eligibility criteria. The 10% reservation will be implemented in the Indian Coast Guard, defence civilian posts and all the 16 Defence Public Sector Undertakings – Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), Bharat Earth Movers Limited (BEML), Bharat Dynamics Limited (BDL), Garden Reach Shipbuilders & Engineers (GRSE) Limited, Goa Shipyard Limited (GSL), Hindustan Shipyard Limited (HSL), Mazagon Dock Shipbuilders (MDL), Mishra Dhatu Nigam (Midhani) Limited, Armoured Vehicles Nigam Limited (AVNL), Advanced Weapons & Equipment India Ltd. (AW&EIL), Munitions India Limited (MIL), Yantra India Limited (YIL), Gliders India Limited (GIL), India Optel Limited (IOL) and Troop Comforts Limited (TCL). This reservation would be in addition to existing reservations for ex-servicemen.Necessary amendments to relevant recruitment rules will be undertaken to implement these provisions. The DPSUs will be advised to make similar amendments to their respective recruitment rules. Necessary age relaxation provision will also be made to enable recruitment of Agniveers to the above posts.

Multinational Peacekeeping Exercise “Ex Khaan Quest -2022” culminates.

The Multinational Peacekeeping Exercise “Ex Khaan Quest -2022” culminated at the Peace Support Operations Training Centre in Ulaanbaatar at Mongolia.The exercise conducted from 06 June to 20 June 2022 provided a platform for mutual learning and sharing best practices amongst the armies from 16 Nations. The Indian contingent consisting of personnel from the LADAKH SCOUTS participated in the field training as well as the Command Post exercise. A number of training activities were organised during the course of the exercise, which included mock tactical operations as per United Nations (UN) mandate, combat discussions, training of staff & command appointments; as part of a combined UN brigade, in order to enhance multinational interoperability.

India and Australia discuss ways to enhance defence cooperation during bilateral talks.

Raksha Mantri and Australian Deputy Prime Minister & Minister for Defence Mr Richard Marles held a bilateral meeting in New Delhi on June 22, 2022. The two Ministers reviewed the existing defence cooperation activities which have been increasing despite challenges of COVID-19 pandemic and discussed ways to enhance further cooperation. The Ministers reviewed the defence and security pillars of the India-Australia Comprehensive Strategic Partnership.
They welcomed the growing diversity and frequency of defence exercises and exchanges between the two countries and undertook to build upon operational engagements through the India-Australia Mutual Logistics Support Arrangement.
Both Ministers committed to give fillip to the India-Australia Joint Working Group (JWG) on Defence Research and Materiel Cooperation, which will meet in Australia later this year. This JWG is a crucial mechanism for boosting ties between defence industries.
Both Ministers welcomed the plan to commence the landmark General Rawat Young Officer Exchange Programme in the latter half of 2022, which was announced during the virtual summit meeting between the Prime Ministers of the two countries on March 21, 2022.
The Ministers reviewed strategic challenges and the regional security situation and reaffirmed their shared objective of an open, free, inclusive, prosperous and rules-based Indo Pacific region. They looked forward to India’s participation in Australia’s Indo Pacific Endeavour exercise in October 2022.

Vertical Launch Short Range Surface to Air Missile (VL-SRSAM) was successfully flight-tested by Defence Research & Development Organisation (DRDO) and the Indian Navy off the coast of Odisha on June 24, 2022. The VL-SRSAM, a ship borne weapon system, is meant for neutralising various aerial threats at close ranges including sea-skimming targets.The launch of the system was conducted against a high speed aerial target mimicking aircraft, which was successfully engaged.

The Indian Air Force conducted the first Warfare & Aerospace Strategy Program (WASP) culminating with a Capstone Seminar at Air Force Auditorium, New Delhi on 24 Jun 2022. This Capstone Seminar showcased the learning objectives of WASP and helps the IAF leadership to validate the desired outcomes from the program. The participants presented papers on contemporary topics concerning application of air power in recent conflicts and the changing doctrinal precepts that establish the dominant role of air power in national security.

The WASP was conceptualised by the IAF with the purpose of creating a pool of mid-career air power practitioners with strategic acumen and a deep understanding of warfare history and theory. It aims to enhance the doctrinal vision of the participants and cultivate their aptitude for effective arguments on strategy.

Raksha Mantri (RM) held a Video Conference with Senior Defence Minister of Malaysia, YB Dato ‘Seri Hishammuddin Tun Hussein on June 27, 2022. A wide range of issues concerning bilateral, regional and defence industrial cooperation were discussed during the meeting.

Both Ministers expressed the intent to further boost the already strong India-Malaysia Defence cooperation. The two Ministers discussed the existing defence cooperation activities and framework, and ways to further enhance them under the existing Malaysia India Defence Cooperation Meeting (MIDCOM) framework. The next MIDCOM is scheduled to be held in July 2022, and it was decided to use this platform for a deeper engagement in defence.

Shri Rajnath Singh highlighted the areas in which Indian Defence industries could assist Malaysia. He suggested a visit of senior officers from Malaysia to India to get a first-hand experience of the facilities and products of Indian Defence industry.

The Malaysian Senior Defence Minister expressed the need for inducting women personnel in peace keeping missions. Both sides agreed to engage each other on this issue. It was also agreed to upgrade capability for Humanitarian Assistance and Disaster Relief (HADR) operations. Raksha Mantri also invited Senior Defence Minister of Malaysia to visit India at an early convenient date to discuss closer and strategic defence ties.

INS Satpura to participate in RIMPAC-22.

INS Satpura entered Pearl Harbour in Hawaii Islands on 27 Jun 22 to participate in RIMPAC-22. INS Satpura and one P8I maritime patrol aircraft from the Indian Navy are participating in one of the largest multilateral Naval Exercises, the US Navy led biennial Rim of the Pacific (RIMPAC) exercise 2022. The exercise spanning over six weeks of intense operations and training is aimed at enhancing interoperability and to build trust among Navies of friendly foreign countries. 27 countries are participating in the current edition of the multi-dimensional exercise.

Indigenously-developed Laser-Guided ATGM successfully tested.

Indigenously-developed Laser-Guided Anti-Tank Guided Missile (ATGM) was successfully test-fired from Main Battle Tank (MBT) Arjun by Defence Research and Development Organisation (DRDO) and Indian Army on June 28, 2022.

The all-indigenous ATGM employs a tandem High Explosive Anti-Tank (HEAT) warhead to defeat Explosive Reactive Armour (ERA) protected armoured vehicles. The ATGM has been developed with multi-platform launch capability and is currently undergoing technical evaluation trials from 120 mm rifled gun of MBT Arjun.

High speed Expendable Aerial Target (HEAT) was successfully flight-tested.

ABHYAS – High speed Expendable Aerial Target (HEAT) was successfully flight-tested from on June 29, 2022. The performance of the aircraft at low altitude including sustained level and high manoeuvrability was demonstrated during the test flight. The air vehicle was launched using twin under-slung boosters which provide the initial acceleration to the vehicle. It is powered by a small gas turbine engine to sustain a long endurance flight at high subsonic speed. The target aircraft is equipped with Micro-Electromechanical Systems-based Inertial Navigation System for navigation along with the Flight Control Computer for guidance and control along with Indigenous Radio Altimeter for very low altitude flight and Data Link for encrypted communication between the Ground Control Station and Target Aircraft. The vehicle is programmed for fully autonomous flight.

India and & Saudi Arabia discuss ways to enhance bilateral defence cooperation.

Saudi Arabia’s Deputy Minister of Defence for Strategic Affairs Mr. Ahmed A Aseeri called on Defence Secretary Dr Ajay Kumar in New Delhi on June 30, 2022. They discussed ways to enhance defence cooperation between the two countries. The Deputy Minister briefed the Defence Secretary about the 5th meeting of India – Saudi Arabia Joint Committee on Defence Cooperation (JCDC) that was held on June 29, 2022.

During JCDC the meeting, the two sides reviewed the progress made in military-to-military engagements, including joint exercises, expert exchanges and industry cooperation. It was decided to identify new avenues and examine areas of mutual interest for Joint Venture in order to enhance defence industry cooperation. Enhancing the scope and complexities of the existing joint naval exercises and expanding bilateral exercises in other domains were also discussed.

It was agreed to hold the next meeting of JCDC in Saudi Arabia on mutually convenient dates in 2023. The JCDC is the apex body between the Defence Ministries of India and Saudi Arabia to comprehensively review & guide all aspects of bilateral defence cooperation.

India delivers 6 tons of medical assistance to Afghanistan.

India supplied the seventh batch of medical assistance on 30June 2022, consisting of 6 tons of essential medicines to Afghanistan, as part of India’s ongoing humanitarian assistance. The same was handed over to the Indira Gandhi Hospital, Kabul. In the wake of recent tragic earthquake, India, as the first responder, supplied almost 28 tons of earthquake relief assistance in two relief flights. These relief consignments were handed over to the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), UN World Food Program (WFP) and the Afghan Red Crescent Society (ARCS). Furthermore, India is in the process to ship more medical and wheat assistance to Afghanistan in coordination with the UN agencies on ground.

Fourth India-Japan Cyber Dialogue.

The Fourth India-Japan Cyber Dialogue was hosted by India virtually on 30 June 2022. The Indian Delegation was led by Smt. Muanpuii Saiawi, Joint Secretary, Cyber Diplomacy Division, Ministry of External Affairs (MEA), while the Japanese delegation was led by Mr Yutaka Arima, Ambassador in-charge of Cyber Policy, Ministry of Foreign Affairs (MOFA).

Both sides discussed important areas of bilateral cyber cooperation and reviewed the progress achieved in the areas of cybersecurity and Information and Communication Technologies (ICTs) including 5G Technology. Security forces killed at least 67 al-Shabaab terrorists in a foiled attack in Galgaduud region.

On 17 June 2022, Somalia’s Galmudug State forces killed 67 al-Shabaab terrorists and wounded several others in a foiled attack in Bahdo area in Galgaduud region. According to the Information Minister of Galmudug— Ahmed Shire, “local residents and regional forces repulsed the attack by al-Shabaab terrorists in the region. The security forces personnel arrested a suicide bomber who was about to detonate a Vehicle-borne Improvised Explosive Device (VBIED) on security forces and villagers.”

Security forces killed 47 Boko Haram terrorists and rescued a Chibok girl in Borno.

On 12 June 2022, security forces had gun-battle with terrorists while clearing their enclave in Gazuwa in Bama Local Government Area of Borno and eliminated at least 47 Boko Haram terrorists. The security forces also rescued Mary Dauda, one of the Chibok girls abducted in 2014. “The rescued mother and child are currently in military custody, receiving medical and rehabilitation attention. Also, on 06 June 2022, troops rescued five abducted victims who were kidnapped by terrorists,” said Defence Headquarters’ spokesman— Maj Gen Bernard Onyeuko.

However, Boko Haram terrorists and their families continued to surrender before Nigerian troops in the North-East part. “Cumulatively, a total of 57,004 of Boko Haram terrorists and their families have surrendered comprising of 12,547 males, 17,027 females, and 27,430 children,” added Maj Gen Onyeuko.

IS-KP claimed responsibility for Karte Parwan Gurudwara attack in Kabul.

On 18 June 2022, the Islamic State-Khurasan Province (IS-KP) terrorists carried out an attack on Gurudwara in Kabul in which two people, including a Sikh community member, were killed. In a statement released on its Amaq website, the IS-KP claimed the responsibility of the attack and called it a targeted attack on Hindus and Sikhs and the ‘apostates’ who protected them in ‘an act of support for the Messenger of Allah’.

Pakistan remained on FATF’s ‘grey list’.

On 17 June 2022, the Financial Action Task Force (FATF)’s President— Marcus Pleyer had announced that Pakistan would remain on ‘grey list’ of nations that do not take full measures to combat money laundering and terrorism financing. The announcement gave a blow to Pakistan’s newly elected government, which said it has mostly complied with the FATF’s tasks set for Pakistan. “An onsite inspection by FATF team in Pakistan would be done before October 2022. However, FATF is praising Pakistan for implementing the organisation’s action plans— a clear indication that Pakistan is moving closer to getting off the ‘grey list’”, said FATF President Pleyer.

China blocked India-US’ joint move to designate deputy chief of LeT as terrorist under the UNSC sanctions.

At the United Nations Security Council (UNSC), China blocked a joint move by India and the United States (US) to enlist Pakistan-based terrorist organisation Lashkar-e-Taiba (LeT)’s deputy chief— Abdul Rehman Makki as a global terrorist, by placing a ‘technical hold’ on the proposal.

China’s move was in the similar fashion which it had adopted to repeatedly block the listing of Jaish-e-Mohammad chief— Masood Azhar, under the UNSC’s al-Qa’ida and ISIL Sanctions Committee, before finally relenting in May 2019 in the face of international pressure.

On 24 June 2022, the National Investigation Agency (NIA) officials searched 14 locations in the Union Territory (UT) of Jammu and Kashmir (J&K) in districts of Srinagar, Baramulla, Pulwama, Anantnag, Budgam, and Kathua, in connection with the ‘J&K Terror Conspiracy’ case.
The case— RC-05/2022/NIA/JMU relates to terror conspiracy hatched by Pakistan-based commanders of terrorist organisations for furthering terror activities, including targeted killings of minorities, security forces personnel, and attacking religious pilgrimages, including Holy Sri Amarnathji Yatra, Shri Maa Vaishno Devi Yatra.

Security forces killed three terrorists in two separate CT operations in Pulwama and Baramulla.

On 21 June 2022, security forces eliminated three terrorists in two separate counter-terrorism (CT) operations in Pulwama and Baramulla districts of the Union Territory (UT) of Jammu and Kashmir (J&K). In first operation, security forces carried out a Cordon and Search Operation (CASO) in Tulibal village in Sopore area of Baramulla district and killed an unidentified terrorist.

In other CT operation on the same day, security forces killed two terrorists in Tujjan area in Pulwama district. According to police reports, one of the slain terrorists was identified as Majid Nasir of Jaish-e-Mohammad (JeM).

NIA officials searched multiple locations in the UT of J&K and arrested a terrorist in ‘TRF Conspiracy’ case.

On 22 June 2022, the National Investigation Agency (NIA) officials searched 11 locations in the Union of Jammu and Kashmir (J&K)’s Srinagar, Kulgam, Pulwama and Ganderbal districts and arrested a terrorist— Mudasir Ahmed Dar, from Kulgam.

The case— RC-32/2021/NIA/DLI relates to the activities of The Resistance Front (TRF), which is an off-shoot terror group of Lashkar-e-Taiba (LeT), for radicalising, motivating, and recruiting youth from
J&K to undertake terror activities in the Valley and other parts of India. Mudasir was involved in providing logistic support and transportation of arms and ammunition.

“Security forces have eliminated 118 terrorists, mostly of LeT, since January 2022”: claimed J&K Police.

Compared to the previous year, security forces have eliminated 63 more terrorists in 2022. “Since January 2022, security forces killed 118 terrorists, including 32 foreign terrorists. Out of 118, 77 terrorists were belonging to Lashkar-e-Taiba (LeT) and 26 were of Jaish-e-Mohammad (JeM),” said Inspector-General of Police (IGP) (Kashmir)— Vijay Kumar. NIA officials searched multiple locations in the UT of J&K and arrested four OGWs from Pulwama.

On 20 June 2022, the National Investigation Agency (NIA) officials searched seven locations in Pulwama district of the Union Territory (UT) of Jammu and Kashmir (J&K) and arrested four Over-Ground Workers (OGWs)—i) Sahil Ahmed Khan, ii) Jahangir Ahmed Dar, iii) Shahid Ahmed Shergojri, and iv) Inayat Gulzar Bhat, for harbouring Jaish-e-Mohammad (JeM) terrorists in the Valley and arranged transportation and logistic support for them.

The case— RC-02/2022/NIA/JMU relates to the activities of JeM, in which two terrorists were eliminated by security forces at Chewa Kalan in Pulwama on 11 March 2022.

Security forces killed four HM terrorists in two CT operations in Anantnag and Kulgam.

On 14 June 2022, acting on an intelligence input, a joint team of Jammu and Kashmir (J&K) police, Indian Army’s 1 Rashtriya Rifles, and Central Reserve Police Force (CRPF) launched a Cordon and Search Operation (CASO) in Mishipora-Kujjar village of Yaripora area in Kulgam district and killed two Hizbul-Mujahideen (HM) terrorists.

In another counter-terrorism (CT) operation on the same day, security forces killed two HM terrorists in Hangalgund, Kokernag area of Anantnag district. “One of the slain terrorists was involved in the killing of Rajni Bala— a teacher from Samba who was assassinated at Gopal Pora Kulgam on 31 May 2022,” said Inspector-General of Police (IGP) Kashmir Range— Vijay Kumar.

Three CRPF personnel attained Veergati in Maoist attack in Odisha.

On 21 June 2022, three Central Reserve Police Force (CRPF) personnel attained Veergati (fell in the battle) in a Maoist attack in Patadhara Reserve Forest in Bheden block in Nuapada district in Odisha. “It was suspected that Maoists had prior information regarding the movement of the forces; all of a sudden, they (Maoists) opened fire on the forces,” said a police officer on anonymity basis.

Islamic Extremism (excluding J&K)
Two Islamic extremists beheaded a tailor in Rajasthan over his support to Nupur Sharma’s statement on Prophet Mohammad.

On 29 June 2022, two Islamic extremists— Mohammad RiyazAkhtari and Gaus/Ghouse Mohammad posed as a customer while entering a tailor shop and beheaded the tailor— Kanhaiya Lal over his social media post supporting former BJP spokesperson— Nupur Sharma’s remarks on Prophet Mohammad.

The duo extremists shot a video of killing of Kanhaiya Lal, and also threatened Indian Prime Minister Narendra Modi in another video, which went viral on social media platforms. Soon, police traced and arrested both extremists from Rajsamand district, 61 km from Udaipur in Rajasthan. Prohibited orders were imposed under Section 144 of the Criminal Procedure Code (CrPC) across Rajasthan for a month and mobile internet services had been suspended for 24 hours followed by the incident.

Ahead of political roadshow, Khalistan slogan found at Sangrur temple gate.

On 19 June 2022, ahead of the political road show of Aam Aadmi Party (AAP) to be taken out by Delhi Chief Minister (CM) Arvind Kejriwal and Punjab CM Bhagwant Mann, the ‘Khalistan slogan’ and ‘26 January 2023 referendum’ was found painted at the gate of a Kali Devi temple in Sangrur.

The proscribed organisation— Sikh for Justice (SFJ)’s legal advisor— Gurpatwant Singh Pannun uploaded a video on social media and informed that “the AAP formed government in Punjab with the support, including financial, of pro-Khalistan Sikhs. The Khalistan Referendum votes will be polled on 26 January 2023 and if AAP government tried to take any step against it, they will be reminded about the assassination of former Punjab CM Beant Singh. The only solution of Punjab is Khalistan.”

On 26 June 2022, the National Investigation Agency (NIA) officials carried out search operation at two locations in Golabgunj and Sultangunj in Kaliachak Police Station area in Malda district of West Bengal.

The search operation was related to the case— RC-08/2020/NIA/DLI, in which high quality Fake Indian Currency Notes (FICNs) of worth ₹ 3,46,000 were recovered from possession of two FICN traffickers— i) Senaul SK, and ii) Akramul, near Calcutta Sports Journalists’ Club, Maidan Tent, Kolkata. During the search operations, NIA officials seized digital devices, including mobile phone, SIMs, and other incriminating materials.

NIA filed chargesheet against four FICN traffickers in case of ‘Seizure of FICN and Gold at IGI Airport New Delhi’.

On 24 June 2022, the National Investigation Agency (NIA) filed a chargesheet before the NIA Special Court (New Delhi) against four Fake Indian Currency Note (FICN) traffickers— i) Mohammad Shahjan (Uttar Pradesh), ii) Amir ul-Haq (Delhi), iii) Abdul Wahid (Delhi), and iv) Amandeep Singh (Punjab), in a case related to the seizure of the FICN and Gold at the Indira Gandhi International (IGI) Airport in New Delhi.

In case— RC-05/2022/NIA/DLI, the custom officials seized FICNs worth ₹ 10 lakhs and 175 gms of Gold from Mohammad Shahjan who had arrived from Ras al-Khaimah airport in the United Arab Emirates (UAE). According to the investigation, Shahjan conspired with other FICN traffickers, including Amir ul-Haq and Amandeep Singh. Abdul Wahid used to provide logistic support and arrange funds for visa and air tickets of the ‘human couriers’ involved in smuggling of FICN and gold to India.
